Dat is waarom, bijvoorbeeld, de Fransen vele EU-verordeningen niet ten uitvoer leggen, maar in Groot-Brittannië voert onze vijfde kolom de partij, en gouden platen uit hen.

De conservatieve Partij

De leiding: 75%. Doordrongen door een leiding de pro-EU sinds de jaren '60, is de Conservatieve Partij het primaire instrument van de Europese Unie in Groot-Brittannië. Francis Maude stated the Party founded Common Purpose in 1970.

The Conservatives say at elections they will do something minor about the EU (eg. Cameron promised to leave the European People’s Party; he didn’t). They never do - its leaders are deeply dedicated to the EU; the likes of Cameron and Francis Maude would rather be in the EU than be in power, traitors to their nation and to Conservative voters.

Labour and the Lib Dems

Their leaderships (60%) have been EU controlled for 15 years. A vote for these three parties is a vote for the EU dictatorship. We have a one party state.

The Freemasons:

(It is difficult to be promoted above the rank of sergeant in the police if you are not a freemason, slightly higher ranks in the Army, Royal Navy and RAF).

The Legal Profession:

Law Lords 80%, Lawyers as a whole: 65%. British justice is now utterly corrupt. See our August issue. Law Lords refuse to enforce our long and written British Constitution, under which the EU is an illegal regime. They are themselves guilty of misprision of treason - the crime of refusing to act when they know treason has been committed.

Common Purpose:

The EU’s criminal local control organisation with 25,000 members: 60% involved. Many members think its all above board, and do not realise they have not been selected.

Common Purpose have penetrated the BBC, where four hundred of them control news and current affairs, our newspapers, council executives, the Church of England, the NHS which over 20 years they have deliberately destroyed from within, social services, our police and many more. Common Purpose members control the Quango budget, £124 billion, and the NHS budget, £90 billion, ie about £210 billion, or 1/3 of our taxes. See our Book Review, page 6.

Among all the above, there are about 25,000 dedicated British traitors sabotaging our nation, with 100,000 useful idiots iimplementing the EU’s corruption. and feeding off its gravy train.

17 councils to hold referendums?
Many people doubt we’ll ever be given a referendum, so the local councils of East Stoke, Purbeck, in Dorset, Charfield in South Gloucestershire, Newton and Noss Mayo, and possibly South Hams in Devon are holding their own referendums on the EU.

The Campaign Alliance for Referenda in Parishes has now got 17 other councils in the South West interested.

In our view their question “Do you want a referendum on the EU” is the wrong one. It should be “Do you want your council, county or nation to be abolished by the EU (currently by the Reform Treaty?)”

Referendums legally binding

Under our British Constitution these referendums are legally binding on the government, whose power is legally limited to implementing the wishes of the people.

This constitutional limit on government power was confirmed as recently as May 2007 in the High Court ruling in the Chagos Archipelago case. Government has been breaking the British Constitution for some time - they must be stopped.

“Do it yourself”

YOU can force a referendum on your council, using Part 3, Schedule 12, paragraph 18, sub paras 4&5 of the 1972 Local Government Act as follows:

1. Six residents must sign a letter announcing a parish or town meeting with at least 7 days notice, and it must start after 6pm. 2. Inform the press and local dignitaries. 3. At least 10 people on the electoral role must show up. Propose and second a motion that a parish poll should be held on whether or not the EU’s Reform Treaty should be ratified. At least 10 voters, and 1/3 of those present, need to vote in favour for the poll to take place. Under the Act, the council must hold the poll within 25 days.

This question gives the council the power to take direct action if our utterly corrupt Westminster Parliament continues to refuse to obey the wishes of the people.

We call upon all Britain’s 19,579 paid councillors and 20,000 unpaid councillors to propose a motion for a referendum in their council.

BRUSSELS Every visitor to the European Union would have to provide fingerprints before being allowed to enter, under plans unveiled yesterday to clamp down on illegal immigration.

The move to record the arrival and departure of non-EU citizens and to store the data in a single European database is part of a wider overhaul of border security. It is aimed at the largest single category of illegal migrants: people who remain once their visa or permit has expired.

Franco Frattini, the EU Justice Commissioner, argued that the existence of the electronic register containing a visitor’s personal details and final destination would make it possible to identify overstayers.

