通過信息行動請求展示交換自由被鞏固的電子郵件在英國的家庭辦公室和Phorm，在連接到它的網際網路服務的用戶秘密地與不列顛電信一起使用非法地暗中偵察的一家高度有爭議的廣告的公司之間。

歐共體隨後創始了訴訟反對Phorm為違犯歐洲保密性和消費者保護法律。

電子郵件，建於2007年8月，表示Phorm影響了方式當局決定的政策指南，并且，公司一再要求家庭辦公室，如果它「沒有Phorm產品的反對行銷和操作在英國」。

英國家庭辦公室官員也提供了忠告關於怎樣避開英國的法律。

「我的個人意圖與我是半信半疑的你的，那達成協議，即使它是`攔截』，它合法地被批准在第3部分之下由於在簽字獲得的用戶的同意由ISPs決定期限和條件」，一位無提名的家庭辦公室官員在約會的電子郵件認為2007年8月，談話與Phorm的合法代表。

家庭辦公室給Phorm再寫了，要求：「我應該是感恩的，如果您會回顧附帶文檔，并且告訴我什麼您認為」。

另一電子郵件從陳述的家庭辦公室：「如果我們同意此，并且這成為我們的位置您認為您的客戶，并且將安慰他們的預期夥伴」。

自由派民主黨人女發言人在內部事件，蘇・米勒男爵夫人，說：「投下的我的下頜，當我看了信息交換自由。事實家庭辦公室要求他們擔心在法律之外實際上落的公司法律的草稿解釋是否是正確的是完全地異常的」。
