Dr. Ali Larijani, Secretary of Iran´s Supreme National Security Council (SNSC) and Iran´ top nuclear negotiator, in a French radio interview on Thursday February 17, 2006, declared the latest positions of the Islamic Republic of Iran on the issue of Iran´s peaceful nuclear program.  Following are excerpts of the interview :博士拉里賈尼，秘書，伊朗最高國家安全委員會（ snsc ）和伊朗首席核談判代表，在一家法國電台採訪時就週四2006年2月17日宣布，最新的立場，伊朗伊斯蘭共和國對這一問題的伊朗的和平核計劃。以下是節選的訪談內容：

• The lslamic Republic of Iran wants to use the peaceful nuclear technology within the framework of the International Atomic Energy Agency (IAEA) and Nuclear Non-Proliferation Treaty (NPT).該lslamic共和國伊朗想用和平利用核技術的框架內與國際原子能署（ IAEA ）和核不擴散條約（ NPT ） 。
• The Islamic Republic of Iran has been and continues to be committed to its international non-proliferation commitments.在伊朗伊斯蘭共和國已經並繼續致力於其國際不擴散的承諾。
  Unfortunately certain western countries, contrary to their public statements, have been insisting in the negotiations that Iran should not have any nuclear technology and know-how.可惜西方某些國家，相反，他們的公開聲明中，一直堅持在談判中表示，伊朗不應當擁有任何核技術和技術訣竅。 This is a double-standard behavior in international system and can not be acceptable.這是一個雙重標準的行為，在國際體系中，並不能接受。

  The best guarantee for peacefulness of the nuclear program of the Islamic Republic of Iran could include the following measures:最佳保障安寧核計劃的伊朗伊斯蘭共和國，可包括以下措施：
  • Accepting the current IAEA monitoring and verification systems.接受原子能機構目前監測和核查制度。
  • Use of modern centrifuges, proposed by some American and British scientists, which permit only limited enrichment.利用現代離心機，按某些人的建議，美國和英國的科學家，其中只允許有限的濃縮鈾。
  • participation of interested countries in Iran´s peaceful nuclear activities in the form of a consortium.參與，有興趣的國家在伊朗的和平核活動將會成立一個財團。
• Accordingly, there are various ways to ensure that Iran is not pursuing Military nuclear programs.因此，目前有多種方法，以確保伊朗不會謀求軍事核計劃。
• Should these guarantees be acceptable, the Islamic Republic of Iran would accept to send the Additional Protocol to the Parliament for ratification.應這些擔保是可以接受的，伊朗伊斯蘭共和國將接受派遣附加議定書提交議會批准。
• It has been the consistent policy of the Islamic Republic of Iran to employ peaceful nuclear technology for country´s economic development.這已是一貫政策，伊朗伊斯蘭共和國聘請用於和平目的的核技術，為國家的經濟發展。
• It would be much more appropriate that rather than simply repeating the positions of the United States, the EU would act independently and propose new ways on the basis of the inalienable rights enshrined in the NPT.它會更恰當，而不是簡單地重複的立場，美國，歐盟將獨立行事，並提出新的方法，在此基礎上的不可剝奪的權利體現在不擴散核武器條約。

• The main problem with the European´s proposal in August 2005 was its negligence of Iran´s inalienable right to peaceful nuclear technology, in contradiction to the provisions of the NPT.主要問題，與歐洲的建議，於2005年8月被疏忽的伊朗不可剝奪的權利，以和平利用核技術，在矛盾的規定，不擴散條約。
• We are of the view that the potentials and capacities of the European Union can be employed to resolve this issue and we stand ready to cooperate with the EU for the longer term as well.同時我們也認為，潛力和能力的歐洲聯盟，可以聘請來解決這個問題，我們的立場，隨時準備同歐盟就長期而言，作為好。 In the past, we had the same position, but we have not witnessed appropriate behaviors of the European side.在過去，我們有著同樣的立場，但我們還沒有看到合適的行為，歐洲國家一邊。 The cancellation of the construction of the Bushehr power plant by the Siemens of Germany, the refusal of France’s EURODIEF to deliver Uranium and failure of the United State´s to honor its commitment to deliver the Uranium for Tehran´s research reactor, which had been paid for, are but a few examples of the behaviors that are not comprehensible.取消興建布什爾電廠，由德國的西門子公司，拒絕法國的eurodief提供鈾和失敗的，美國的履行承諾提供鈾供德黑蘭的研究反應堆，其中已經支付，但也有少數的例子，該行為不屬於可以理解的。 These are some of the reasons which have caused our mistrust towards the west and have encouraged us to go for the completion of our own peaceful nuclear program.這些都是一些原因，而造成我們的不信任，對西方的，並鼓勵我們去完成我們自己的和平利用核能的計劃。
• Should a credible international system for providing nuclear fuel be in place, the Islamic Republic of Iran would be ready to procure its nuclear fuel from that system.  However, such a system dose not exist at present.要一個有公信力的國際體系提供核燃料被確立後，伊朗伊斯蘭共和國，將準備購買其核燃料從這一制度，但這種制度劑量制度目前尚不具備。
