By بواسطة James Kirkup جيمس kirkup | The Prime Minister used a speech in London to defend his Government’s record on civil liberties in the light of last week’s Labour rebellion over the detention of terror suspects and the high-profile challenge being mounted by David Davis, the former Tory front bencher. | رئيس الوزراء تستخدم كلمة في لندن للدفاع عن سجل حكومته على الحريات المدنيه في ضوء العمل في الاسبوع الماضي ما يزيد على التمرد واحتجاز المشتبه فيهم الرعب والبارزة التي تقوم بها حاليا تحديا ديفيد ديفيز ، المحافظ السابق الجبهة عضو هيئة المحكمه.
Some 36 Labour MPs last week voted against the Government’s plans to hold terror suspects without trial for up to 42 days, with Mr Davis subsequently announcing that he would resign and fight a by-election on the issue. 36 العمل بعض النواب في الاسبوع الماضي صوت ضد خطط الحكومة لاجراء الارهاب المشتبه فيهم بدون محاكمة لمدة تصل الى 42 يوما ، مع السيد ديفيس في وقت لاحق ، معلنا انه سيستقيل وخوض الانتخابات من قبل بشأن هذه المساله.
Mr Brown began his premiership last year promising to extend legal freedoms, but has faced growing criticism over his actions in office. السيد براون رئاسة الوزراء وبدأ فترة ولايته فى العام الماضى واعدة لتوسيع نطاق الحريات القانونية ، ولكنها واجهت انتقادات متزايدة اكثر من افعاله في المكتب.
Today, he attempted to answer those criticisms, insisting he remains committed the cause of freedom and arguing that he has taken some of his most controversial decisions because of a “fundamental responsibility - to take the actions that are necessary.” اليوم ، وقال إنه محاولة للاجابة على هذه الانتقادات ، وأصرت على انه لا يزال ملتزما قضية الحرية وبحجه انه قد اتخذت بعض من القرارات الأكثر إثارة للجدل بسبب "المسؤولية الاساسية -- لاتخاذ الاجراءات اللازمة".
Critics including Mr Davis have said that the 42-day plan is a fundamental violation of the right to be free of arbitrary state power. النقاد بما فيها السيد ديفيز قد قال ان 42 يوما هي الخطة الاساسية لانتهاك الحق في ان يكون في مأمن من التعسفي لسلطة الدولة.
Mr Brown today partly answered that charge by pointing to the judicial and parliamentary scrutiny of detention powers, but mainly by arguing that they are necessary to protect the majority from attack. السيد براون اليوم ان المسؤول عن الاجابه عليها جزئيا من قبل ، مشيرا الى تدقيق والقضاءيه والبرلمانيه من سلطات الاحتجاز ، ولكن أساسا بالقول انها كانت ضروريه لحمايه غالبية من الهجوم.
“The challenge is how to match a change in our laws with stronger safeguards, so we protect both the civil liberties of the individual and the security needs of all individuals,” the Prime Minister said. "ويتمثل التحدي في كيفية احداث تغيير فى المباراة قوانيننا مع أقوى الضمانات ، ولذلك فنحن على حد سواء في حمايه الحريات المدنيه للفرد والاحتياجات الامنية لجميع الافراد ،" قال رئيس الوزراء.
Pointing to changes in technology, travel and communication systems, Mr Brown suggested that notions of liberty and security must be updated. وأشار الى التغيرات في التكنولوجيا ، والسفر ، ونظم الاتصال ، واقترح السيد براون ان مفاهيم الحرية والامن الدوليين ويجب ان تستكمل.
He said: “New challenges require new means of addressing them. وقال : "ان التحديات الجديدة تتطلب وسائل جديدة للتصدي لها. But at all times the enduring responsibility remains the same - both protecting the security of all and safeguarding the individual’s right to be free.” ولكن في جميع الاوقات المسؤولية الداءمه التي لا يزال هو نفسه -- على حد سواء وحمايه الامن للجميع والحفاظ على حق الفرد في ان يكون حرا. "
He cited plans for a national ID card as an example, claiming that the system will actually enhance basic rights by protecting individuals from fraud and theft. وأشار الى خطط لبطاقه هوية وطنية وكمثال على ذلك ، مدعيا ان النظام فعلا تعزيز الحقوق الاساسية لحمايه الافراد من طريق الاحتيال والسرقه.
“Opponents of the identity card scheme like to suggest that its sole motivation is to enhance the power of the state - but in fact it starts from a recognition of the importance of something which is fundamental to the rights of the individual: the right to have your identity protected and secure.” "المعارضين للبطاقات الهوية ان تقترح ان الدافع الوحيد هو تعزيز سلطة الدولة -- ولكن في الواقع فهو يبدأ من الاعتراف باهميه شيء وهو امر اساسي لحقوق الفرد : الحق في الحصول على هويتك حمايه وامن. "
Speaking to the Institute for Public Policy Research, Mr Brown pointed out that MI5 is monitoring 2,000 terror suspects in the UK, in 200 networks with 30 current plots. تحدث الى معهد بحوث السياسات العامة ، السيد براون MI5 وأشار الى ان الارهاب هو رصد 2000 المشتبه فيهم في المملكه المتحدة ، 200 في الشبكات الحالية مع 30 قطعة أرض.
Mr Brown said: “The modern security challenge is defined by new and unprecedented threats - terrorism, global organised crime, organised drug trafficking, people trafficking, to name but some. وقال السيد براون : "ان التحديات الامنية الحديثة ويحدد التهديدات الجديدة والتي لم يسبق لها مثيل -- الارهاب العالمي والجريمة المنظمه ، والمنظمه والاتجار بالمخدرات ، والاتجار فى البشر ، ولكنه اسم لبعض.
“This is the new world in which government must work out how it best discharges its duty to protect people. "هذا هو العالم الجديد الذي يجب على الحكومة ان العمل هو افضل طريقة التصريف واجبها لحمايه الناس.
“New technology is giving us modern means by which we can discharge these duties, but just as we need to employ these modern means to protect people from new threats, we must at the same time do more to guarantee our liberties. "التكنولوجيا الجديدة تعطى لنا من الوسائل الحديثة التي تمكننا من اداء هذه الواجبات ، ولكن وكما اننا بحاجة الى ان تستخدم هذه الوسائل الحديثة لحمايه الناس من التهديدات الجديدة ، لا بد لنا في الوقت نفسه ان تفعل المزيد لضمان الحريات لدينا.
“Facing these modern challenges, it is our duty to write a new chapter in our country’s story - one in which we both protect and promote our security and our liberty, two equally proud traditions.” "مواجهة هذه التحديات العصريه ومن واجبنا لكتابة فصل جديد في بلدنا قصة -- واحدة فى كل من فيها ونحن في حمايه وتعزيز امننا وحريتنا ، وهما على قدم المساواة فخور تقاليدنا".