The scheme, which must be approved by all 27 EU governments before it can come into force in 2013 as proposed, has been criticised by civil rights groups. They fear that it could lead to a “fortress Europe” mentality against foreigners and to identity theft if the data were lost or stolen.

Ex-Europhile: Margaret Thatcher wears jumper adorned with EU member states

They rightly think it ridiculous that such things should be affected by what is supposed to be a Free Trade partnership. But they are.

A huge number of our laws have been drawn up in Brussels and hurried through Parliament without anybody really understanding what they were doing.

A lot of us still don’t even grasp why it is that we can no longer have nice blue British passports.

They also don’t grasp why they have to queue for ages to get back into the country after a holiday.

They aren’t paying attention. That passport you have isn’t British. It’s European. It gives you no more right to enter this country than if you were a Lithuanian.

The border you are crossing is the border of the EU, not Britain. If the Government set up a special channel for UK passport holders it would be breaking EU law. There is no longer any such thing as a British passport.

This has another grim meaning. We cannot control two-thirds of the immigration now revolutionising this country because it comes from EU states.

British people have a way of ignoring the Continent then finding out just in time that what happens there matters – Dunkirk being the most recent example of this complacent folly. We probably won’t get another Dunkirk to warn us.

By the time it is clear to everyone what has happened, it will be far too late.

Look at the row we are having, a rather lukewarm row in my view, about the European Constitution, dressed up as the Treaty of Lisbon but still what it always was – the official foundation document of the European Superstate.

At first it looks as if there are two sides, those for a referendum, and those against.

But what use would a referendum be? Who seriously believes that, if Britain said “No”, the EU would say: “Oh, sorry to have troubled you with our silly, over-ambitious idea. We’ll give it up for good.”?

No, they would threaten and suborn the British Government into holding the vote again.

Or they would have yet another summit in which the thing would be adjusted a tiny bit and presented as if it were new. Or they would say: “Very well then, if you don’t like it, why not leave?”

Gordon Brown might hold a referendum on that very subject. At this point we would badly need a major political figure to stand up and say: “Yes, please, let’s leave.”

He could add: “After all, if Norway and Switzerland can cope outside, we certainly can. And I defy anyone to tell me one single way in which this country has benefited from its long entanglement with this horrible organisation.”

But this will not happen. Our entire political elite, in all parties, love the EU, not because it is good for the country, but because it is good for them.

They love its regular service of gravy trains, carrying failed Ministers off to a life of high salaries, big expenses and huge pensions, plus an almost total absence of responsibility.

They don’t mind at all that it deprives them of the power to do very much. They are, for the most part, short of ideas and lazy, and happy to be able to pass the buck to Brussels while enjoying their pay and perks. Note, specially, the behaviour of the Tory Party. People sometimes ask why I call them ‘useless’. Well, here’s an example. You get a lot of something called ‘Euroscepticism’ from Tories. It’s a stupid word and it describes a worthless thing.

They act as if they are against the EU grabbing our power and money, and talk sternly about how they disapprove.

But David Cameron, William Hague and Malcolm Rifkind are clear that, if the Lisbon Treaty is ratified, that will be that. In the (highly unlikely) event of them coming to power, they won’t hold a referendum because, oh dear, it will be too late.

In doing this, they are part of a great tradition. Harold Macmillan first sought British entry to the Common Market in 1962. Then Ted Heath succeeded in getting it, ramming our membership through Parliament with characteristic ruthlessness and sacrificing Britain’s fisheries industry for his ambition.

When, in 1975, Harold Wilson held a referendum on staying in, Margaret Thatcher campaigned vigorously for Britain to remain in the Market, sporting a jumper bearing the flags of member states.

When she came to office, she pushed through the Single European Act, a huge surrender of British vetoes. Then she was bludgeoned by Cabinet colleagues into entering the Exchange Rate Mechanism.

By the end of her premiership, she had begun to realise what was at stake. But it was precisely because of this that the Tory Party then threw her out of office.

John Major went on to browbeat and bully his MPs into voting for the Maastricht Treaty, yet another huge surrender of independence.

Mr Cameron represents a firm return to the Europhile days before Lady Thatcher’s rebellion.

When it comes to action, the Tory Party will continue to support the EU because they have been committed to it since the Sixties, and cannot admit that this was a mistake.

