Socialist Worker العمال الاشتراكي | Revealed: George Bush’s plan to impose ‘security accords’ that will mean 400 permanent military bases and US personnel given green light to kill. | كشفت : جورج بوش خطة لفرض الامن لاتفاقات 'هذا يعني 400 قواعد عسكرية دائمة والولايات المتحدة الضوء الاخضر للافراد نظرا للقتل. George Bush is ending the pretence that Iraq is a “democratic state”. جورج بوش هو انهاء الادعاء بان العراق هو "دولة ديمقراطيه". He is imposing new “security accords” that will strip the country of its sovereignty and allow it to be used as a platform to launch more wars. وهو فرض الجديدة "الاتفاقات الامنية" التى سترفع للبلد سيادته وتتيح لها ان تستخدم كقاعده لاطلاق مزيد من الحروب.
This is the thrust of a secret treaty – known as the Status of Forces Agreement – that is being imposed on the country. وهذا هو فحوي معاهدة سرية -- المعروفة باسم اتفاق مركز القوات -- التي يجري فرضها على البلاد.
Even the puppet Iraqi parliament and its pro-occupation allies have found it difficult to stomach. حتى الدميه البرلمان العراقي والموالية للاحتلال الحلفاء قد وجدت صعوبة في المعده.
Tens of thousands of Iraqis took to the streets last week as the provisions in the “accords” were leaked to the Arabic newspaper Al-Hayat. عشرات الالاف من العراقيين الى الشوارع الاسبوع الماضي عن الاحكام الواردة في "اتفاقات" تم تسريبه الى العربية وذكرت صحيفة الحياة.
Bush wants to establish 400 permanent military installations, including bases near the Turkish, Iranian and Syrian borders. بوش يريد اقامة المنشآت العسكرية الداءمه 400 ، بما فيها قواعد بالقرب من التركية ، والايرانيه والحدود السورية.
According to one pro-US Kurdish leader these bases will “exist for the next 15 or 20 years”. ووفقا لاحد منا لصالح الزعيم الكردي هذه القواعد وسوف "وجود لالمقبل او 15 او 20 عاما".
Included in the treaty is the right for the US to launch wars on “third countries” from Iraqi soil. المدرجه في المعاهدة هو حق بالنسبة للولايات المتحدة الامريكية بشن الحروب على "بلدان ثالثة" من الاراضي العراقية.
This is a direct threat against Iraq’s neighbours and another step towards a war on Iran. وهذا يشكل تهديدا مباشرا ضد جيران العراق وخطوة اخرى نحو حرب على ايران.
But for many Iraqis, the biggest insult in the new treaty is that all US troops, citizens and mercenaries – the so-called contractors – will be immune from Iraqi law. ولكن بالنسبة لكثير من العراقيين ، اكبر اهانة في المعاهدة الجديدة هي ان جميع قوات الامريكية والمواطنين والمرتزقه -- ما يسمى المتعاقدين -- سوف يكون في مأمن من القانون العراقي.
Under these terms, occupation forces can use deadly force under any conditions, giving them a green light to arrest, imprison or kill any Iraqi with no fear of prosecution or regard for the country’s institutions. وبموجب هذه الشروط ، ان قوات الاحتلال باستخدام القوة المميتة يمكن تحت اي ظرف من الظروف ، واعطائها الضوء الاخضر لاعتقال وسجن أو قتل أي من العراقيين دون خوف من الملاحقه القضاءيه او بالنسبة لمؤسسات البلد.
Also included in the treaty is a provision that all deals and undertakings for reconstruction contracts negotiated since the occupation began will become null and void. كما ادرجت في المعاهدة هو الحكم ان جميع الصفقات والتعهدات من اجل التفاوض على عقود اعادة اعمار العراق منذ بدء الاحتلال وسوف تصبح لاغيه وباطلة. This clears the way for a US monopoly over the economy. يمسح هذا الطريق لتدخل امريكي او احتكار الاقتصاد.
The US previously agreed to share these contracts with Iraqi firms in an attempt to draw them into co-operating with the occupation. الولايات المتحدة التي سبق الاتفاق عليها لتقاسم هذه العقود مع الشركات العراقية في محاولة منها لاستدراجه الى لهم تتعاون مع الاحتلال. But this strategy failed to quell resistance to the occupation. ولكن هذه الاستراتيجيه فشلت في اخماد مقاومه الاحتلال. So now the US wants unlimited access to, and control over, the country’s wealth. حتى الآن الولايات المتحدة تريد الوصول غير المحدود الى ، والسيطرة عليها ، وثروات البلد.
