MPs e os pares disseram que pode ter sido uso das tropas BRITÂNICAS excedentes misled' de métodos proibidos da interrogação em Iraq.

Não todas as tropas tinham sabido que as técnicas “condicionando” tais como o deprivation hooding e de sono estiveram proibidas, o comitê comum nas direitas humanas ditas.

O comitê tinha recebido garantias por um ministro e por um oficial militar sênior que conhecessem.

O uso de tais técnicas emergiu após a morte do trabalhador Iraqi Baha Mousa do hotel na custódia britânica em 2003.

O governo disse que o inquérito público na morte do Sr. Mousa pode se dirigir aos interesses que foram despertados.

Evidência errada do `'

O comitê disse que tinha sido dado garantias pelo ministro armado Adam Ingram em 2004 e tenente Gen Robin Brims das forças, comandante Campo Exército, em 2006 que as práticas condicionando não estavam usadas.

As técnicas condicionando - proibidas durante os problemas de Irlanda do Norte dos 1970s - incluem hooding, forçam posicionar e dormem deprivation.

Entretanto, o comitê dito lá era “discrepâncias” entre o que tinha sido dito e o que tinha acontecido na terra.

Os detalhes cheios de o que tinham acontecido ao Sr. Mousa e outros detidos não tinham emergido quando o comitê foi dirigido.

O PM Labour Andrew Dismore, presidente do comitê, disse esperou que o inquérito público desse algumas indicações a respeito de porque foram dadas “a evidência errada”.

“E certamente quando esse inquérito é excesso que nós quereremos olhar outra vez este para tentar para fora e encontrar o que estavam indo sobre e porque nós foi dito algo diferente a o que estava acontecendo realmente na terra,” adicionou.

O governo BRITÂNICO anunciado em maio que um inquérito público estaria prendido na morte do Sr. Mousa, que sofreu o asphyxiation e teve os 93 ferimentos a seu corpo.

Tratamento Inhumane

Mais cedo este mês, a modificação concordou ao pagamento quase £3m na compensação à família do Sr. Mousa e a nove homens Iraqi após admitir rompendo direitas humanas.

O Sr. Mousa e os outros homens foi prendido em um hotel onde as armas e suspeitado bomba-fazendo o equipamento fossem encontradas.

Morreu quando no detention do exército após ser feito exame na custódia em Basra em setembro 2003.

O ano passado, Donald completo Payne jailed após pleading culpado ao tratamento inhumane em uma corte marcial. Six other soldiers were acquitted of the charges they faced.

A report by Brig Robert Aitken in January said changes were needed to rectify serious flaws in the way soldiers were trained to deal with Iraqi prisoners.

The committee said: “We have yet to receive an explanation from the Ministry of Defence for the discrepancies between the evidence given to the Joint Committee in 2004 and 2006 on the use of prohibited conditioning techniques and the facts which have emerged from the Payne court martial and the Aitken report.”

It demanded a “detailed explanation of the discrepancies” be produced as soon as possible after the inquiry.

‘Thorough examination’

Last week Mr Browne announced the terms of reference for the public inquiry into the death of Mr Mousa.

Mr Browne said: “Those terms of reference are sufficiently broad to enable the inquiry to conduct a thorough examination of the circumstances surrounding that death and the committee has acknowledged that many of the concerns it has raised in its report may be investigated by the inquiry.”

He added: “We acknowledge that in 2003 some of the conditioning techniques were used on a small number of detainees.

“This should not have happened and we need to know how it came about. That is why I endorse the terms of the inquiry wholeheartedly.”

Mr Browne said that since 2003, “considerable improvements” had been made to the training and information given to soldiers about the “correct and humane treatment of detainees”.

“We have always been clear that we expect our forces to comply fully with international law. We will not tolerate anything less.”
