CIA torture given legal cover, newspaper says التعذيب وكالة المخابرات المركزية ونظرا لغطاء قانوني ، وتقول الصحيفة
Reuters | Recent letters from the US Justice Department to Congress state that intelligence agents working on counterterrorism can legally use interrogation techniques that might otherwise be banned by international law, The New York Times reported in its Sunday editions. رويترز | الاخيرة رسائل من وزارة العدل الاميركية الى الكونغرس ان المخابرات تعمل على مكافحة الارهاب من الناحية القانونية ويمكن استخدام اساليب الاستجواب التي قد تكون محظوره بموجب القانون الدولي ، صحيفة نيويورك تايمز افادت في عددها الأحد الطبعات.
The Justice Department’s interpretation shows the Bush administration is contending that the boundaries should have a degree of latitude, the Times said, despite the president’s order last summer that he said meant the CIA would hew to international norms on the treatment of detainees. وزارة العدل تفسير يبين ادارة الرئيس بوش معتبرا ان الحدود ينبغي ان يكون لها قدر من الحرية ، وقال مرة ، على الرغم من امر الرءيسه في الصيف الماضي وقال ان وكالة المخابرات المركزية من شأنه ان يعني hew للمعايير الدولية بشأن معاملة المحتجزين .
The United States has faced heavy criticism from rights groups and some allies for its use of a simulated form of drowning known as “waterboarding” during interrogations and for holding hundreds of suspected militants in a prison camp at a US naval base at Guantanamo Bay, Cuba. الولايات المتحدة قد واجهت انتقادات شديدة من جماعات حقوق وبعض الحلفاء لاستخدامها محاكاه شكل من الغرق المعروفة باسم "waterboarding" خلال عمليات الاستجواب واجراء مئات من المتشددين المشتبه فيهم في سجن معسكر في قاعدة للقوات البحرية الامريكية فى خليج غوانتانامو ، كوبا .
A March 5 letter from the Justice Department to Congress makes clear the Bush administration has not set boundaries for which interrogation methods might violate the ban in the Geneva Conventions on “outrages upon personal dignity,” the Times reported. 5 اذار / مارس رسالة من الكونغرس إلى وزارة العدل توضح ادارة بوش لم تحدد الحدود لاساليب الاستجواب التي قد تنتهك الحظر المفروض عليها في اتفاقيات جنيف على "الاعتداء على الكرامة الشخصيه ،" وافادت بعض الاحيان.
“The fact that an act is undertaken to prevent a threatened terrorist attack, rather than for the purpose of humiliation or abuse, would be relevant to a reasonable observer in measuring the outrageousness of the act,” Brian Benczkowski, a deputy assistant attorney general, wrote in one letter. "ان العمل هو القيام بها لمنع اي تهديد هجوم ارهابى ، وليس لغرض الاهانه او الاعتداء ، وتكون ذات صلة معقول مراقب في قياس الافراط من القانون ،" benczkowski بريان ، نائب مساعد المدعي العام ، كتبت في رسالة واحدة.
The Times said the letters were provided by the staff of Sen. Ron Wyden, an Oregon Democrat and member of the Senate Select Committee on Intelligence. التايمز : قال الرسائل المقدمة من موظفي sen. رون wyden ، اوريغون الديموقراطي وعضو في مجلس الشيوخ اختيار لجنة الاستخبارات.
The committee had received classified briefings on the matter and Wyden had requested further information, which yielded the letters, the paper said. كانت اللجنة قد تلقت اجتماعات المصنفه بشأن هذه المساله وwyden قد طلب مزيد من المعلومات ، التي اسفرت عن الرسائل ، وقالت الصحيفة.
