Congress viewed this so seriously that every appropriations bill passed since 1951 has contained language that says no public money “shall be used for publicity or propaganda purposes within the United States” without the lawmakers’ prior approval. ينظر الى هذا المؤتمر بشكل خطير حتى ان كل اعتمادات مشروع القانون منذ عام 1951 واحتوت اللغة ان تقول لا المال العام "يجب ان تستخدم لاغراض الدعايه او الاشهار او داخل الولايات المتحدة" من دون ان المشرعين 'على موافقة مسبقة.
The Bush administration has been caught violating the propaganda ban before, notably in 2005 in the case of radio host Armstrong Williams, who was paid to endorse President Bush’s No Child Left Behind law. ادارة بوش قد اشتعلت فيها انتهاك لحظر الدعايه من قبل ، لا سيما في عام 2005 في حالة الاذاعة المضيفه ارمسترونغ وليامز ، من دفع الى تأييد الرئيس بوش تركت وراءها أي طفل القانون.
Particularly abhorrent to the US Government Accountability Office (GAO), which oversees compliance with the ban, is an agency’s use of “covert propaganda” or “covert attempts to mold opinion through the undisclosed use of third parties.” البغيضه ولا سيما الى الولايات المتحدة مكتب مساءلة الحكومة (غاو) ، التي تشرف على الامتثال للحظر المفروض ، وهي وكالة للاستخدام "الدعايه السرية" او "الخفيه المحاولات الراميه الى القالب الرأي لم يكشف عنها من خلال استخدام اطراف ثالثة."
This is why alarm bells should be ringing all over Washington about The New York Times’ disclosure that then-Secretary of Defense Donald H. Rumsfeld encouraged a secret Pentagon program to care for and spoon-feed more than 50 retired senior military officers whom the administration deemed reliable friends who could be counted on “to carry our water” on the television and cable networks. ولهذا السبب ينبغي ان اجراس الانذار في كل انحاء رنين واشنطن عن صحيفة نيويورك تايمز 'فى ذلك الوقت الكشف عن ان وزير الدفاع دونالد رامسفيلد ، شجع حاء سرية البنتاغون برنامج لرعايه وتغذية ملعقه - اكثر من 50 من كبار الضباط العسكريين المتقاعدين من الادارة يعتبر من اصدقاء موثوق بها ويمكن ان تحسب على "لتنفيذ مياهنا" على التلفزيون وشبكات الكابل.
Feeding the military analysts “key and valuable information” in secret briefings by Pentagon and White House officials, the idea went, would make them the go-to guys for the networks and encourage the networks to “weed out the less reliably friendly analysts . تغذيه من المحللين العسكريين "مفتاح ومعلومات قيمة" في اجتماعات سرية من قبل البنتاغون والمسؤولين في البيت الابيض ، فإن فكرة ذهب ، ويحولهم الى الذهاب للرجال والشبكات وشبكات لتشجيع "للتخلص من ذلك الى صديق موثوق به المحللون. . . .” ".

Asked about the case of Col. There’s little doubt that this program violated the laws against covert propaganda operations mounted against the American public by their own government. هناك من شك في ان هذا البرنامج انتهكت قوانين مكافحة عمليات الدعايه الخفيه التي شنت ضد الرأي العام الاميركي من جانب حكومتهم. But in this administration, there’s no one left to enforce that law or any of the other laws the Bush operatives have been busy violating. ولكن في هذه الادارة ، لا يوجد احد تترك لانفاذ هذا القانون او اي قوانين اخرى للعملاء بوش كان مشغولا انتهاك.