But they also recognise how unpopular it is, which is why they pretend to be hostile and invented ‘Euroscepticism’ to console disgruntled voters.

The longer this goes on, the harder it will be to unscramble. My advice is not to be diverted by campaigns for a referendum that will get us nowhere.

It is to consider, very carefully, whether you will be able to look your children and grandchildren in the face when, 20 years hence, they ask: “What did you do to stop the country being taken over by a foreign power?”

I shall continue, week by week, to suggest ways in which you might be able to ensure that they never need to ask that question.

EUObserver: “The European Union has overnight agreed the precise text of its new ‘Lisbon Treaty’ to be formally signed off on 13 December in the Portuguese capital.
At around 02:00 local time on Friday morning - following shorter-than-usual discussions - Portuguese prime minister Jose Socrates announced that a deal has been struck, describing it as ‘victory for Europe’.
The new treaty will be formally signed by all European leaders in Lisbon on 13 December and subsequently go for ratification next year, with a view to coming into place by mid-2009, ahead of the next European elections.”

The only reason this ‘treaty’ was drawn up was to break down the sovereignty of all participating nations in order to give free reign to the neoliberals, the neocons, the privatization-and-deregulation gurus and big corporations, who will be able to dictate their terms for everything. Wages, social welfare, health care, taxes, ‘defence’ (read ‘war’) will eventually be taken from the national governments and the citizen will have much less influence on laws and regulations.
In short, the treaty is an attempt to impoverish and subdue the European population.

Because it is important and far-reaching the whole population should be able to vote on this treaty. Those in power don’t want you to have any influence whatsoever. This treaty is the beginning of an undemocratic Europe. It’s a coup d’état.

Privacy organisations and the private sector, including Google, have already stated that the blocking of Internet searches with these words would be contrary to the freedom of expression and would not be an efficient tool against terrorism.”

This measure is intended to prevent you from researching genocide, terrorism, prevent you from getting information on the number of killings and bombs gone off, and that includes the killings done by European forces. It’s as simple as that. It is typical for the new wave of totalitarian thinking that is gaining momentum in neocon Europe.

The European Union (EU) is a multinational union, established in 1993. The
EU is made up of twenty-seven Member States. First, the EU was established
as the European Economic Community in 1957 by the Treaty of Rome and has
since undergone many changes. The EU has a single market between member
states with common trade policy. Important EU institutions and bodies
include the European Commission, the European Parliament, and the Council of
the European Union, the European Court of Justice and the European Central
Bank, among others.

The end of War World II brought the idea for the unification of Europe, now
known as the EU, but some individuals or groups also known as world rulers
needed to conduct an experiment before the formation of an important super
power such as the EU. And soon, they succeeded; the right person for them
was Josip Broz Tito leader of Communist Party and lifetime President of the
Socialist Federal Republic of Yugoslavia (SFRJ). With the Royal family in
exile and a post war atmosphere in Europe, Tito became famous, an ideal
partner for this experiment.

Many will wonder why Yugoslavia? The answer is very simple; besides the
Union of Soviet Socialist Republics (USSR), which was too powerful, to play
with, she was the only post war country in Europe with multiethnic and
multicultural population, and Member Republics.

In 1945, from the remains of the Kingdom of Yugoslavia; the Democratic
Federal Republic of Yugoslavia was proclaimed, headed by Tito. Tito becomes
Prime Minister and Minister of Foreign Affairs.

The experiment begins; one State with six republics, one army, one currency,
one federal police, one federal Government and Law, one passport, no borders
and a visa regime among republics, and most of all: every Republic had their
own Government with all vital institutions. Still, one very important thing
for this experiment was the fact that Yugoslavia had different cultures and
religions among State members, such as: Orthodox, Catholic and Muslim. The
way the population is going to live in these circumstances was essential for
the future of the EU.

In 1948, Tito makes one interesting move, highly motivated; he becomes the
first socialist to defy Stalin’s leadership in COMINFORM also known as
Information Bureau (Inform biro). This move by Tito gains him good positions
with all Western powers, of course his old friends, but bad relations with
the USSR. For good results and loyalty to the West, In London in 1954,
Yugoslavia gets zone B from Free Territories of Trieste by treaty based on
the “Memorandum of Understanding”.

