IC Wales | De VRAGEN zijn gesteld over of de Europese wetten in het runnen van een nieuwe £92m bedrijfstoelageregeling worden overtreden. De zorgen volgen een vergadering bij het Hotel van het Huis van Holland in Cardiff op Donderdag, toen de hogere ambtenaren van de Overheid van de Assemblage leden van het Welse bedrijfsleven over het nieuwe systeem informeerden.

Iemand wie de vergadering bijwoonde, die niet wenste worden geïdentificeerds, vertelde de Westelijke Post: „Wat van ons die aan de vergadering werden uitgenodigd van het Huis van Holland werden geschokt bij de implicaties van wat werd gezegd. Het schijnt de Overheid van de Assemblage van plan is geld van het Europees Fonds voor Regionale Ontwikkeling als opbrengststeun te gebruiken voor het runnen van het Enige Fonds van de Investering (SIF), aangekondigd door (de Eerste Minister van de Afgevaardigde en Minister voor Economie en Vervoer) Ieuan Wyn Jones in April.

„Dit zal het betalen van de salarissen van de nieuwe `verhoudingsmanagers' omvatten wie voor het contact leggen met bedrijven die bedrijfssteun zoeken verantwoordelijk zal zijn.

„Mijn begrip van EU-verordeningen is dat dit additionality `' regel breekt, waaronder het geld van Europese programma's moet worden gebruikt om kern overheidsuitgaven bij de economische ontwikkeling aan te vullen.

„In plaats daarvan, schijnt het het Europese geld als substituut voor kern overheidsuitgaven wordt gebruikt. Het verschijnt aan me en anderen dat dit een duidelijke breuk van de regels van de EU.“ is

Het lid van het bedrijfsleven zei de hoeveelheid geld die aan SIF door de Overheid van de Assemblage wordt besteed beduidend was minder dan in het verleden beschikbaar was geweest.

De „begroting £92m vertegenwoordigt een besnoeiing van ongeveer 33% in vergelijking met vorige jaren, als u de diverse potten van geld optelt SIF heeft vervangen. Wij werden verteld op de vergadering dat, voortaan, het bod voor hulp concurrerend zou zijn en de bedrijven van verschillende sectoren en de gebieden zouden met andere projecten voor hulp moeten concurreren. Dit op een tijdstip waarop de Welse economie 63% openbare sector is.

De „vrees werd uitgedrukt in de vergadering over het beleid en de timing van deze beweging. Er waren ook zorgen dieaan de Valleien en West-/van Noord- Wales opnieuw aan zulk een beleid zouden lijden.

De „cijfers de vraag, waar Objectieve stelt van de Europese Commissie geld is gegaan in het verleden de acht jaar? Het heeft geen invloed op de echte economie gehad. Waarom? Because the funds were raided by the Assembly Government to spend on other budgets, especially pay and jobs in the public sector.

“In Ireland, Objective One money was used to greatly improve the country’s transport infrastructure. In Brittany, which has received lower levels of European aid, money has been used to develop new tourism and leisure facilities in fishing ports.

“ We have little tangible to show in Wales after eight years of top-level European aid.”

An Assembly Government spokesman said: “These claims are simply inaccurate. It is clear that the person making them has misunderstood the information given at the meeting, and it is a pity that they did not raise their concerns with us at the time, rather than through the press.

“No European funding has been used to pay staff from the Department (for Economy and Transport) for their roles as relationship managers in the new ‘Flexible Support for Business’ structure. This new system of flexible, streamlined support, and the creation of the Single Investment Fund, is exactly what the business community has been calling for over a number of years.

“The Single Investment Fund was only introduced in April, and is being rolled out in stages. Therefore it is wrong to compare the value of the fund now with previous support programmes, as the fund does not currently reflect the full extent of our widespread support for businesses across Wales.

“At the end of the previous programme, EU-supported projects will have created up to 46,000 net additional jobs and supported the launch of some 2,400 new small and medium businesses. The impact of this is clearly demonstrated by employment levels in West Wales and the Valleys, which have risen by 11% since 1999, compared with a 9% increase across Wales and 7% across the UK.

“The new round of European funding programmes provides us with the opportunity to build on this progress and deliver further real improvements across the Welsh economy.”

Last night the member of the business community who raised the concerns insisted: “I do not believe I misinterpreted what was said.”
