One of the many things I love about Donald Rumsfeld is that he’s totally unrepentant. واحد من اشياء كثيرة عن الحب الأول هو أن دونالد رامسفيلد انه غير تائب تماما. Back in 2001, the Pentagon under his leadership created the controversial الى الوراء في عام 2001 ، البنتاجون بقيادته خلق جدل Office of Strategic Influence مكتب التأثير الاستراتيجي , which was closed down just a few months later after its existence became public. ، الذي كان اغلق قبل بضعة اشهر في وقت لاحق بعد وجودها الى العلن. During the the Q&A after the speech, I asked Rumsfeld what this new agency might entail (he was pretty clear it wouldn’t be a resurrected US Information Agency, which was merged into State Department in 1999), and why, when there is an abundance of media available in the private sector, the government needs to get involved. خلال اجوبه بعد الخطاب ، وسألت ما هذه رامسفيلد وكالة جديدة قد يستتبع (1999) ، والسبب ، وعندما لا يكون هناك وفرة من وسائل الاعلام المتاحة في القطاع الخاص ، ولا بد للحكومة من التورط.

Private media does not get up in the morning and say what can we do to promote the values and ideas that the free Western nations believe in? وسائل الاعلام الخاصة لا تحصل في الصباح ، واقول ماذا يمكننا ان نفعل لترويج القيم والافكار الحرة ان نرى في الدول الغربية؟ It gets up in the morning and says they’re going to try to make money by selling whatever they sell… The way they decided to do that is to be dramatic and if it bleeds it leads is the common statement in the media today. انها لا تحصل حتى في الصباح ، ويقول انهم ذاهبون في محاولة لكسب المال عن طريق بيع ايا كانت الطريقة التي تبيع… قرروا لذلك هي ان تكون مثيرة واذا كان ينزف هو انه يؤدي الى البيان المشترك في وسائل الاعلام اليوم. They’ve got their job, and they have to do that, and that’s what they do. وهم عندي بواجبها ، ويتعين عليها ان تفعل ذلك ، وهذا ما يفعلونه.

We need someone in the United States government, some entity, not like the old USIA . نحن بحاجة الى شخص ما في حكومة الولايات المتحدة ، وبعض الكيان ، وليس مثل وكالة الاعلام الاميركية القديمة. . . . . I think this agency, a new agency has to be something that would take advantage of the wonderful opportunities that exist today. واعتقد ان هذه الوكالة ، وكالة جديدة ، وقد يكون شيئا من شأنه ان نستفيد من الفرص الراءعه الموجودة اليوم. There are multiple channels for information . وهناك قنوات متعددة للمعلومات. . . . . The Internet is there, pods are there, talk radio is there, e-mails are there. الانترنت هو هناك ، هل هناك السنفات ، وهل هناك حديث للإذاعة ، والبريد الالكتروني هي هناك. There are all kinds of opportunities. وهناك كل انواع الفرص. We do not with any systematic organized way attempt to engage the battle of ideas and talk about the idea of beheading, and what’s it’s about and what it means. نحن لا مع المنظمه بطريقة منتظمة اي محاولة الانخراط معركة الافكار والحديث عن فكرة قطع رأس ، وانها ما وحول ما يعنيه. And talk about the fact that people are killing more Muslims than they are non-Muslims, these extremists. والحديث عن حقيقة ان الناس يقتلون المسلمين اكثر مما هي عليه غير المسلمين ، لهؤلاء المتطرفين. They’re doing it with suicide bombs and the like. يذهبون نفعل ذلك مع القنابل الانتحاريه وما شابه ذلك. We need to engage and not simply be passive and allow that battle of competition of ideas. نحن بحاجة الى المشاركة وليس مجرد ان يكون سلبيا وتسمح بأن معركة تنافس الافكار.

What would this agency actually do? وهذا ما من شأنه كالة فعلا؟ Hard to say, but Rumsfeld referred approvingly back to when the Army paid reporters من الصعب القول ، ولكن رامسفيلد اشار باستحسان الى الوراء عندما دفعت الجيش مراسلون to plant stories in the local press in Iraq لنبات القصص في الصحافة المحلية في العراق . He still thinks that was a good idea (and blames the US press for screwing it up). وقال أنه لا يزال يعتقد أنه كان فكرة جيدة (واللوم الصحف الاميركية لأنها تصل الشد).