On the other side, with the first results of the experiment, formation of
the future European Union begins with European Coal and Steel Community
(ECSC) in 1952. Let us not forget that coal and steel were, and still are,
very important in war and industry. A very important founding member of this
Community was West Germany. A few years later, the Treaties of Rome in 1957
created two more communities: the European Economic Community (EEC) and
European Atomic Energy Community (EAEC or EURATOM). The EEC and EAEC later
merge into EEC in 1967.

Strangely, but as previously arranged, Tito is chosen for SFRJ to be free
Eastern European country, independent from the USSR, and neither member of
Warsaw pact nor NATO, but in 1961, Tito puts Yugoslavia to be a founding
member of the Non-Aligned Movement (NAM). Membership in NAM did not affect
the experiment since Yugoslavia was the only European country in the
Movement at that time, but it did affect future of Yugoslavia.

Time is running, and in the beginning of eighties, Tito dies, but the
experiment continues. The West needs a few more years before final
announcement of new European Union. Europe is rapidly altering, many
countries have joined EEC.

At the beginning of nineties, Europe is about to change forever. In
Yugoslavia a new government is forming headed by Slobodan Milosevic, the
experiment is about to end, mission is about to be accomplished. World
rulers are entering the final phase before the formation of the EU. With the
USA battling Gulf War in Middle East, in Europe, history has been written;
Germany’s reunification takes place in 1990, followed by; dissolution of the
Union of Soviet Socialist Republics in 1991, dissolution of Socialist
Federal Republic of Yugoslavia in 1992, dissolution of Czechoslovakia in
1992, and wide spread fall of communist monopoly.

As planned, the new Europe comes into being in the year 1993, and with no
threats on the way, a new star was born, European Union. Just a few months
after termination of the USSR in which America had a big influence, the USA
got a new rival; the EU. This rival will become more influential and
powerful than any other country or Union in the world, more powerful than
the old USSR.

Two questions arise from this: First, did world rulers decide to put
European Union instead of the USA as a leader of a free world and first
super power? Second, who are those rulers and where were they coming from?

Answer for the first question is yes, they did, and as always, the USA was
used. Second: We will never know who they are, but they are definitely
coming from Germany, they are not Jews as many think, if they were Jews then
they would have had their own State long time ago.

If we turn back and look through European history, Germany was not defeated
as many thought, they played very smart; waited and planned to return
stronger than ever and they did through the EU, as leader and strongest
Member State. Germany was, and still is the Union’s biggest net contributor;
with the biggest economy, she is responsible for about 23% of the EU budget.
Same is with Japan and the USA; it looks like Japan was also not defeated in
the USA-Japan war. Now, Japan is the strongest independent economic and
industrial power on the earth, most Japanese products is represented in the
USA. In contemporary days, power is not measured through weapons, rather
through strongest industry.

Will the EU have an equal rival in the future?

It will; a true rival for the EU will be a future Union with lots of money
and same religion among member States as an advantage (maybe, Union of
Islamic countries?).

However, maybe we are being deceived with the EU; perhaps the EU is just
another world experiment before the launch of another giant global Union.

