In the Global South millions of people are being reduced to levels barely above starvation, as rising food and fuel prices help drive back years of slow improvements to health. في الجنوب العالمي الملايين من الناس ويجري تخفيضها الى مستويات لا تكاد تزيد على المجاعة ، كما ارتفاع اسعار الوقود والاغذيه والمساعدة في دفع سنوات من عودة بطيءه ادخال تحسينات على الصحة.
In Cambodia, the Irin news agency reports that farmers are abandoning tractors and other farm equipment because they can no longer afford petrol. وفي كمبوديا ، اوردت وكالة انباء شبكة المعلومات الاقليمية المتكامله ان المزارعين التخلي عن الجرارات والمعدات الزراعية وغيرها لأنها لم تعد تستطيع تحمل البنزين. This in turn is drastically cutting the amount of food produced. وهذا بدوره الى خفض جذري في كمية الاغذيه المنتجة.
In Djibouti, US Aid says the crisis means that half the population is now suffering acute food shortages. في جيبوتي ، يقول المساعدات الامريكية للازمة يعني ان نصف السكان يعانون الآن من نقص حاد في الغذاء. In Pakistan there is evidence that the children of the poor are getting smaller for their age compared to a few years ago as a result of malnutrition. في باكستان أن هناك أدلة على أن الأطفال الفقراء من الحصول على أصغر حجما بالنسبة لاعمارهم بالمقارنة قبل بضع سنوات نتيجة لسوء التغذيه.
Nasreen Bibi is a domestic servant in Pakistan. نسرين بيبي هو لقاء عائلي في الخدمة في باكستان. She says, “I know my children are not growing well. وتقول : "وانا اعلم اولادي لا متزايد أيضا. My employer, who can feed her children good food, has a five year old son. صاحب العمل ، يمكن من اطعام اطفالها للأغذية جيدة ، وقد لمدة خمس سنوات من العمر وابن. His clothes are too big even for my nine year old. ملابسه هي كبيرة جدا حتى بالنسبة لبلدي من العمر تسع سنوات. Everywhere you look, poor children are shorter and frailer.” نظرتم في كل مكان ، والاطفال الفقراء وfrailer اقصر ".
Although the effects of this crisis are being felt most sharply in the poorest countries, even Britain is not immune from its blows. رغم ان اثار هذه الازمة ويجري اشد وقعا حادا في أشد البلدان فقرا ، حتى ان بريطانيا ليست في مأمن من ضربات.
Though the shelves of our supermarkets are stuffed with food, millions cannot afford to buy the produce without sinking deeper into debt. على الرغم من رفوف المتاجر الكبرى لدينا هي محشو مع الغذاء ، والملايين لا تستطيع ان تشتري المنتج دون الغرق اعمق في الدين. And as bills for lighting and heating our homes have spiralled ever upwards, Gordon Brown has insisted that workers must accept pay cuts. وكما لفواتير التدفءه والاضاءه وبيوتنا قد spiralled صعودا من اي وقت مضى ، غوردون براون قد أصر على ان العمال يجب أن تقبل الدفع التخفيضات.
Now talk of recession, job cuts and home repossessions is beginning to spread across the US and Britain. الآن الحديث عن الركود ، وتخفيضات الوظائف الرئيسية repossessions بدأت تنتشر عبر الولايات المتحدة الامريكية وبريطانيا.
In this urgent situation, you might expect the G8 leaders who met this week in Japan to come up with some concrete proposals to help alleviate the pain. في هذه الحاله الطارئة ، قد تجد ان نتوقع من واجتمع زعماء مجموعة الثماني هذا الاسبوع في اليابان الى الخروج ببعض المقترحات الملموسه للمساعدة في تخفيف الألم. Instead there has been a deafening silence. وبدلا من كان هناك صمت يصم الآذان.
There will be no subsidised food for poorer nations. لن يكون هناك اي اعانات للاغذية الاكثر فقرا. There will be no action to stop the burning of food as biofuel. لن يكون هناك اي اجراء لوقف حرق الغذاء والوقود البيولوجي. And there will be no action to stop multinational firms speculating on essential goods in a way that drives their prices still higher. ولن يكون هناك اي اجراء لوقف عمليات المضاربه على الشركات المتعددة الجنسيات على السلع الاساسية في الطريقة التي تحرك اسعارها لا تزال أعلى من ذلك.
Nor will there be any significant moves to reduce the output of gases that contribute towards climate change. ولن يكون هناك اي تحركات هامة للحد من انتاج الغازات التي تساهم في تغير المناخ.
The leaders refuse to act because the crisis is the result of the very policies they have committed themselves to for decades. قادة يرفضون العمل ، لأن الازمة هي نتيجة للسياسات جدا قد التزمت منذ عقود.
