McCain: Most Troops Will Be Home by 2013 ماكين : ان معظم القوات ستكون الصفحه الاولى بحلول عام 2013
Senator John McCain declared on Thursday that most American troops will be home from Iraq by 2013 and that Iraq will be a functioning democracy with only “spasmodic’’ episodes of violence, a striking departure from his refusal so far to set a date for US withdrawal. السناتور جون ماكين اعلنت يوم الخميس ان معظم القوات الامريكية ستكون الصفحه الرئيسية من العراق بحلول عام 2013 وان العراق سيكون فقط مع الديمقراطيه "spasmodic'' احداث العنف ، وهو ضرب من مغادرة رفضه حتى الان عن تحديد موعد لانسحاب الولايات المتحدة الامريكية . In a speech in the heart of Ohio وفي كلمة القاها في قلب ولاية اوهايو , a major battleground state in the fall election, Mr. McCain set forth a sweeping, extraordinarily positive vision of what the world will look like 2013, when he says he will have been in the White House for four years. ، دولة كبرى المعركه الانتخابية في الخريف ، والسيد ماكين المنصوص عليه كاسحا ، رؤية ايجابية للغاية ما سيكون عليه شكل العالم عام 2013 ، عندما يقول انه سيكون قد تم فى البيت الابيض لمدة اربع سنوات.
“By January 2013, America has welcomed home most of the servicemen and women who have sacrificed terribly so that America might be secure in her freedom,’’ Mr. McCain said at the Columbus Convention Center. "بحلول كانون الثاني / يناير 2013 ، وقد رحب البيت امريكا اكثر من الرجال والنساء من ضحوا رهيبه حتى ان امريكا قد تكون لها حرية في أمنه ، وقال ماكين'' السيد كولومبوس في مركز المؤتمرات. “The Iraq War has been won. "حرب العراق قد فاز. Iraq is a functioning democracy, although still suffering from the lingering effects of decades of tyranny and centuries of sectarian tension. العراق دولة ديمقراطيه ، وان كانت لا تزال تعاني من الاثار المتبقية من عقود من الطغيان وقرون من التوتر الطائفي. The United States, Mr. McCain added, “maintains a military presence there, but a much smaller one, and it does not play a direct combat role.’’ والولايات المتحدة ، والسيد واضاف ماكين ، "تحتفظ بوجود عسكري هناك ، ولكنها اصغر بكثير واحدة ، وانها لا تلعب دور القتال المباشر.''

In comments to reporters after his speech, Mr. McCain insisted that his speech should not be interpreted as setting a date for withdrawal, and that he was simply projecting victory in Iraq. في تعليقات للصحفيين بعد خطابه ، والسيد ماكين اصر على ان خطابه لا ينبغي ان يفسر على تحديد موعد للانسحاب ، وأنه كان مجرد اسقاطات النصر فى العراق. He took issue with a reporter who characterized his speech as a “magic carpet ride,’’ saying: “I don’t think it has anything to do with fantasy, I think it has everything to do with setting goals and achieving.’’ وقال إنه يختلف مع مراسل من كلمته تتسم بانها "السجاده السحريه مطية ،'' قائلا : "اننى لا أعتقد أنه لا شأن لالخيال ، واعتقد انه قد آن تفعل كل شيء مع تحديد الاهداف وتحقيق.''
In his speech, Mr. McCain also projected that “concerted action’’ by the world’s democracies will have persuaded Russia and China to cooperate in persuading Iran to abandon its nuclear ambitions and North Korea to discontinue its own. وفي كلمته ، السيد ماكين المتوقع ايضا ان "اتخاذ اجراءات متضافره من جانب'' الديمقراطيات فى العالم وسيكون اقناع روسيا والصين للتعاون فى اقناع ايران بالتخلي عن طموحاتها النووية وكوريا الشمالية لوقف الخاصة بها.
In Afghanistan, he said, an increase in actionable intelligence will have led to the capture or death of Osama bin Laden, and “there is no longer any place in the world al Qaeda can consider a safe haven.’’ He added: “There still has not been a major terrorist attack in the United States since September 11, 2001.’’ في افغانستان ، وقال : زيادة في عملي وسوف المخابرات أدت الى اعتقال او وفاة اسامة بن لادن ، و "لم يعد هناك اي مكان في العالم يمكن ان تنظر في تنظيم القاعده ملاذا آمنا.'' واضاف : "هناك لم يتم هجوم ارهابي كبير في الولايات المتحدة منذ 11 ايلول / سبتمبر 2001. ''
On domestic policy, Mr. McCain projected that the United States will have experienced several years of “robust economic growth;’’ a reduction in the corporate tax rate; and the beginning of a phase out of the alternative minimum tax. على السياسة الداخلية ، والسيد ماكين من المتوقع ان تكون الولايات المتحدة قد شهدت عدة سنوات من "النمو الاقتصادي المتين ؛'' اجراء تخفيض في معدل الضريبه على الشركات ؛ وبداية مرحلة البديله للخروج من الحد الادنى للضريبة.
Mr. McCain also pledged to appoint Democrats to his administration, hold weekly press conferences and take questions in Congress, much as the prime minister of Great Britain does in Parliament. كما تعهد السيد ماكين ان يعين الديموقراطيين لادارته ، وعقد مؤتمرات صحفية اسبوعية والاسءله التي تتخذ في الكونغرس ، الكثير كما قال رئيس وزراء بريطانيا العظمى لا في البرلمان.
In a clear criticism of President Bush, Mr. McCain also said that “when we make errors, I will confess them readily, and explain what we intend to do to correct them.’’ في انتقاد واضح من الرئيس بوش ، والسيد ماكين وقال ايضا انه "عندما نجعل الأخطاء ، فإنني اعترف لهم بسهولة ، وشرح ما نعتزم القيام به لتصحيحها.''
The Democrats responded that Mr. McCain was living in a dream world. ورد الديمقراطيون بأن السيد ماكين كان يعيش في حلم العالم.
“The reality behind Senator McCain’s new rhetoric is that his plans either ignore the problems he identifies or actually makes them worse,’’ Howard Dean, the chairman of the Democratic National Committee, said in a statement shortly before Mr. McCain began his speech. "واقع وراء ماكين عضو مجلس الشيوخ الجديد في الخطاب هو ان خططه اما تجاهل المشاكل التي تحدد في الواقع او يجعل منها والأسوأ من ذلك ،'' هوارد دين ، رئيس اللجنة الوطنية الديمقراطيه في تصريح له قبل فترة وجيزة من السيد ماكين وبدأ فترة ولايته كلمة.