A Council of Europe report made public June 9 said that investigators have found proof that the CIA ran clandestine prisons for terrorist suspects in Europe with the full cooperation of government leaders, especially in Poland and Romania.
A European commission spokesman told journalists that the commission was in the process of studying the report and will make assessment in due course of time as it did not want to make any hasty comments. He, however lamented that in the absence of any investigative powers, the commission could not go into the matter on its own.
The report, prepared by Dick Marty, a Swiss senator who is heading the investigation, said, “There is now enough evidence to state that secret detention facilities run by the CIA did exist in Europe from 2003 to 2005, in particular in Poland and Romania.
“We have also had clear and detailed confirmation from our own sources, in both the American intelligence services and the countries concerned, that the two countries did host secret detention centres under a special CIA programme established by the American administration in the aftermath of September 11, 2001, to ‘kill, capture and detain’ terrorist suspects deemed to be of ‘high value’,” the report claimed.
For example, Marty’s report stated that investigators had received confirmation, “from more than one source,” of eight names of “high-value detainees” that were held in Poland between 2003 and 2005. CIA sources told Marty’s investigators that Poland was the “black site” where both Abu Zubaydah and Khalid Sheikh Mohammed were held and questioned using “enhanced interrogation techniques,” which is usually a euphemism for torture.
Abu Zubaydah was a leading member of Osama bin Laden’s brain trust and the operations chief of al-Qaeda. Khalid Sheikh Mohammed has admitted planning the September 11 attacks on the United States.
The report states that these secret prisons “were run directly and exclusively by the CIA” and that local staff performed only “purely logistical duties.”
However, investigators had “sufficient grounds to declare that the highest state authorities were aware of the CIA’s illegal activities on their territories.” The report said that former Polish president Aleksander Kwasniewski as well as the former and current presidents of Romania, Ion Iliescu and Traian Basescu, “could be held accountable for these activities” because they “knew about and authorized” them.
The report noted that the “rendition, abduction and detention of terrorist suspects” have always taken place outside US borders because they would have been “ruled unlawful and unconstitutional” by American courts.
“Obviously, these actions are also unacceptable under the laws of European countries, who nonetheless tolerated them or colluded actively in carrying them out,” the report said.
“This export of illegal activities overseas is all the more shocking in that it shows fundamental contempt for the countries on whose territories it was decided to commit the relevant acts,” it said.
In addition, the fact that these measures applied only to non-US citizens reflected “a kind of legal apartheid,” the report said. The blame does not lie only with Americans, but also, “above all, with European political leaders who have knowingly acquiesced in this state of affairs.”
Marty’s report also criticised Germany and Italy for having “obstructed the search for the truth and continuing to do so by invoking the concept of ‘state secrets’.”
In an interview published in the French daily Le Figaro, Marty said, “The United States wanted to impose a war without rules against terrorism. This policy ended in disaster.”
The European Parliament which has been in the forefront of unmasking these facts about renditions flights by CIA and allied subjects was quick to respond.
MEP Sarah Ludford of the United Kingdom, vice-President of the former committee of enquiry on CIA activities in the EP said: “The new Marty report confirms what had been found by the Council of Europe and the European Parliament. Any new evidence confirming that CIA prisons existed, as we alleged, in Europe, would be damning and shameful. As MEPs demanded, we must expose the secret agreements between US intelligence services and some European governments. These illegal, undemocratic and unacceptable actions must be accounted for and punished.”
MEP Ignasi Guardans of Spain, former Alliance of Liberals and Democrats for Europe (ALDE) coordinator in the CIA committee declared: “The release of this new report by the Council of Europe rapporteur will help to maintain the spotlight on what happened in the name of the ‘war on terror.’ The EP too must maintain its scrutiny of this rendition practice in the coming months and continue to push the Member States to reveal the true facts of the matter.” As an immediate reaction, EU and NATO member Poland denied the findings of the report alleging it had hosted secret US Central Intelligence Agency (CIA) prisons for terror suspects.
According to the report, Poland’s former president Aleksander Kwasniewski had known about the covert CIA activities on Polish soil.
“Poland maintains its position on the issue of the alleged CIA prisons on the territory of our country - There were no secret bases in Poland,” Polish Foreign Ministry spokesperson Robert Szaniawski was quoted by the Polish PAP news agency last Friday.
Szaniawski added Polish officials were waiting for the Council of Europe to produce more details and evidence to support its claims. “Up to now the evidence presented on this issue has been worth very little,” he said.

Although it has 80,000 trainees in 36 cities, 18,000 graduate members and enormous power, Common Purpose is largely unknown to the general public.   It recruits and trains “leaders” to be loyal to the directives of Common Purpose and the EU, instead of to their own departments, which they then undermine or subvert, the NHS being an example. 

Common Purpose is identifying leaders in all levels of our government to assume power when our nation is replaced by the European Union, in what they call “the post democratic society.” They are learning to rule without regard to democracy, and will bring the EU police state home to every one of us.  Common Purpose is also the glue that enables fraud to be committed across these government departments to reward pro European local politicians.   Corrupt deals are enabled that put property or cash into their pockets by embezzling public assets. 

