Irregular Times الاوقات غير النظاميه | There is a report that was released by the US State Department just at the end of last week, and it’s something that every American ought to take at least a short look at: It’s the | وثمة وهذا هو التقرير الذي اصدرته وزارة الخارجية الامريكية فقط في نهاية الاسبوع الماضي ، وانه شيء يجب ان كل امريكى على الاقل لاتخاذ قصيرة النظر في : أنه فأن Trafficking in Persons Report تقرير الاتجار بالاشخاص for 2008, a document that summarizes the problem of slavery around the world. لعام 2008 ، وهي الوثيقة التي تلخص مشكلة الرق في جميع انحاء العالم.
Sadly, there are many, many nations where trafficking in slaves is a problem. وللأسف ، هناك العديد والعديد من الامم والاتجار في الرقيق حيث انها مشكلة. Even the Bahamas is under suspicion as a place through which slaves are transported. حتى جزر البهاما في اطار الشك في مكان عن طريق العبيد التي يتم نقلها.
In terms of US foreign policy, there’s one country in particular that ought to receive special scrutiny when it comes to the slave trade: Iraq. من حيث السياسة الخارجية للولايات المتحدة ، هناك بلد واحد ولا سيما من المفروض ان تلقى تدقيق الخاص ، عندما يتعلق الامر الى تجارة الرقيق : العراق. Like Colin Powell said years ago, we broke it, and now we own it. مثل كولن باول قال قبل سنوات ، ونحن وكسر ، ونحن نملك الان.
George W. Bush, جورج دبليو بوش ، John McCain جون ماكين and their Republican colleagues say that it’s still possible to make Iraq into a shiny, happy place that will make all the death and mayhem there resulting from their war worthwhile. واقول ان الزملاء الجمهوري انه لا يزال من الممكن لجعل العراق الى امع ، سعيدة مكان من شأنها ان تجعل كل وفاة والفوضى الناجمة عن وجود حرب جديرا بالاهتمام. That’s not the image of Iraq that’s given by the Trafficking in Persons Report, however. تلك ليست صورة العراق التي قدمها هذا الاتجار بالاشخاص ولكن التقرير. The report says of Iraq, ويقول التقرير من العراق ،
” Iraq is a source and destination country for men and women trafficked for commercial sexual exploitation and involuntary servitude. "العراق هو البلد المصدر والمقصد بالنسبة للرجال والنساء المتجر بهن لاغراض الإستغلال الجنسي لأغراض تجارية وغير الطوعي العبوديه. Iraqi children are trafficked within the country and abroad for commercial sexual exploitation; criminal gangs may have targeted young boys, and staff of private orphanages may have trafficked young girls for forced prostitution. طفل عراقي يتم الاتجار بهم داخل البلاد وخارجها من أجل الاستغلال الجنسى التجارى والعصابات الاجراميه التي قد تكون مستهدفة الاولاد الصغار ، وموظفي القطاع الخاص قد يكون لها دور الايتام الفتيات المتجر بهن لاجبارهم على ممارسة الدعاره. Iraqi women are trafficked within Iraq, as well as to Syria, Jordan, Kuwait, Qatar, United Arab Emirates, Turkey, and Iran for the purpose of commercial sexual exploitation. المراه العراقية يتم الاتجار بهم داخل العراق ، وكذلك الى سوريا ، الاردن ، الكويت ، قطر ، الامارات العربية المتحدة ، تركيا ، وايران لغرض الاستغلال الجنسي التجاري. Iraq is also a destination for men and women trafficked from Georgia, India, Pakistan, Indonesia, Nepal, Philippines, and Sri Lanka for involuntary servitude as construction workers, cleaners, and handymen. العراق هو ايضا وجهة للرجال والنساء المتاجر بهن من جورجيا ، الهند ، باكستان ، اندونيسيا ، ونيبال ، الفلبين ، وسري لانكا والعبوديه كما الطوعي لعمال البناء وعمال