The outlook is looking increasingly gloomy for democracy in Pakistan. Our erstwhile ally in the war on terror, General Musharraf is looking worse by the day. After he took power in a bloodless coup in 1999, many Pakistanis were hopeful about the future. They were happy to be rid of a corrupt leader and willing to take a chance on Musharraf. Polls indicate, however, that they have soured on his leadership. And it’s not surprising why. After having regularly promised free and fair elections, Pakistan’s electoral efforts have fallen short. Musharraf’s seems to have a messiah complex and his justifications for his actions seem increasingly weak. Moreover, Musharraf’s alliance with the US has also hurt him with the Pakistani public that is increasingly skeptical of the war on terror. For the Pakistani public the “war on terror” is just considered a convenient excuse for further autocratic rule. النظرة القاتمه تتطلع بشكل متزايد من اجل الديمقراطيه في باكستان. سابقا حليف لنا في الحرب على الارهاب ، الجنرال مشرف يبحث أسوأ من يوم الى يوم. بعد تسلمه الحكم في انقلاب غير دموي في عام 1999 ، العديد من الباكستانيين بالأمل ازاء المستقبل. كانوا سعيدة ان تتخلص من زعيما فاسدا وعلى استعداد لاتخاذ اي فرصة على مشرف. استطلاعات الرأي تشير الى ان لديهم توتر على قيادته. وهذا ليس مستغربا لماذا. بانتظام بعد ان وعدت اجراء انتخابات حرة ونزيهة ، في باكستان الانتخابات لم تكن على مستوى الجهود. مشرف ويبدو أن يكون المسيح معقدة ومبررات لأفعاله ويبدو ان ضعف متزايد. وعلاوة على ذلك ، مشرف التحالف مع الولايات المتحدة أيضا قد تؤذي له مع الجمهور الباكستاني ان يزداد مشكك من الحرب على الارهاب. الباكستانيه العامة لل"الحرب على الارهاب" ليست سوى النظر مريحه عذر لمزيد من حكم مستبد.
The ال New York Times reported that Musharraf caught word that the Supreme Court was about to issue a unanimous decision invalidating his recent election وافادت صحيفة نيويورك تايمز ان كلمة مشرف اشتعلت فيها ان المحكمه العليا كانت على وشك اصدار قرار بالاجماع ابطال انتخابه مؤخرا . Of course, Musharraf wasn’t about to let that meddling court have its way. He had learned his lesson in his tussle earlier this year with the Chief Justice. He therefore dismissed the court and we’re left today with an increasingly isolated and unpopular leader who justifies his continued abrogation of the constitution on the spurious grounds that it is necessary to combat terrorist elements. Sound familiar? I wonder if in a one on one meetings with President Bush, they exchanged notes on using the “terrorist” threat to bypass constitutional controls on power. . وبطبيعة الحال ، جاء ذلك فى كلمة مشرف ، ليس عن السماح للمحكمة ان تدخل في طريقها. وقال انه قد تعلم درسا في بلدة بلدة الشجار وقت سابق من هذا العام مع رئيس المحكمه العليا وانه لذلك رفضت المحكمه ونحن غادر اليوم مع وتزداد عزلة شعبية زعيم من يبرر الغاء جهوده المتواصلة من الدستور على اسس زاءفه انه من الضرورى لمكافحة العناصر الارهابيه. السليمه المالوفه؟ اتساءل عما اذا كان في واحدة واحدة على لقاءات مع الرئيس بوش ، وتبادلوا ملاحظات بشأن استخدام "ارهابية" تهديدا لل الالتفافيه الضوابط الدستورية على السلطة.
Of course, the US is in a bind here. President Bush has publicly declared that democratic governance is the long term answer to overcoming violent extremism. It can give hope and dignity to oppressed people around the world who might otherwise choose terrorism. I agree that certainly it is a component of the solution - a very long term solution. However, this long term solution comes into conflict with our short term dilemma that Pakistan is ground zero on the war on terror. After 9/11 Musharraf signed onto the coalition of the willing and has been rewarded handsomely in terms of massive infusions of aid. The results of Musharraf’s alliance have been mixed. Certainly Pakistan’s assistance has led to the arrest and detention of high value targets and Pakistan’s support of our Afghanistan mission has been important. However, at the same time, Pakistan’s inability to control its own territory and reign in the Al Qaeda elements in the country have made many wonder whether we are getting our money’s worth. وبطبيعة الحال ، فإن الولايات المتحدة في الزام هنا. الرئيس بوش قد اعلن على الملأ ان الحكم الديمقراطي هو الجواب على المدى الطويل للتغلب على التطرف العنيف ويمكن ان تعطي الأمل والكرامة لشعب المقهور في جميع انحاء العالم من الارهاب قد تختار. اوافق على ان ومن المؤكد ان عنصرا من عناصر الحل -- جدا الحل الناجع على المدى الطويل ، الا ان هذا الحل يأتي على المدى الطويل الى صراع مع شركائنا على المدى القصير وباكستان هي المعضله التي الصفر على ارض الواقع ان الحرب على الارهاب. بعد 9 / 11 مشرف وقعت على ائتلاف والاستعداد وكان يكافا handsomely من حيث صب ضخمة للمعونه. نتائج مشرف التحالف كانت مختلطه. بالتأكيد تقديم المساعدة لباكستان ادى الى اعتقال واحتجاز من الاهداف ذات القيمه العالية وباكستان بدعم من شركائنا في افغانستان لقد كانت مهمة هامة. ومع ذلك ، وفي الوقت نفسه ، في باكستان عدم القدرة على التحكم في اراضيها وفي عهد عناصر القاعده في البلاد قد بذلت الكثير من التساؤل عما اذا كان أننا نحصل على اموالنا قيمته.
