By بواسطة Alan Travis ألن ترافيس | Gordon Brown’s decision to overturn the advice of his own group of drug experts by pressing ahead with a tougher policy on cannabis could face a high court challenge from campaigners. | غوردون براون قرار لقلب المشوره من بلدة المخدرات مجموعة من الخبراء من قبل المضي قدما مع سياسة اكثر صرامه على القنب يمكن ان تواجه المحكمه العليا تحد من الحملة.
As the report from the 23-strong Advisory Council on the Misuse of Drugs (ACMD) recommending that cannabis should remain a class C drug was delivered yesterday to the home secretary, Jacqui Smith, it was widely reported that Gordon Brown would ignore its findings. وكما جاء في التقرير من قوى 23 - المجلس الاستشاري لاساءة استعمال المخدرات (acmd (والتي أوصى فيها القنب ينبغي ان تظل فئة ج امس وتم تسليم المخدرات الى وزير الداخلية ، jacqui سميث ، وكان على نطاق واسع ان غوردون براون تجاهل ما توصل اليه من نتائج.
“Whitehall sources” were reported as indicating that the prime minister would formally respond to their report after the local elections next week. "وايتهول المصادر" تم الابلاغ عن مشيرا الى ان رئيس الوزراء رسميا من شأنه ان يستجيب لتقريرهم بعد الانتخابات المحلية التى ستجرى فى الاسبوع القادم.
“Mr Brown has made clear that, notwithstanding the scientific evidence, there are other considerations,” a Whitehall source was quoted as saying. "السيد براون اوضح انه على الرغم من الادله العلميه ، وهناك اعتبارات اخرى ،" وايتهول المصدر قوله.

“These include expressing concern about the involvement of serious crime in the cannabis trade and sending a signal, as a government and as a society, that this drug is a danger to health.” "وتشمل هذه واذ تعرب عن قلقها ازاء تورط في جريمه خطيرة القنب التجارة وارسال اشارة ، بوصفها حكومة وكمجتمع ، ان هذا الدواء يشكل خطرا على الصحة."
This is not the first time the prime minister has let his intentions be known over the issue of cannabis. وليست هذه هي المرة الاولى التي اود ان رئيس الوزراء يعرف نواياه حول قضية القنب. When the home secretary asked the council to examine the legal status of cannabis for the third time in recent years, Smith had to write to the committee assuring its chairman, Sir Michael Rawlins, that ministers did not intend to pre-empt its findings. وزير الداخلية عندما طلب من المجلس لدراسة الوضع القانوني للقنب للمرة الثالثة في السنوات الاخيرة ، وكان سميث ان يكتب الى تأكيد رئيس اللجنة ، السير مايكل راولينز ، ان الوزراء لم يكن ينوي ان يستبق النتائج التي توصل اليها.
The Misuse of Drugs Act 1971, which established the current framework for controlling illegal drugs in Britain, placed a legal obligation on ministers to consult the ACMD before they make any changes under the legislation. قانون إساءة استخدام المخدرات لعام 1971 ، الذي انشأ الاطار الحالي للرقابة على المخدرات غير المشروعة في بريطانيا ، وضعت التزام قانوني على ان يتشاور مع وزراء acmd قبل اجراء اية تغييرات فى اطار التشريع.
ACMD sources indicated yesterday that while council resignations are unlikely if Brown ignores their advice, it was possible that a legal challenge could be mounted by others. Acmd امس واشارت المصادر الى انه في حين ان المجلس الاستقالة اذا كان من غير المرجح ان يتجاهل براون مشورتهم ، وكان من الممكن ان تحد قانوني يمكن ان يتم تنظيمها من قبل الآخرين. For a high court challenge to succeed, it would have to demonstrate that ministers took the decision without fully considering the ACMD’s report. المحكمه العليا لالتحدي ان تنجح ، ان يثبت ان الوزراء اتخذ قرارا كاملا دون النظر في تقرير acmd. The repeated Downing Street briefings on Brown’s intentions could be expected to feature strongly in any such case. المتكررة لاسقاط الشارع براون اجتماعات اعلاميه عن نوايا يمكن ان يتوقع من السمات بقوة في أية حالة من هذا القبيل.
At stake is the treatment handed out by the police to more than 100,000 people a year found in possession of cannabis. على المحك هو العلاج سلم بها الشرطة لاكثر من 100000 شخص سنويا وجدت في حوزته من القنب. Reported use has gone down since the drug was downgraded to class C by David Blunkett when he was home secretary in January 2004, and the police have had the power to confiscate the drug and issue an on-the-spot warning. وأفادت استخدام انخفض منذ ان تم تخفيضه الى المخدرات من الدرجة (ج) من قبل ديفيد blunkett عندما كان وزير الداخلية في كانون الثاني / يناير 2004 ، الشرطة ، وكان لها السلطة لمصادرة المخدرات واصدار على عين المكان للانذار.

