Gordon Brown bedreigt Iran? s oliebelangen tenzij het kernambitie in bedwang houdt

Gordon Brown stelde vorge nacht een verbod wereldwijd op bedrijven voor die Iran ontwikkelen? s olie en gasvelden als het er niet in slaagde om zijn kernambities in bedwang te houden.

Hij beloofde om het lood te nemen in het streven van naar taaiere sancties door de Verenigde Naties en de Europese Unie als Groot-Brittannië en de Verenigde Staten willen de druk op Teheran verhogen.

In zijn eerste belangrijke toespraak over buitenlands beleid zei de Eerste Minister dat Iran een keus had? confrontatie met de internationale communautaire en stringente sancties tegen het; of latend vallen zijn kernplannen, beëindigend steun voor terrorisme en hebbend een omgezette verhouding met de wereld.

Tenzij de dreigende rapporten van de EU en de Internationale Organisatie voor Atoomenergie beweging van Iran voorstelden, zou er sterkere sancties zijn, die op olie en gasinvestering en de financiële sector omvatten. ? Iran zou in zonder twijfel over onze ernst van doel moeten zijn? hij zei.

Hoewel M. Brown geen militaire actie, uitsluit en vorge nacht over de occasionele behoefte aan sprak? hard-headed interventie? , gelooft hij duidelijk dat de diplomatieke route zou moeten worden gevolgd. Voor het eerst dragend witte band bij een gebeurtenis van de Stad, stelde hij wat op hij Groot-Brittannië riep? s? agenda voor een hard-headed internationalisme?.

? Aangespoord President Musharraf van Pakistan om de Grondwet te herstellen, om al politieke gevangenen en de stap - neer als Leider van het Personeel van het Leger te bevrijden;

? Voorgestelde hervorming van de grote internationale instellingen, met inbegrip van de V.N., G8, het Internationale Monetaire Fonds en de Wereldbank;

? Verzocht een internationale reserve burgerlijke kracht, met inbegrip van politie en rechters, helpen om ontbroken staten, met wederopbouw en ontwikkeling bepaald gelijk gewicht met behoud van de vrede in internationale instellingen te herbouwen.

M. Brown zei: ? Mijn benadering is hard-headed internationalisme: internationalist because global challenges need global solutions and nations must co-operate across borders, often with hard-headed intervention, to give expression to our shared interests and shared values.?In an apparent reassurance to the US after ministerial criticism of President Bush, he said that Britain?s partnerships were not in competition with each other but ?mutually reinforcing?. He said: ?It is no secret that I am a life-long admirer of America . . . and it is good for Britain, Europe and the wider world that today France and Germany and the EU are building stronger relationships with America.?

In a further reference to Iran, Mr Brown proposed that the active providers as well as the potential users of nuclear materials should be held to account. He suggested agreed access to a nuclear fuel bank to help non-nuclear states to acquire the new sources of energy they needed. But the offer would be made only if those countries renounced nuclear weapons.

He rejected isolationism and said that it was possible to contemplate a global society that empowered people. ?We cannot any longer escape the consequences of our interdependence. The old distinction between ?over there? and ?over here? does not make sense of this interdependent world.?

Turning to Pakistan, Mr Brown said: ?We call on President Musharraf of Pakistan to restore the Constitution and implement the necessary conditions to guarantee free and fair elections on schedule in January.?

Don McKinnon, the Commonwealth Secretary-General, last night threatened to suspend Pakistan from the 53-member group, saying that it had ?seriously violated the Commonwealth?s fundamental values?. He called for the resignation of Mr Musharraf as army chief, the release of political detainees, the removal of press restrictions, a move towards elections and restoration of the Constitution.

The Pakistan High Commission in London said that ?decisions regarding the transition will be taken in accordance with Pakistan?s national interests and requirements, not deadlines imposed from outside?.