It’s really a question here of short term vs long term interests. Unfortunately, in the past we too often have tended to focus on short term results and ignore the potential blowback from those actions. Just think back to the struggle in Afghanistan against the Soviets in the 1980s. Back then the US backed the mujahideen which, after the end of the Afghanistan conflict, led to the formation of Al Qaeda. The US followed the old maxim, my enemy’s enemy is my friend. That sort of short term thinking contributed to the development of Al Qaeda and the foreign policy quagmire we find ourselves in now. إنها في الواقع مسألة من هنا على المدى القصير مقابل المدى الطويل المصالح. وللاسف ، في الماضي ونحن كثيرا ما تميل الى التركيز على النتائج على المدى القصير وتجاهل امكانيه blowback من تلك الاجراءات. مجرد التفكير في العودة الى الكفاح ضد افغانستان السوفيات في الثمانينات. آنذاك الولايات المتحدة التي دعمت المجاهدين ، بعد انتهاء الصراع في افغانستان ، أدت الى تشكيل تنظيم القاعده. الولايات المتحدة في اعقاب القديمة مكسيم ، وعدو عدوي هو صديقي. قصيرة من هذا النوع مصطلح التفكير يسهم في تطوير القاعده ومستنقع السياسة الخارجية التي نجد انفسنا فيها الآن.
Flash forward now to the current situation in Pakistan. We can either support a dictator who has declared himself our friend against Al Qaeda (our once friend turned enemy), or we can support the long term stability of the country through the building of democracy. فلاش الامام الان الى الوضع الحالي في باكستان. يمكننا اما الدعم من الذل والعار قد اعلن نفسه صديقنا ضد القاعده (صديق لنا مرة واحدة تحول العدو) ، او يمكننا ان دعم الاستقرار على المدى الطويل للبلد من خلال بناء الديمقراطيه.
The tragedy here is that this is just one example of the US ignoring the potential blowback of its decisions - think US support of Iraq against Iran…. والماساه هنا هي ان هذا مجرد مثال واحد من دولارات الولايات المتحدة من احتمال تجاهل قراراتها blowback -- تعتقد الولايات المتحدة لدعم العراق ضد ايران…. or US support of right wing dictators in Latin America who stood up against communism. او دعم الولايات المتحدة لاليمين الدكتاتوريين في امريكا اللاتينية من وقفت ضد الشيوعيه.
It’s time that we stood up for democracy. It can be messy, and it may mean short term losses, but in the long run, this will be the more effective bulwark against Islamic extremism. لقد حان الوقت ان وقفنا من اجل الديمقراطيه. انها يمكن ان تكون مربكه ، وأنه قد يعني خسائر على المدى القصير ، لكن في المدى الطويل ، فان ذلك لن يكون اكثر فعالية حصنا ضد التطرف الاسلامي.
What does this mean in Pakistan? Well, for one, we should get serious about withholding the massive budgetary supports we provide to the Pakistani government until elections are confirmed and Musharraf agrees to step down from his military position. The Bush administration seems to be trying to take both side on this. Yesterday the President recounted a ماذا يعني هذا في باكستان؟ حسنا ، لأحد ، وعلينا ان جادة في الحصول على حجب الميزانيه الضخمه التي نقدمها لتدعم الحكومة الباكستانيه حتى اجراء الانتخابات واكد مشرف يوافق على التنحي من صاحب الموقف العسكري. ادارة بوش يبدو ان تحاول ان يتخذ على حد سواء عن هذا الجانب. أمس رئيس وروى أ phone call during which he pressed the general on these two issues وخلال مكالمه هاتفية التي وضغط العام بشأن هاتين المسألتين . However, just a day before, Deputy Secretary of State John Negroponte said that ولكن ، قبل يوم واحد فقط ، نائب وزير الخارجية جون نيغروبونتي قال ان Musharraf was an “indispensable” ally on the war on terror وكان مشرف "لا يمكن الاستغناء عنه" عن حليف فى الحرب على الارهاب . With that kind of “diplomatic pressure” I wouldn’t be surprised if Musharraf calls our bluff. . مع هذا النوع من "الضغط الدبلوماسي" لا اتعجب اذا كان لدينا مشرف يدعو الى النصب.
Some critics argue that if Musharraf falls, we won’t like what takes his place. However, this يزعم بعض المنتقدين ان يقع اذا كان مشرف ، ونحن لن مثل ما يأخذ مكانه ، لكن هذا paper argues just the opposite ورقة تقول عكس ذلك تماما . We must not ignore the lessons of the past. Although maintaining support for Musharraf may lead to short term stability, if we’re interested in long term gain, I’d rather put by my money on democracy. It’s hard and it’s messy, but it’s the best way out of this mess. ويجب الا نتجاهل من دروس الماضي. الرغم من مواصلة تقديم الدعم للمشرف يمكن ان يؤدي الى الاستقرار على المدى القصير ، واذا كنا مهتما في الحصول على المدى الطويل ، انا بدلا من وضع بلدي الاموال على الديمقراطيه. انه من الصعب و' ق مربكه ، بل انها أفضل وسيلة للخروج من هذه الفوضى.