A decision to return cannabis to class B will again make possession an arrestable offence, which will mean the offender would be taken to the police station and could face prosecution with the possibility of a prison sentence in a few cases. قرار العودة الى الدرجة ب القنب مرة اخرى تجعل حوزة لالقاء القبض على الجريمة ، الامر الذي يعني ان الجاني الى مركز الشرطة والنيابة ويمكن ان تواجه مع امكانيه عقوبة السجن في حالات قليلة.
The ACMD held an unprecedented three-day meeting in February to consider concerns about links between the growing potency of the drug available on the streets and its potential mental health effects. فان لم يسبق له مثيل acmd عقد اجتماع لمدة ثلاثة ايام في شباط / فبراير للنظر في الروابط القائمة بين القلق ازاء تزايد الفعاليه من المخدرات متاحة على الشوارع والآثار المحتملة للصحه العقليه. The experts heard evidence that 85% of what is available on the streets is herbal cannabis - two to three times stronger than the previously ubiquitous imported Moroccan cannabis resin. استمعت الى الادله الخبراء ان 85 ٪ من ما هو متاح على الشوارع هو العشبيه القنب -- مرتين الى ثلاث مرات اقوى من السابق في كل مكان المستورده راتنج القنب المغربي.
But they were also told that the incidence of new schizophrenia cases reported to GPs had gone down, not up, between 1998 and 2005, indicating a weak link between increased use and potency in the past two decades and mental health problems. ولكنها كانت ايضا وقال ان حالات الاصابة الجديدة من الحالات المبلغ عنها لمرض انفصام الشخصيه الذي انخفضت فيه النظام العالمى لتحديد المواقع ، حتى لا ، بين عامي 1998 و 2005 ، مما يشير الى ضعف العلاقة بين زيادة استخدام والفعاليه في العقدين الماضيين ومشاكل الصحة العقليه. Some papers suggested that users are simply moderating their use of the higher potency cannabis. بعض الاوراق واقترح ان المستخدمين لمجرد استخدامها لاعتدال العالي الفعاليه القنب.
Chris Huhne of the Liberal Democrats said the government should stop playing politics and publish the ACMD report as soon as possible. كريس huhne من الديموقراطيين ليبراليه وقال ينبغي للحكومة ان التوقف عن اللعب ، والسياسة وacmd نشر التقرير في اقرب وقت ممكن. But the Conservatives back Brown, saying reclassification would not come a moment to soon. ولكن المحافظين عودة براون ، قائلا : اعادة تصنيف لن تأتي لحظة في وقت قريب.

Is it just a coincidence that GORDON BROWN has announced this just days before local elections take place and that in the MAYORAL ELECTIONS on thursday has his candidate running in it is well known that one of his main contenders has a more soft approach to so-called soft drugs . هل هي مجرد مصادفه ان غوردون براون هذا وقد اعلنت قبل ايام فقط من اجراء انتخابات محلية وبلدية في آن انتخابات يوم الخميس المرشح له على التوالي ومن المعروف جيدا ان واحدة من اهم المتنافسين وقد لينة أكثر النهج الى ما يسمى المخدرات الخفيفه. Just when we need more police on the streets now they will be taken away from catching serious criminals and bogged down in paperwork for hours under these new guidelines . فقط نحتاج فيه الى مزيد من افراد الشرطة في الشوارع الآن على انها سوف تتخذ بعيدا عن الاصابة خطيرة والمجرمين وتوقفت لساعات العمل الورقي في ظل هذه المبادئ التوجيهيه الجديدة. Why does not BROWN do something useful for a change such as try and get our spirraling inflation in the UK under control and try too resolve the pottential strikes from workers by paying them a decent wage? براون لماذا لا نفعل شيئا مفيدا لتغيير مثل محاولة التزود spirraling التضخم في المملكه المتحدة تحت السيطرة وايضا محاولة حل pottential اضرابات العمال من يدفع لهم أجور لاءقه؟ .
