Bruin wil taaier beleid inzake cannabis

cannabis-leaf.jpgDoor Alan Travis | Besluit van Gordon Brown om de raad van zijn eigen groep drugdeskundigen ten val te brengen door vooruit met een taaier beleid inzake cannabis te drukken kon voor een hoog hofuitdaging van campagnevoerders staan.

Als rapport van de sterke Adviserende Raad 23 over het Misbruik van Drugs die (ACMD) adviseren dat de cannabis zou moeten blijven werd een klassenC drug geleverd gisteren aan de Minister van Binnenlandse Zaken, Jacqui Smith, rapporteerde men wijd dat Gordon Brown zijn bevindingen zou negeren.

De „bronnen van Whitehall werden“ gemeld zoals erop wijzend dat de eerste minister formeel aan hun rapport na de lokale verkiezingen volgende week zou antwoorden.

„M. Brown heeft duidelijk dat, niettegenstaande het wetenschappelijke bewijsmateriaal, zijn er andere overwegingen,“ een bron van Whitehall werd geciteerd zoals zeggend gemaakt.

Dit is niet de eerste keer de eerste minister zijn bedoelingen over de kwestie van cannabis heeft laten worden gekend. Toen de Minister van Binnenlandse Zaken de raad vroeg om de rechtsvorm van cannabis voor de derde keer te onderzoeken de laatste jaren, moest Smith aan de commissie schrijven verzekerend zijn voorzitter, de Heer Michael Rawlins, dat de ministers niet van plan waren op zijn bevindingen beslag te leggen.

Het misbruik van Drugs handelt 1971, wat het huidige kader voor het controleren onwettige drugs in Groot-Brittannië, oplegde een wettelijke verplichting aan ministers om ACMD schiep te raadplegen alvorens zij om het even welke veranderingen in het kader van de wetgeving aanbrengen.

De bronnen ACMD wezen gisteren erop dat terwijl de raadsberusting als Bruin negeert hun raad, het onwaarschijnlijk is mogelijk was dat een wettelijke uitdaging door anderen zou kunnen worden opgezet. Voor een hoog hofuitdaging om te slagen, zou het moeten aantonen dat de ministers het besluit namen zonder het Acmd- rapport volledig te bespreken. Reported use has gone down since the drug was downgraded to class C by David Blunkett when he was home secretary in January 2004, and the police have had the power to confiscate the drug and issue an on-the-spot warning.

Last year police warnings on cannabis had soared by 20% to 120,000 a year, bringing many more cannabis users within the scope of police enforcement action. A decision to regrade the drug could actually backfire by leading to fewer users facing police action, as a decision to arrest them will be more time consuming.

A decision to return cannabis to class B will again make possession an arrestable offence, which will mean the offender would be taken to the police station and could face prosecution with the possibility of a prison sentence in a few cases.

The ACMD held an unprecedented three-day meeting in February to consider concerns about links between the growing potency of the drug available on the streets and its potential mental health effects. The experts heard evidence that 85% of what is available on the streets is herbal cannabis - two to three times stronger than the previously ubiquitous imported Moroccan cannabis resin.

But they were also told that the incidence of new schizophrenia cases reported to GPs had gone down, not up, between 1998 and 2005, indicating a weak link between increased use and potency in the past two decades and mental health problems. Some papers suggested that users are simply moderating their use of the higher potency cannabis.

Chris Huhne of the Liberal Democrats said the government should stop playing politics and publish the ACMD report as soon as possible. But the Conservatives back Brown, saying reclassification would not come a moment to soon.

    Is it just a coincidence that GORDON BROWN has announced this just days before local elections take place and that in the MAYORAL ELECTIONS on thursday has his candidate running in it is well known that one of his main contenders has a more soft approach to so-called soft drugs . Just when we need more police on the streets now they will be taken away from catching serious criminals and bogged down in paperwork for hours under these new guidelines . Why does not BROWN do something useful for a change such as try and get our spirraling inflation in the UK under control and try too resolve the pottential strikes from workers by paying them a decent wage? .

    I agree Simon, It does look like Gordon Brown would be better to legalise cannabis, it is after all used to relieve 19 diffrent medical conditions and a good joint might put a smile on that miserable dour face, it would also probibly help him THINK and realise how much of a fuck up him and Blair have been for the UK.

    He’s the Son of a preacher doing the Devils work thats for sure.
