通过信息行动请求展示交换自由被巩固的电子邮件在英国的家庭办公室和Phorm，在连接到它的网际网路服务的用户秘密地与不列颠电信一起使用非法地暗中侦察的一家高度有争议的广告的公司之间。

欧共体随后创始了诉讼反对Phorm为违犯欧洲保密性和消费者保护法律。

电子邮件，建于2007年8月，表示Phorm影响了方式当局决定的政策指南，并且，公司一再要求家庭办公室，如果它“没有Phorm产品的反对行销和操作在英国”。

英国家庭办公室官员也提供了忠告关于怎样避开英国的法律。

“我的个人意图与我是半信半疑的你的，那达成协议，即使它是`拦截’，它合法地被批准在第3部分之下由于在签字获得的用户的同意由ISPs决定期限和条件”，一位无提名的家庭办公室官员在约会的电子邮件认为2007年8月，谈话与Phorm的合法代表。

自由派民主党人女发言人在内部事件，苏·米勒男爵夫人，说：当我看了信息交换，自由“我的下颌滴下了。事实家庭办公室要求他们担心在法律之外实际上落的公司法律的草稿解释是否是正确的是完全地异常的”。