Britain and the US repeatedly said in the run-up to the invasion that they would respect Iraq’s sovereignty, end repression and build a democracy. الولايات المتحدة وبريطانيا وقلنا مرارا وتكرارا في الفترة التي سبقت الغزو انها ستحترم سيادة العراق وإنهاء القمع وبناء الديمقراطيه. Now they no longer bother with that lie. انها الان لم تعد تهتم مع التي تكمن و.
But as before, the US has seriously miscalculated. ولكن كما كان الحال من قبل ، فقد فتحت الولايات المتحدة بجدية خطأ في التقدير.
A broad spectrum of Iraqis have condemned the deal, which is due to be signed by prime minister Nuri al-Maliki before the end of July. طيف واسع من العراقيين قد ادانت هذه الصفقة ، التي من المقرر ان يتم التوقيع من قبل رئيس الوزراء نوري المالكي قبل نهاية تموز / يولية.
Rebel Shia cleric Moqtada al-Sadr, who has led three uprisings against the occupation, denounced the accords as “a project of humiliation”. رجال الدين الشيعه المتمردين مقتدي الصدر ، وأدى ثلاثة من الانتفاضات ضد الاحتلال ، كما نددت الاتفاقات "، وهو مشروع من الاذلال".
The Association of Muslim Scholars, the mouthpiece of the mainly Sunni Muslim sections of the resistance, said the deal would pave the way for total “military, economic and cultural domination” of the country. هيئة علماء المسلمين ، الناطقه باسم اساسا من الفروع الإسلامية السنيه للمقاومه ، وقال الصفقة من شأنه ان يمهد الطريق لمجموعة "والعسكرية والاقتصادية والثقافيه والسيطرة" من البلاد.
Referendum استفتاء
Tariq al-Hashimi, Iraq’s vice‑president and a stalwart of the occupation, said the country’s sovereignty is a “red line” which the US is attempting to cross. طارق الهاشمي ، العراق نائبا لرئيس جمهورية والنصير للاحتلال ، وقال سيادة البلد هو "الخط الاحمر" الذي تحاول الولايات المتحدة الى الصليب.
Grand Ayatollah Ali Sistani, the highest Shia Muslim authority in Iraq, is demanding a popular referendum. آية الله العظمى علي sistani ، وهو اعلى سلطة للطائفة الشيعيه في العراق ، وتطالب استفتاء شعبي. He said he would not allow Iraq to sign such an accord “as long as he was alive”. وقال انه لن يسمح العراق للتوقيع على هذا الاتفاق "طالما كان على قيد الحياة".
Even Abdul Aziz al-Hakim, the leader of the pro-US Badr Brigades, has objected. حتى عبد العزيز الحكيم ، زعيم الموالية لنا الويه بدر ، وقد اعترض.
Faced with this growing opposition, US ambassador Ryan Crocker threatened to strip Iraq’s puppet regime of any authority if it refused to rubber stamp the accords. وفي مواجهة هذه المعارضة المتناميه ، السفير الاميركي ريان كروكر تهديد لتجريد العراق من نظام عميل للسلطة اي اذا رفضت ختم مطاط الاتفاقات.
The latest US plan for Iraq confirms the worst fears of the anti-war movement in the run‑up to the invasion. احدث الخطة الامريكية العراق يؤكد اسوأ مخاوف من الحركة المناهضه للحرب في الفترة التي سبقت الغزو.
We warned then that behind the talk of “humanitarian intervention” and “democracy” lay a plan for total subjugation and endless war. حذرنا آنذاك ان وراء الحديث عن "التدخل الانساني" و "الديمقراطيه" على وضع خطة لمجموعة والقهر والحرب التي لا نهاية لها.
These accords show how that plan can become a reality. وهذه الاتفاقات تبين كيف ان الخطة يمكن ان تصبح حقيقة واقعة.
The fight is still on to stop US and British warmongering in the Middle East and around the world. المعركه ما زالت مستمرة لوقف حربي الامريكية والبريطانية في منطقة الشرق الأوسط وحول العالم. For this reason we have to turn out in massive numbers to protest against George Bush’s visit to Britain on 15 June. ولهذا السبب علينا ان نحول في اعداد هاءله للاحتجاج على زيارة جورج بوش الى بريطانيا يوم 15 حزيران / يونية.