It has members in the NHS, BBC, the police, the legal profession, the church, many of Britain’s 7,000 quangos, local councils, the Civil Service, government ministries, Parliament, and it controls many RDA’s (Regional Development Agencies).  Cressida Dick is the Common Purpose senior police officer who authorised the “Shoot to kill” policy without reference to Parliament, the law or the British Constitution. Jean de Menezes was one of the innocents who died as a result. Her shoot to kill policy still stands today. 

Common Purpose trained Janet Paraskeva, the Law Society’s Chief Executive Officer. Surprising numbers of lawyers are CP members. It is no coincidence that justice is more expensive, more flawed and more corrupt.  And no surprise the courts refused to uphold the law, when a challenge was made to the signing of the six EU treaties, which illegally abolish Britain’s sovereignty.  Common Purpose is backed by John Prescott’s “Office of the Deputy Prime Minister” (ODPM), and its notional Chief Executive is Julia Middleton. The Head of the Civil Service Commission is a member 

It is close to controlling Plymouth City Council, where is has subverted the democratic process. Local people cannot get CP’s corrupt activities published, because the editors of local papers are in CP, and refuse to let journalists publish the articles.  CP started in 1985; in the 1990’s, with its members’ cross departmental influence, it was involved with what then became the disasterous New Millennium Dome Company and the squandering of £800 million; it appears £300m of this was diverted into the web of quangos set up by CP. There is a fraud case over this, stalled in the courts thanks to CP’s influence in the legal profession. 

Over £100 million of our money has been spend on CP courses alone, and its been hidden from the public, and members names are a guarded secret. It charges substantial figures for its courses. Matrix for example costs £3,950 plus VAT, and courses for the high flying ‘leader’ can be as much as £9,950 plus VAT.  This money is ours, paid by government departments financing senior staff to become agents for CP, instead of loyal to their own jobs.   Common Purpose (Ltd by guarantee, No. 2832875) is registered as charity No. 1023384. It describes itself as being involved in Adult education. Given it preys on the rich and powerful, charges expensive fees, and its aims are clearly power and control, its charity status stinks and should be revoked.  

Potential Common Purpose subjects are selected for training. Are they susceptible to being converted; are they in the right job, with the right colleagues and friends? Do they have power, influence and the control of money?  If the candidate has some, or all of these key attributes, then the local Common Purpose Advisory Board decides if they can do the course.  

Common Purpose - training our future EU rulers - continued Trained leaders are encouraged to act as a network, enable other members’ plans, and have meetings under the so called Chatham House rules. This effectively means their statements are not attributable to them, nor can attendees reveal information heard at a Common Purpose meeting. 

Council Officers are having secret meetings with, for example, property developer Common Purpose friends. No agendas and no minutes. Common Purpose Graduates from the public quango sectors such as the Regional Development Agencies attend, and have the power to award large sums of public money to projects. It is the worst national example of cronyism, closed contract bids, fraud and corruption. And unseen to the general public. 

Common Purpose undermines traditionally effective and efficient government departments with an overwhelming influx of new language, political correctness and management initiatives. The talk is of empowering communities, vision, worklessness, mainstreaming (sucking EU money into a project to sustain it), community empowerment, working partnership, regeneration and celebrating diversity etc etc. Documents appear about change, and reorganisation.  As CP “leaders” become more senior they employ countless managers and bureaucrats.  In time confusion rules, and things don’t seem to work properly. Management decisions are made that seem stupidly destructive. The organisation’s performance becomes sluggish. Undermining the NHS is Common Purpose’s biggest success so far, with bureaucrats outnumbering hospital staff three to one.  

David Cameron, who is pro Europe, uses the language of Common Purpose; he has appointed Ken Clarke, the most committed of the pro Europeans, in charge of his “Democracy Taskforce” - rather like putting the cat in charge of the safety of mice.  Common Purpose specifically targets children from the age of 13, and more recently younger, for special leadership and citizenship training. Yes, it is active in schools, and again the average parent has no idea. 

People have contacted us to speak of their experiences with Common Purpose.  A common theme is its all sweetness and light, until you fail to follow the direction set by the CP leadership. Then interesting things happen. Ladies in particular have been bullied at work, some have lost their jobs, some have become paranoid and depressed at the pressure from people ganging up on them. 

A typical story is a husband describing the decline in his wife from the time she becomes a Common Purpose graduate. Loss of sparkle, enthusiasm, anxious and ‘changed’, and she initiated a divorce. Other Common Purpose people lie when they are challenged as to their involvement. 

