Το σκωτσέζικο μελλοντικό φόρουμ δημόσιευσε χθες μια έκθεση σχετικά με τα φάρμακα και το οινόπνευμα στη Σκωτία, το ρητό μονόδρομο για να αντιμετωπίσει το πρόβλημα του εθισμού στα σκληρότερα ναρκωτικά ήταν στο φόρο και ρυθμίζει τις καννάβεις. Το φόρουμ πρόεδρος Frank Pignatelli είπε τις μελέτες του Σαν Φρανσίσκο, όπου η κάνναβη είναι παράνομη, και οι Κάτω Χώρες, όπου αποποινικοποιεί, έδειξαν ότι η ιδέα αξίζει επειδή σπάζει τη σύνδεση με τα φάρμακα κατηγορίας Α. Στις Κάτω Χώρες, μόνο 17 τοις εκατό των πωλητών καννάβεων πωλούσαν επίσης τα φάρμακα όπως η ρωγμή, η κοκαΐνη και η ηρωίνη, ενώ στο Σαν Φρανσίσκο ήταν περισσότερα από 50 τοις εκατό. Η ιδέα ήταν ένας από αρκετούς που στόχευσαν στη διχοτόμηση του εθισμού φαρμάκων στη Σκωτία μέχρι το 2025. Αυτό περιέλαβε την εισαγωγή των στοών πυροβολισμού, όπου οι εξαρτημένοι από την ηρωίνη μπορούν να πάνε και να πάρουν τα φάρμακα στα εποπτευμένα περίχωρα, όπως αποκαλύπτεται σε χθεσινό Scotsman. Ο αντιπρόεδρος του φόρουμ, η ξύλινη, προηγούμενη αναπληρωτής επικεφαλής αστυνομικός αρσενικό (ζώο) Lothian και τα σύνορα, είπαν ότι δεν υπάρχει «καμία εύκολη επιλογή» και επέμειναν ότι μια διαφορετική και μερικές φορές ανήσυχη προσέγγιση απαιτήθηκε για να αντιμετωπίσει τα προβλήματα ναρκωτικών της Σκωτίας. Πολλά πράγματα έχουμε κάνει στο παρελθόν σαφώς δεν έχουν λειτουργήσει και έτσι πρέπει να κινηθούμε, και σκέφτομαι κινούμαστε στη σωστή κατεύθυνση, αλλά πρέπει να κινηθούμε αρκετά ριζικά.» Ακριβώς τον περασμένο μήνα το Υπουργείο Εσωτερικών ανήγγειλε ότι αναταξινομούσε τις καννάβεις στην κατηγορία Ψ, που αντιστρέφει μια απόφαση το 2004 σε χαμηλότερο αυτό στην κατηγορία Γ. Η απόφαση λήφθηκε επειδή οι ισχυρότερες μορφές καννάβεων όπως η μεφίτιδα διατίθενται ευκολότερα και υπάρχουν νέα στοιχεία που συνδέουν το φάρμακο με τα ψυχιατρικά προβλήματα. Και το Υπουργείο Εσωτερικών και η σκωτσέζικη κυβέρνηση το έχουν καταστήσει σαφές ότι δεν υποστηρίζουν την ιδέα της νομιμοποίησης. The community safety minister Fergus Ewing, who last week unveiled a new drugs strategy, welcomed upgrading cannabis to class B. There were two failed efforts to open cannabis cafés in Edinburgh. Scottish Socialist Party member Kevin Williamson almost bankrupted himself trying to open one in Haymarket and Paul Stewart was forced to quit for Amsterdam after being fined for selling cannabis at his café Purple Haze in Leith. The forum’s suggestion has been welcomed by the Legalise Cannabis Alliance UK, which claimed Scotland is leading the way on the issue. Don Barnard, a spokesman, said: “The Scots seem to have been taking a more mature view and I hope the recommendation is taken seriously.” The idea has also been backed by the Greens. Patrick Harvie, MSP, said: “The current approach to criminalising drug users has been one of the most obvious failures of social policy over the last 50 years, and the Futures Forum should be thanked for their efforts to move the debate on. We broadly welcome their report.” But the Scottish Tory leader Annabel Goldie, who persuaded the SNP to produce a drugs strategy as part of a deal on supporting its budget, described the forum’s report as “flawed”. She added: “The taxing and regulation of cannabis is akin to legalisation. This will not decrease use of this extremely harmful substance. Annabel Goldie calls cannabis an extremely harmful substance. She’s confusing it with alcohol. When’s the last time cannabis got some one killed in the UK? They can rant and rave about the dangers of weed all they want but the real threat to public health and safety comes from alcohol abuse. A safer alternative drug to alcohol for recreational use is needed. Alcohol supremacism over weed is junk law and joker justice. Get real, guvnor.
