For the first time, the extent to which some private contractors have profited from the conflict and rebuilding has been researched by the BBC’s Panorama using US and Iraqi government sources. لأول مرة ، الى اي مدى بعض مقاولي القطاع الخاص التي استفادت من النزاع واعادة البناء وقد تم بحثها من قبل هيئة الاذاعة البريطانية بانوراما للاستخدام الولايات المتحدة والحكومة العراقية المصادر.
A US gagging order is preventing discussion of the allegations. من دولارات الولايات المتحدة من اجل الاسكات هو منع مناقشة هذه الادعاءات.
The order applies to 70 court cases against some of the top US companies. ينطبق هذا الامر على 70 الدعاوى القضاءيه المرفوعه ضد بعض من اكبر الشركات الامريكية.
War profiteering استغلال الحرب
While George Bush remains in the White House, it is unlikely the gagging orders will be lifted. وفي حين لا يزال جورج بوش في البيت الابيض ، أمر بعيد الاحتمال الاسكات اوامر سترفع.
To date, no major US contractor faces trial for fraud or mismanagement in Iraq. وحتى الان لم تواجه المقاول الرئيسي من دولارات الولايات المتحدة لمحاكمة الاحتيال أو سوء الادارة فى العراق.
The president’s Democrat opponents are keeping up the pressure over war profiteering in Iraq. الرئيس الديموقراطي المعارضين هي المحافظة على الضغط أكثر من استغلال الحرب فى العراق.
Henry Waxman who chairs the House Committee on Oversight and Government Reform said: “The money that’s gone into waste, fraud and abuse under these contracts is just so outrageous, its egregious. هنري waxman من كراسي مجلس النواب لجنة الاشراف والاصلاح الحكومي وقال : "ان الاموال ذهبت الى هذا الهدر والغش وسوء المعامله بموجب هذه العقود حتى مجرد الفاحشه ، والفظيعه.
“It may well turn out to be the largest war profiteering in history.” "يجوز ان تتحول الى أكبر استغلال الحرب في التاريخ".
In the run-up to the invasion one of the most senior officials in charge of procurement in the Pentagon objected to a contract potentially worth seven billion that was given to Halliburton, a Texan company, which used to be run by Dick Cheney before he became vice-president. في الفترة التي سبقت الغزو واحدة من اكثر كبار المسؤولين المسؤول عن المشتريات في البنتاغون واعترض على عقد بقيمة سبعة مليارات يحتمل ان الذي اعطي لهاليبرتون ، تكساسي الشركة ، والتي كانت تديرها ديك تشيني قبل أن يصبح نائبا للرئيس.
Unusually only Halliburton got to bid - and won. الا هاليبرتون حصلت على نحو غير عادي لتقديم عطاءات -- وفاز.
Missing billions المفقودين المليارات
The search for the missing billions also led the programme to a house in Acton in West London where Hazem Shalaan lived until he was appointed to the new Iraqi government as minister of defence in 2004. البحث عن المفقودين مليارات برنامج ادت ايضا الى منزل في آكتون في غرب لندن حيث عاش حتى حازم Shalaan عين في الحكومة العراقية الجديدة وزيرا للدفاع في عام 2004.

He and his associates siphoned an estimated $1.2 billion out of the ministry. وقال انه ورفاقه siphoned يقدر بمبلغ 1،2 مليار من الوزاره.
They bought old military equipment from Poland but claimed for top class weapons. انها قديمة اشترى معدات عسكرية من بولندا ولكنه ادعى لاعلى من الدرجة الاسلحة.
Meanwhile they diverted money into their own accounts. وفي غضون ذلك حولوا المال الى حساباتهم الخاصة.
Judge Radhi al-Radhi of Iraq’s Commission for Public Integrity investigated. Al - القاضي راضي راضي من العراق في لجنة النزاهه العامة التحقيق فيها.
He said: “I believe these people are criminals. وقال : "اعتقد ان هؤلاء الناس هم من المجرمين.
“They failed to rebuild the Ministry of Defence , and as a result the violence and the bloodshed went on and on - the murder of Iraqis and foreigners continues and they bear responsibility.” "بعد فشلها فى اعادة بناء وزارة الدفاع ، ونتيجة لأعمال العنف وسفك الدماء ، ومضى على و-- قتل العراقيين والاجانب وانها لا تزال تتحمل المسؤولية".
Mr Shalaan was sentenced to two jail terms but he fled the country. السيد Shalaan وحكم على اثنين بالسجن لمدد ولكنه فر من البلاد.
He said he was innocent and that it was all a plot against him by pro-Iranian MPs in the government. وقال انه بريء وان كان كل قطعة الموجهة اليه من قبل النواب الموالي لايران في الحكومة.
There is an Interpol arrest out for him but he is on the run - using a private jet to move around the globe. وهناك من الانتربول لالقاء القبض عليه بها لكنه على تشغيل -- استخدام طائرة خاصة لنقل جميع انحاء العالم.
He stills owns commercial properties in the Marble Arch area of London. وقال انه اللقطات تملك العقارات التجارية في مجال الرخام القوس لندن.