النظافه ، والعمال المهرة. Women from the Philippines and Indonesia are trafficked into the Kurdish territory for involuntary servitude as domestic servants. نساء من الفلبين واندونيسيا هي التي تهرب الى الاراضي الكرديه العبوديه لغير الطوعي كخدم في المنازل. Some of these workers are offered fraudulent jobs in Kuwait or Jordan, but are then tricked or forced into involuntary servitude in Iraq instead; others go to Iraq voluntarily, but are still subjected to conditions of involuntary servitude after arrival. بعض من هؤلاء العمال عرضت الاحتياليه وظائف في الكويت او الاردن ، ولكن بعد ذلك الى خداع وغير الطوعي او القسري في العراق بدلا من العبوديه والبعض الآخر يذهب الى العراق طوعا ، لكنها ما زالت تخضع لظروف من العبوديه بعد وصول غير الطوعي. Although the governments of India, Pakistan, Sri Lanka, Thailand, and the Philippines have official bans prohibiting their nationals from working in Iraq, workers from these countries are coerced into positions in Iraq with threats of abandonment in Kuwait or Jordan, starvation, or force. Iraq did not take any meaningful action to address trafficking in persons over the reporting period. ورغم ان حكومتي الهند وباكستان وسري لانكا ، تايلند ، والفلبين تحظر الرسمية التي تحظر مواطنيها من العمل في العراق ، من العاملين في هذه البلدان هي ارغامهم على مواقع في العراق مع التخلي عن التهديد في الكويت او الاردن ، والتجويع ، او القوة ان العراق لم يتخذ اي اجراء لمعالجة مسألة الاتجار بالاشخاص وخلال الفترة المشموله بالتقرير. Although it has a functioning judiciary, the government neither prosecuted any trafficking cases this year nor convicted any traffickers. ورغم ان لديها سلطة قضائية عاملة ، فان الحكومة لا يحاكم اي حالات الاتجار هذا العام ولا أدين اي المتاجرين. Furthermore, the government offers no protection services to victims of trafficking, reported no efforts to prevent trafficking in persons, and does not acknowledge trafficking to be a problem in the country.” علاوة على ذلك ، فان الحكومة لا تقدم اي خدمات الحمايه لضحايا الاتجار ، لم يبلغ الجهود الراميه الى منع الاتجار بالاشخاص ، لا يعترف والاتجار بها على ان يكون مشكلة في البلاد ".
This is the diagnosis from the Bush Administration itself: “Iraq did not take any meaningful action” to stop the slave trade going on within its borders. وهذا هو التشخيص من ادارة الرئيس جورج بوش نفسه : "العراق لم تتخذ اي اجراءات ذات معنى" لوقف تجارة الرقيق يحدث داخل حدودها.
This Iraqi government is what American soldiers are fighting and dying to protect. الحكومة العراقية وهذا هو ما الجنود الاميركيين يقاتلون ويموتون من اجل حمايه. This Iraqi government is what we are spending trillions of dollars to prop up. الحكومة العراقية وهذا هو ما ننفق تريليونات من الدولارات الى دعامه.
The American-supported government in Iraq is not lifting a finger to stop the slave trade going on right under its nose. الاميركية التي تدعمها الحكومة في العراق ليست رفع اصبعه لوقف تجارة الرقيق يجري في اطار الحق في الانف. Even when little boys and girls are being sold as slaves, into sexual servitude, the government of Iraq is doing nothing to stop it. وحتى عندما يذكر الاولاد والبنات تباع كرقيق ، الى العبوديه الجنسيه ، وحكومة العراق لا تفعل شيئا لوقفها.
Is this haven for slavery what John McCain insists the United States needs to keep fighting to protect? هذا هو ما ملاذا للالرق جون ماكين وتصر الولايات المتحدة بحاجة الى الابقاء على القتال لحمايه؟
