قد قال [مبس] ونظائر هم يمكن يتلقّى كنت يضلّل على قوات [أوك]' إستعمال من يحظر إستجواب طرق في العراق.

لا كان كلّ قوات قد عرفوا "يكيّف" تقنيات مثل [هوودينغ] ونوم حرمان كان حظرت, ال [جوينت كمّيتّ] على حقوق الإنسان يقال.

كان اللجنة قد استلم تأمينات بوزيرة وضابطة كبريات عسكريّة أنّ هم عرفوا.

ظهر الإستعمال من هذا تقنيات بعد الموت من عراقيّة فندق عاملة [بها] [مووسا] في رعاية بريطانيّة في 2003.

قد قال الحكومة التحقيق عامّة داخل سيد [مووسا] موت يمكن خاطبت الاهتمامات أنّ كان أثرت.

`بيّنة خاطئة'

قال اللجنة هو تلقّى يكون أعطيت تأمينات بمسلّحة قوات وزير آدم [إينغرم] في 2004 و [لت] [جن] روبين [بريمس], قائدة [فيلد] [أرمي], في 2006 أنّ يكيّف ممارسات كان لم يكن استعملت.

يتضمّن يكيّف تقنيات - يحظر أثناء [نورثرن-يرلند] اضطرابات من السبعينات - [هوودينغ], يضغط يعيّن وينام حرمان.

مهما, كان اللجنة يقال هناك "تباينات" بين ماذا هم تلقّى يكون قلت وماذا كان قد حدث على الأرض.

لم يظهر ال [فولّ دتيل] من ماذا كان قد حدث إلى سيد [مووسا] وأخرى معتقلات تلقّى عندما اللجنة كان خاطبت.

قال [مب] عمّاليّة أندرو [ديسمور], رئيس مجلس إدارة من اللجنة, هو أمل التحقيق عامّة أعطى بعض دلالة [أس تو] لما هم كان أعطيت "بيّنة خاطئة".

"وبالتّأكيد عندما أنّ تحقيق على نحن سنريد أن ينظر في هذا ثانية أن يحاول ووجدت خارجا ماذا كان ذهب فوق ولما نحن كان قلت شيء مختلفة إلى ماذا كان واقعيّا حدث على الأرض," هو أضاف.

الحكومة [أوك] يعلن في شهر ماي أنّ أمسكت تحقيق عامّة كنت داخل الموت السيد [مووسا], الذي عانى اختناق وتلقّى 93 إصابات إلى جسمه.

معالجة غيرإنسانيّ

[إرلير] هذا شهر, وافق ال [مود] إلى راتب تقريبا [3م] في تعويض إلى سيد [مووسا] أسرة وتسعة رجال عراقيّة بعد يعترف ينقض حقوق الإنسان.

أوقفت سيد [مووسا] والأخرى رجال كان في فندق حيث أسلحة ويشكّ [بومب-مكينغ] تجهيز كان أسّست.

هو مات بينما في جيش توقيف بعد يكون يؤخذ داخل رعاية في البصرة في سبتمبر - أيلول 2003.

[لست ر], سجنت دونالد [كبل] [بن] كان بعد يترافع مذنبة إلى معالجة غيرإنسانيّ في [كورت مرتيل]. Six other soldiers were acquitted of the charges they faced.

A report by Brig Robert Aitken in January said changes were needed to rectify serious flaws in the way soldiers were trained to deal with Iraqi prisoners.

The committee said: “We have yet to receive an explanation from the Ministry of Defence for the discrepancies between the evidence given to the Joint Committee in 2004 and 2006 on the use of prohibited conditioning techniques and the facts which have emerged from the Payne court martial and the Aitken report.”

It demanded a “detailed explanation of the discrepancies” be produced as soon as possible after the inquiry.

‘Thorough examination’

Last week Mr Browne announced the terms of reference for the public inquiry into the death of Mr Mousa.

Mr Browne said: “Those terms of reference are sufficiently broad to enable the inquiry to conduct a thorough examination of the circumstances surrounding that death and the committee has acknowledged that many of the concerns it has raised in its report may be investigated by the inquiry.”

He added: “We acknowledge that in 2003 some of the conditioning techniques were used on a small number of detainees.

“This should not have happened and we need to know how it came about. That is why I endorse the terms of the inquiry wholeheartedly.”

Mr Browne said that since 2003, “considerable improvements” had been made to the training and information given to soldiers about the “correct and humane treatment of detainees”.

“We have always been clear that we expect our forces to comply fully with international law. We will not tolerate anything less.”
