George Bush’s plans to establish a European missile defence system suffered a big setback yesterday when a Congressional committee slashed the funding.The House appropriations committee cut $139m (£69.5m) from the $310m the Bush administration wants for preparatory work on the missile project in Europe. جورج بوش عن خطط لانشاء نظام دفاع صاروخي والاوروبية تعرض لنكسه كبيرة عندما امس لجنة الكونغرس slashed فان funding.the البيت لجنة الاعتمادات قطع $ 139m (£ 69.5m) 310m دولار من ادارة الرئيس جورج بوش يريد للاعمال التحضيريه علي مشروع الصواريخ في أوروبا. It approved funds for a radar system in the Czech Republic but cut the $139m Mr Bush requested to establish a missile interception system in Poland, the most controversial part of the defence system. وافقت على اموال لنظام الرادار في الجمهورية التشيكيه ولكن قطع 139m دولار طلب السيد بوش لاقامة نظام اعتراض الصواريخ في بولندا ، والاكثر اثارة للجدل جزءا من نظام الدفاع.
In addition, the committee cut a further $159m from US-based parts of the missile plan. بالاضافة الى ذلك ، فان اللجنة قطع 159m دولار اخرى من الولايات المتحدة القائمة على اجزاء من الصواريخ الخطة.
John Murtha, chairman of the committee, said the Bush administration has “got to convince us this is worthwhile”. Murtha جون ، رئيس اللجنة ، قال ان ادارة بوش قد "وصلت الى اقناع هذا يجدر بنا".
In a report attached to the revised budget, the committee said: “It is premature to provide full funding for the European component, given the uncertainty surrounding the programme”. في تقرير لتولي الميزانيه المنقحه ، وقالت اللجنة : "انه من السابق لاوانه ان توفر التمويل الكامل للعنصر الاوروبي ، بالنظر الى الغموض الذي يلف هذا البرنامج".
The Congressional move came as Des Browne, the defence secretary, said on Wednesday that the UK had agreed to allow the US to upgrade the Menwith Hill airbase in Yorkshire as part of the proposed missile defence system. الكونغرس التحرك جاء على النحو des براون ، وزير الدفاع ، وقال يوم الاربعاء ان المملكه المتحدة قد وافقت على السماح الولايات المتحدة لرفع مستوى القاعده الجوية في تلة menwith يوركشر كجزء من نظام الدفاع الصاروخي المقترح. Mr Bush wants to place 10 interceptor missiles in silos in Poland, saying they are needed as a matter of urgency to defend against Iran, which the US claims is pushing ahead with a nuclear weapons programme. السيد بوش يريد المعترض 10 مكان في صوامع الصواريخ في بولندا ، قائلا تكون هناك حاجة اليها باعتبارها مسألة ملحة للدفاع ضد ايران التي تزعم الولايات المتحدة هو المضي قدما في برنامج للاسلحه النووية.
The budget cuts are part of $3.5bn that the committee has slashed from the overall defence budget, which now stands at $459bn. التخفيضات في الميزانيه هي جزء من مبلغ 3.5bn ان اللجنة slashed من اجمالي ميزانيه الدفاع ، والذي يبلغ حاليا $ 459bn.
As well as reducing the budget, Congress is shifting priorities from futuristic programmes to more immediate concerns, such as improved healthcare for soldiers returning from Iraq and Afghanistan, pay rises for soldiers and marines, and much-needed weaponry for Iraq, such as the heavily-armoured Stryker vehicles. فضلا عن تخفيض الميزانيه ، والكونغرس هو تحويل الاولويات من البرامج المستقبليه لشواغل أكثر الحاحا ، مثل تحسين الرعايه الصحية للجنود العائدين من العراق وافغانستان ، وارتفاع الاجور للجنود ومشاة البحرية ، والتي تشتد الحاجة اليها لاسلحه العراق ، مثل بشدة - stryker المركبات المدرعه.
The committee’s pared-down budget will go to the full House for a vote next week but is almost certain to be passed. اللجنة pared الى اسفل الميزانيه سيذهب الى البيت الكامل للتصويت فى الاسبوع القادم ولكن من المؤكد تقريبا ان يتم اقراره بعد.
The House and Senate have questioned whether establishing the system in eastern Europe is sensible given the extent of the opposition it has aroused in Russia. مجلس النواب ومجلس الشيوخ قد تساءل عما اذا كانت اقامة هذا النظام في أوروبا الشرقية ونظرا لحجم معقول للمعارضة وقد اثارت في روسيا. They also question its technical feasibility and the failure of other Nato countries to commit fully to it. انها ايضا مسألة جدواه التقنيه وفشل غيرها من بلدان منظمة حلف شمال الاطلسي على الالتزام الكامل لها.
