Ολοκληρωμένο κύκλωμα Ουαλία | Οι ΕΡΩΤΗΣΕΙΣ έχουν τεθεί πέρα από εάν οι ευρωπαϊκοί κανόνες στο τρέξιμο ενός νέου σχεδίου επιχειρησιακής £92m επιχορήγησης. Οι ανησυχίες ακολουθούν μια συνεδρίαση στο ξενοδοχείο σπιτιών της Ολλανδίας στο Κάρντιφ την Πέμπτη, όταν ενημέρωσαν οι ανώτεροι κυβερνητικοί ανώτεροι υπάλληλοι συνελεύσεων τα μέλη της ουαλλέζικης επιχειρησιακής κοινότητας για το νέο σύστημα.

Κάποιος που συμμετείχε στη συνεδρίαση, η οποία δεν επιθύμησε να προσδιοριστεί, είπε το δυτικό ταχυδρομείο: «Μερικοί από μας που προσκλήθηκαν στη συνεδρίαση των σπιτιών της Ολλανδίας συγκλονίστηκαν στις επιπτώσεις αυτό που ειπώθηκε. Φαίνεται ότι η κυβέρνηση συνελεύσεων σκοπεύει να χρησιμοποιήσει τα χρήματα από το ευρωπαϊκό Ταμείο περιφερειακής ανάπτυξης ως υποστήριξη εισοδήματος για το τρέξιμο του ενιαίου επενδυτικού κεφαλαίου (SIF), που αναγγέλλεται από (πρώτος Αναπληρωτής Υπουργός και Υπουργός της οικονομίας και μεταφοράς) Ieuan Wyn Jones τον Απρίλιο.

«Αυτό θα περιλάβει την πληρωμή των μισθών των νέων διευθυντών σχέσης `» ποιος θα είναι αρμόδιος για την επικοινωνία με τις επιχειρήσεις που επιδιώκουν την επιχειρησιακή υποστήριξη.

«Η κατανόησή μου κανονισμών της ΕΕ είναι ότι αυτό κανόνας σπάζει της συμπληρωματικότητας `», σύμφωνα με τον οποίο τα χρήματα από τα ευρωπαϊκά προγράμματα προορίζονται να χρησιμοποιηθούν για να συμπληρώσουν τα κυβερνητικά έξοδα πυρήνων στην οικονομική ανάπτυξη.

«Αντ' αυτού, φαίνεται ότι τα ευρωπαϊκά χρήματα χρησιμοποιούνται ως υποκατάστατο των κυβερνητικών εξόδων πυρήνων. Εμφανίζεται σε με και άλλοι ότι αυτό είναι μια σαφής παραβίαση των κανόνων της ΕΕ.»

Το μέλος της επιχειρησιακής κοινότητας είπε ότι το χρηματικό ποσό που διατέθηκε στο SIF από την κυβέρνηση συνελεύσεων ήταν σημαντικά λιγότερο απ' ό, τι ήταν διαθέσιμος στο παρελθόν.

«Ο προϋπολογισμός £92m αντιπροσωπεύει μια περικοπή περίπου 33% έναντι των προηγούμενων ετών, εάν προσθέτετε επάνω τα διάφορα δοχεία των χρημάτων το που SIF έχει αντικαταστήσει. Είχαμε την υποχρέωση στη συνεδρίαση ότι, στο μέλλον, οι προσφορές για την ενίσχυση θα ήταν ανταγωνιστικές και οι επιχειρήσεις από τους διαφορετικούς τομείς και τις περιοχές θα έπρεπε να ανταγωνιστούν ενάντια σε άλλα προγράμματα για την ενίσχυση. Αυτό σε μία εποχή που η ουαλλέζικη οικονομία είναι δημόσιος τομέας του 63%.

«Οι φόβοι εκφράστηκαν στη συνεδρίαση για την πολιτική και το συγχρονισμό αυτής της κίνησης. Υπεάρξαν επίσης ανησυχίες που οι κοιλάδες και η Ουαλία δύσης/του Βορρά θα έπασχαν πάλι από μια τέτοια πολιτική.

«Οι αριθμοί θέτει την ερώτηση, πού αντικειμενική μια της Ευρωπαϊκής Επιτροπής χρήματα έχει πάει στα προηγούμενα οκτώ έτη; Δεν έχει ασκήσει καμία επίδραση στην πραγματική οικονομία. Γιατί; Because the funds were raided by the Assembly Government to spend on other budgets, especially pay and jobs in the public sector.

“In Ireland, Objective One money was used to greatly improve the country’s transport infrastructure. In Brittany, which has received lower levels of European aid, money has been used to develop new tourism and leisure facilities in fishing ports.

“ We have little tangible to show in Wales after eight years of top-level European aid.”

An Assembly Government spokesman said: “These claims are simply inaccurate. It is clear that the person making them has misunderstood the information given at the meeting, and it is a pity that they did not raise their concerns with us at the time, rather than through the press.

“No European funding has been used to pay staff from the Department (for Economy and Transport) for their roles as relationship managers in the new ‘Flexible Support for Business’ structure. This new system of flexible, streamlined support, and the creation of the Single Investment Fund, is exactly what the business community has been calling for over a number of years.

“The Single Investment Fund was only introduced in April, and is being rolled out in stages. Therefore it is wrong to compare the value of the fund now with previous support programmes, as the fund does not currently reflect the full extent of our widespread support for businesses across Wales.

“At the end of the previous programme, EU-supported projects will have created up to 46,000 net additional jobs and supported the launch of some 2,400 new small and medium businesses. The impact of this is clearly demonstrated by employment levels in West Wales and the Valleys, which have risen by 11% since 1999, compared with a 9% increase across Wales and 7% across the UK.

“The new round of European funding programmes provides us with the opportunity to build on this progress and deliver further real improvements across the Welsh economy.”

Last night the member of the business community who raised the concerns insisted: “I do not believe I misinterpreted what was said.”