A senior Justice Department official, speaking to the Times on condition of anonymity, said of the classified information: “I certainly don’t want to suggest that if there’sa good purpose you can head off and humiliate someone.” احد كبار المسؤول في وزارة العدل ، يتحدث امام بعض الاحيان على شرط عدم ذكر اسمه من المعلومات السرية : "انني بالتاكيد لا نريد ان نقترح انه اذا كان هنالك حسن الغرض يمكنك من رئيس واذلال شخص ما."
But he said “the fact that you are doing something for a legitimate security purpose would be relevant.” لكنه قال "ان ما تقومون به لالأمنية المشروعة وسيكون الهدف هو ذات الصلة."
“There are certainly things that can be insulting that would not raise to the level of an outrage on personal dignity,” the official said. "ومن المؤكد ان هناك اشياء يمكن ان تكون مهينه وانه لن يساهم في رفع الى مستوى الإعتداء على الكرامة الشخصيه ،" وقال هذا المسؤول.

Torture does not work and it is becoming well known that the BUSH administration is indeed engaged in these various nefarious activities as there are enough whistleblowers too not take their claims very seriousely indeed . التعذيب لا يعمل ولقد اصبح من المعروف جيدا ان ادارة الرئيس جورج بوش هو في الواقع تعمل في مختلف هذه الانشطه الشاءنه حيث ان هناك ما يكفي من whistleblowers جدا لا تأخذ في مطالباتهم seriousely جدا في الواقع. Everything from SLEEP DEPRIVATION , HUMILIATION , DRUG USE and WATERBOARDING has been cited as being used on TERROIST SUSPECTS and the important word in that sentance is SUSPECTS! كل شيء من الحرمان من النوم والاذلال ، وتعاطي المخدرات وwaterboarding وقد ذكر ان تستخدم terroist على المشتبه بهم ، والمهم في كلمة sentance هو ان المشتبه فيهم! . This is why torture does not work and i will give just one example of why . وهذا هو السبب في التعذيب لا يعمل وسأعطي مثالا واحدا فقط من ولماذا. WATERBOARDING is where a person is strapped lying down and a hood put over their face and water is poured over and over upon the person untill within 3minutes their lungs fill with water and they effectively start to drown . Waterboarding هو عندما يكون الشخص هو الكذب strapped اسفل هود ووضع اكثر على سطح الماء وسكب اكثر واكثر على الشخص حتى داخل 3minutes على ملء الرئتين مع المياه بشكل فعال وأنها بداية ليغرق. After a couple of sessions of WATERBOARDING the person will swear upon their life that they do indeed live on the moon and eat cheese just to save their life they will confess too anything that the person doing the WATERBOARDING requires from them , so in fact any statemant that is gathered this way cannot be relied upon . بعد بضع دورات waterboarding الشخص سوف اقسم على حياتهم انهم فعلا يعيشون على سطح القمر وأكل الجبن فقط لانقاذ حياتهم وسوف اعترف ايضا بان الشخص اي شيء تفعل waterboarding يتطلب منها ، وذلك في واقع الأمر أي statemant التي تجمع بهذه الطريقة لا يمكن الاعتماد عليها. Now do you see why torture will never work under any circumstances? الآن هل ترى لماذا لن اعمال التعذيب تحت اي ظرف من الظروف؟ . It is indeed ironic that WATERBOARDING was used as a training technique by the US special forces to show them what could happen too them if they were captured by enemy combatants that had no respect for the GENEVA CONVENTION! ومن المفارقه حقا ان waterboarding استخدمت كمركز للتدريب تقنيه من قبل الولايات المتحدة قوات خاصة لإطلاعهم على ما يمكن ان يحدث لهم ايضا اذا وقع في اسر المقاتلين الاعداء التي لم يكن لها اي احترام لاتفاقيه جنيف! . Of course the BUSH administration denies the use of WATERBOARDING but like i said at the start of this post the whistleblowers just keep on comming! وبطبيعة الحال ادارة بوش ينفي استخدام waterboarding ولكن كما قلت في بداية هذه الوظيفة فان مجرد الابقاء على whistleblowers القادمة! .