Republicans on the committee joined the Democrats in voting for the bill. الجمهوريون على اللجنة انضم الى الديموقراطيين في التصويت لصالح مشروع القانون.
Mr Murtha said Congress was trying to change the direction of the defence department across the board, not just on missile defence. وقال السيد murtha المؤتمر هو محاولة لتغيير الاتجاه من وزارة الدفاع في جميع المجالات ، ليس فقط حول الدفاع الصاروخى.
The Senate is not scheduled to vote on the budget until after the August recess. مجلس الشيوخ الى انه من غير المقرر التصويت على الموازنه الى ما بعد عطلة آب / اغسطس. While the Democrats and Republicans are divided over proposals to withhold war spending for Iraq, legislators from both parties have expressed scepticism about the European missile defence proposal. وفي حين ان الديموقراطيين والجمهوريين منقسما حول اقتراحات لحجب الانفاق على الحرب في العراق ، المشرعين من كلا الطرفين واعرب عن تشككه في الدفاع الصاروخي الاوروبي المقترح. Mr Bush could veto congressional changes but may be reluctant to do this, given he might have to also use it in September in the Iraq war funding row. السيد بوش حق النقض في الكونغرس يمكن ان التغييرات ولكن قد تحجم عن القيام بذلك ، وبالنظر الى ما قد يكون لديه ايضا لاستخدامها في ايلول / سبتمبر في تمويل حرب العراق على التوالي.
Bill Young, the most senior Republican on the committee, said: “I don’t think this bill is subject to a veto.” مشروع قانون الشباب ، واقدم على اللجنة الجمهوري ، وقال : "لا اعتقد ان هذا المشروع قابل للاستخدام حق النقض."
He said it had been designed for quick passage. وقال انها قد صممت للمرور السريع.

Vladimir Putin, Russia’s president, ordered a Kremlin meeting of senior military and intelligence officers on Wednesday to build up the armed forces and intelligence gathering to confront what he said was a new US global threat. فلاديمير بوتين ، رئيس روسيا ، امر الكرملين اجتماع لكبار ضباط الجيش والمخابرات يوم الاربعاء لبناء القوات المسلحه وجمع المعلومات الاستخباريه لمواجهة ما قال انه جديد من دولارات الولايات المتحدة التهديد العالمى.
“The United States is becoming more active in pushing forward plans to deploy new bases in Eastern Europe,” he said. "ان الولايات المتحدة اصبحت اكثر نشاطا فى دفع خطط لنشر اسس جديدة في اوروبا الشرقية".
Mr Putin rejects US claims that the missile system is directed not against Russia but a possible attack from Iran. السيد بوتين يرفض تزعم الولايات المتحدة ان منظومة صواريخ ليس موجها ضد روسيا ولكنه هجوم محتمل من ايران.
He has suggested an alternative plan in which the interceptor missiles would be based in either Russia or a sympathetic neighbour but the White House is cool about this. وقد اقترح خطة بديلة في المعترض الصواريخ التي سيكون مقرها في روسيا اما جاره أو متعاطف ولكن البيت الابيض حول هذا هو بارد.
The Democrats have attached amendments to the spending bill, such as withdrawal of US troops from Iraq and closure of the Guantánamo detention centre in Cuba within 60 days, but these have no chance of being accepted by the Senate. الديمقراطيون المرفقه ادخال تعديلات على مشروع قانون الانفاق ، مثل انسحاب القوات الامريكية من العراق واغلاق مركز الاحتجاز في غوانتانامو في كوبا في غضون 60 يوما ، ولكن هذه المفاوضات اي فرصة للقبول من قبل مجلس الشيوخ.
A separate vote on Iraq withdrawal is scheduled for September when Democrats may be able to win over some Republican senators. اجراء تصويت منفصل على العراق الانسحاب من المقرر في ايلول / سبتمبر عندما الديموقراطيين قد تكون قادرة على كسب تأييد بعض اعضاء مجلس الشيوخ الجمهوري.
The vote will follow a report by the US commander in Iraq, General David Petraeus, and the US ambassador, Ryan Crocker. التصويت ستتابع تقرير من قائد أمريكى فى العراق ، الجنرال ديفيد petraeus ، والسفير الاميركي ، رايان كروكر.
