De V.S. uit Irak door… „2011 ″
Door PATRICK COCKBURN | De Verenigde Staten zijn tegen het einde van zijn militaire controle van Irak door om gevechtstroepen van Iraakse steden en steden tegen Juni volgend jaar en van de rest van Irak tegen 2011 overeen te komen op weg terug te trekken, overeenstemmend Iraakse en Amerikaanse onderhandelaars.
De terugtrekking van de V.S. verzamelt zich aan basissen buiten de steden, zouden de steden en de dorpen de Iraakse overheid maken, van wie veiligheidskrachten nummer een half miljoen mensen, de overheersende militaire macht in Irak voor het eerst sinds de ons-Geleide invasie van 2003.
„Tegen Juni 2009, als de veiligheidsvooruitgang verdergaat, zou er geen behoefte aan de troepen van de V.S. in stadscentra,“ de Iraakse Minister van Buitenlandse Zaken, Hoshyar Zebari, vertelt me zijn.
M. Zebari was enthousiaste Donderdag om militaire pullback van de V.S. als terugtrekking niet te beschrijven en het zou nog door hogere Iraakse politieke leiders kunnen worden verworpen. Maar in werkelijkheid keuren de V.S. een tijdschema voor een terugtrekking, iets goed dat het resoluut om in het verleden weigerde te doen. M. Maliki wilde oorspronkelijk de verwijdering van het gevechtstroepen van de V.S. tegen eind 2010, maar heeft op 2011 gecompromitteerd.
De overeenstemming zal waarschijnlijk een significante invloed op het resultaat van de presidentiële verkiezing van de V.S. in November hebben aangezien Irak de belangrijkste kwestie verdelend de twee kandidaten is. Het zou aan de Democratische kandidaat Barack Obama moeten ten goede komen aangezien het tijdschema voor een terugtrekking niet zo verschillend van zijn plan is om één gevechtsbrigade te verwijderen een maand meer dan 16 maanden. Het maakt het ook voor de Republikeinse mededinger John McCain moeilijk om te zeggen dat de troepen van de V.S. tot overwinning zouden moeten blijven of M. Obama aan de kaak stellen als unpatriotic defaitist. Tezelfdertijd kan M. McCain van de veiligheidsovereenkomst profiteren die de oorlog van Irak onschadelijk maakt als politieke kwestie in de V.S. en het maakt voor de Democraten moeilijker om hem als gevaarlijke havik af te beelden.
De overeenkomst nu die waarschijnlijk zal ondertekend worden is „sea-change van wat de Amerikanen oorspronkelijk in Maart“ volgens een Iraakse politieke leider voorstelden die een recente versie zag. Hij zei M. Maliki de krachtentrekkracht van de V.S. terug in ongeveer 20 basissen zou willen zien en zij geen automatisch recht binnen Iraakse steden en steden zouden hebben te patrouilleren. This means that the US will not be able to support its local allies, such as the Sunni 103,000-strong al-Sahwa Awakening Movement which is paid by the US but hostile to the Shia-Kurdish government.
The original US draft for a security agreement to replace the UN mandate which runs out at the end of the year appeared to continue the American occupation. When its terms were leaked in June there was a nationalist backlash against its terms in Iraq. This coincided with the Iraqi army regaining control of Basra, Sadr City and the province of Amara, which had previously been under the control of Shia militias, notably the Mehdi Army of Muqtada al-Sadr. The growing confidence of the Iraqi army that it can act without US military back up has made it possible for Mr Maliki to demand more limitations on US authority.
Iraqi negotiators have been eager to end the legal immunity of US forces. Washington has conceded that private security contractors, of whom 35,000 out of 154,000 are armed security personnel, should no longer have immunity on or off US bases. This is an important change because the private contractors outnumber US troops and play a crucial support role. They are also widely detested by Iraqis because of their ill-discipline and involvement in incidents when innocent Iraqi civilians have been killed.
The US has been determined to preserve the legal immunity of its regular armed forces. According to one Iraqi negotiator, US soldiers will have immunity in their bases and when engaged in official missions, but if they engage in premeditated crimes outside their official role and off-base then a US-Iraqi committee will decide how they should be dealt with.
The Iraqi government has gone out of its way to reassure Iran that the US will not be able to use Iraq as base for any attack on Iran. Iran reacted furiously to the first draft of the accord, claiming it would turn Iraq into a US puppet state and, so far as the Iranians were concerned, it would be ‘an insecurity agreement and not a security agreement.’ Standing beside the US Secretary of State Condoleezza Rice at a press conference, Mr Zebari said: “There are clear articles [in the agreement that] say that Iraq will not be used as a launching pad for any aggressive acts against neighboring countries.”