Capitalism has distorted food production and put millions at the mercy of the global food market. الراسماليه شوهت وانتاج الاغذيه في وضع ملايين تحت رحمة السوق العالمية للأغذية.
Increasingly food production is organised to make profits for a handful of multinational agribusinesses, and not to meet need. تزايد الانتاج الغذائي المنظمه على تحقيق أرباح من اجل حفنة من الاعمال الزراعية المتعددة الجنسيات ، وليس لتلبية الحاجة.
So despite the fact that there is no actual shortage of food, people will go hungry because they cannot meet the price that is being asked for it. ذلك على الرغم من حقيقة انه لا يوجد نقص في الاغذيه الفعليه ، الشعب جائعا لانها لا تستطيع ان تلبي هذا هو الثمن المطلوب لذلك.
World leaders are also backtracking on their previous commitments. زعماء العالم ايضا التراجع عن الالتزامات السابقة.
Three years ago the G8 leaders met in Gleneagles, Scotland. قبل ثلاث سنوات ، اجتمع قادة مجموعة الدول الصناعية الثمانى فى غلين ايغلز باسكتلندا. They promised to increase global aid by $50 billion a year and to increase aid to Africa by $25 billion. التي وعدت بها لزيادة المعونة العالمية بمبلغ 50 بليون دولار سنويا وزيادة المعونة المقدمة الى افريقيا بحلول 25 مليار دولار.
They are now desperately trying to wriggle out of their promises. وهم الآن يحاول يائسا لبالخروج من وعودهم. An initial draft of the new agreement on aid has removed any mention of that $50 billion. مشروع اولي للاتفاق على المعونة الجديدة قد ازالت أية إشارة الى أن 50 مليار دولار.
Reassure طمأن
Experts on climate change say that cuts to carbon emissions of at least 80 percent are required to stave off disaster. الخبراء بشأن تغير المناخ الى القول ان تخفيضات انبعاثات الكربون لا يقل عن 80 في المئة المطلوبة لدرء الكارثة. But the G8 could barely muster a “target” of cutting emissions by 50 percent by 2050. ولكن بالكاد يمكن لمجموعة الثماني ان يستجمع "هدف" خفض الانبعاثات بنسبة 50 فى المائة بحلول عام 2050.
The pledge itself is meaningless. الوعد في حد ذاته لا معنى له. Making a serious cut in emissions requires serious measures – investment in renewable energy sources, increased investment in public transport, and a halt to airport expansion. جعل خطيرة في خفض انبعاثات يتطلب اتخاذ تدابير جدية -- الاستثمار في مصادر الطاقة المتجدده ، وزيادة الاستثمار في النقل العام ، والى وضع حد لتوسيع المطار.
The G8 announced no such measures. واعلنت مجموعة الدول الصناعية الثماني الكبرى اي تدابير من هذا القبيل.
However, with the world teetering on the brink of an economic slump, the G8 leaders did seek to reassure us, predicting “the long-term resilience of our economies and future global economic growth”. ومع ذلك ، مع العالم يترنح على حافة ركود اقتصادى ، وقادة مجموعة الدول الصناعية الثماني تسعى الى لم يطمئن علينا ، ويتنبأ "على المدى الطويل قدرة اقتصاداتنا ومستقبل النمو الاقتصادي العالمي".
There is something else that unites the millions across the world who are suffering from the food and fuel crisis, and that is resistance. هناك شيء آخر ان يوحد الملايين من جميع انحاء العالم يعانون من ازمة الغذاء والوقود ، وهذا هو المقاومة.
Across the world we have seen strikes waves against rising prices in Egypt and Bangladesh, riots and street protests in Indonesia, Mexico and Haiti. في جميع انحاء العالم وقد شهدنا ضربات ضد موجات ارتفاع الاسعار في مصر وبنغلاديش ، وأعمال الشغب والاحتجاجات في الشوارع في اندونيسيا ، والمكسيك ، وهايتي.
Next week more than half a million local government workers will strike for two days in Britain. الاسبوع المقبل اكثر من نصف مليون من العاملين في الحكومة المحلية سوف الاضراب لمدة يومين في بريطانيا.
Millions more will watch them, thinking that they too should be taking action. وسيراقب ملايين اخرى منهم ، ويعتقد انه ينبغي عليها ايضا اتخاذ اي اجراء.
The G8 leaders have again shown us that they will not act to stop disaster. قادة مجموعة الدول الصناعية الثماني مرة اخرى تبين لنا أنها لن تتحرك لوقف الكارثة. It is only the resistance of ordinary people that can ensure that rulers don’t get away with making us pay for the crisis that they have created. هي وحدها المقاومة من الناس العاديين يمكن ان تضمن أن الحكام لا تفلت من العقاب جعلنا لدفع الأزمة التي من اجلها.