Common Purpose candidates are given a two day residential course in which they are ‘trained’ in a closed residential environment, such as a small hotel.  They are encouraged to reveal personal information about themselves, such as their likes, dislikes, ambitions and dreams. Discussions are then controlled by the course leaders. Ministers, including David Miliband, the Foreign Secretary, are set to come out fighting this week against growing demands for a EU treaty referendum.

Government sources say that a string of ministers will “make it clear” that the Government has a mandate for the new reform treaty, given at the European Council in June. The Government came under growing pressure last week to refuse to rule out a referendum. But the Prime Minister is expected to firmly rule out a referendum later this week.

The move follows intense pressure on Gordon Brown from members of his own party. A campaign led by the Labour MP Ian Davidson, who said that up to a third of Labour MPs could back calls for an EU treaty, was joined by the former Europe minister, Keith Vaz, on Friday. He said: “We should not be afraid of actually putting this argument before the British people. We don’t need a referendum on the reformed treaty because we didn’t have one on the Nice Treaty or on Maastricht. But I think there’s a difference between need and desirability.

“I think once and for all we need to put this behind us by putting it to the British people. I am absolutely convinced that we will win any test of public opinion as to whether or not the British people want us in Europe.”

Pressure for a referendum on the controversial European constitution grew last night amid growing signs of public concern and fresh claims that voters are being misled.

The Open Europe think-tank published research showing the new draft was exactly the same length as the rejected constitution and contained similar threats to British sovereignty.

According to the think-tank, which campaigns for a more flexible, open Europe, the original constitutional treaty ran to 63,000 words. When the new proposals, involving a series of amendments to existing treaties, were put together in a consolidated text, the proposals new treaty came to the same length.

Open Europe also sought to debunk the Government’s argument that the new draft was substantially different from what went before.

Neil O’Brien, the Open Europe director, said that although ministers insisted they had now inserted new “red lines” and opt-outs into the revised proposals, those safeguards were in the original constitution.

Open Europe also raised concerns that the proposed new arrangements would end Britain’s veto in foreign policy in 11 key areas including terrorism and mutual defence.

The privacy rights of air passengers travelling from Europe to the US will be put at risk by an information- sharing deal between the two aimed at stopping terrorist attacks, the European Union’s top data protection official has said.

Peter Hustinx wrote in a letter that the agreement, to be unveiled on Friday, could violate the rights of EU citizens. It allows the US to retain information about passengers for 15 years, up from three at present, while placing “no limitation to what US authorities are allowed to do with the data”, Mr Hustinx wrote on Wednesday to Wolfgang Schäuble, the German interior minister who clinched the deal.

EU officials reject the claim, saying the agreement has more safeguards than the interim regime it will replace at the end of July. While the US maintains the exchange of letters that will seal the deal is not legally binding, Brussels regards it as an international agreement that could be revoked if not complied with.

Washington has agreed to allow a senior European official to travel to the US and scrutinise how it is using the data. It has reduced its demands for information, cutting the number of categories from 34 to 19, the Financial Times has learned. However, some diplomats said the change was “presentational” as some categories had simply been enlarged.

EU citizens will also be covered by the US Privacy Act for the first time, meaning they could enforce their rights in US courts.

Critics say the deal would allow the Department of Homeland Security as well as US customs access to the data. The US rejected an EU request that sensitive data such as dietary requirements, a clue to religion, be filtered in Europe, insisting it be done on its soil.

Sophie in t’Veld, an MEP who represents the European parliament on the issue, called it a “bad deal”.

While the US had made it clear it would ban airlines that refused to comply, the EU could have extracted more concessions, she said. “It is making legal an illegal practice,” the Dutch Liberal said. “We are trusting the Americans to stick to the rules on scout’s honour.”

The original deal was struck in the wake of the September 11 attacks and allowed for information including names, addresses, phone numbers, credit card details and past flight details to be handed over. The European Court of Justice overturned it on procedural grounds last year. The EU fears summer travel chaos if it does not replace the interim agreement before the July 31 deadline, as the US could block flights.

EU ambassadors are expected to rubber-stamp the new deal today. It has to be ratified by national parliaments before taking effect and Ireland’s Dail breaks up next week.
