They’re called “Refuseniks” but not for refusing to serve. انهم يسمى "refuseniks" ولكن ليس لرفضهم الخدمة. They’ve done it proudly and courageously, and here’s how “Courage to Refuse” members state their position: انهم بذلك قد قمت بكل فخر وشجاعة ، واليك طريقة "شجاعة الرفض" دولة اعضاء في موقفها :

“We, reserve officers and soldiers of the Israel Defense Forces (IDF)….have always served in the front lines….were first to carry out any mission, light or heavy, (and we did it) to protect the State of Israel and strengthen it. "نحن ، احتياطي من الضباط والجنود من جيش الدفاع الاسرائيلي)…. دائما خدم في الخطوط الاماميه…. لأول مرة الى القيام بأي مهمة ، الخفيفه او الثقيلة ، (وفعلنا ذلك) لحمايه دولة اسرائيل وتقويته.

We….served….long weeks every year, in spite of dear cost to our personal lives, have been on reserve duty all over the Occupied Territories, and were issued commands and directives that had nothing to do with the security of our country (but were only given to perpetuate) our control over the Palestinian people. ونحن…. خدم…. اسابيع طويلة كل عام ، على الرغم من التكلفه عزيزي على الحياة الشخصيه لدينا ، وقد تم الاحتياط واجب على جميع انحاء الاراضي المحتلة ، وصدرت الأوامر والتوجيهات التي لا علاقة لها أمن بلدنا) ولكنها تعطى الا الى ادامة) لدينا السيطرة على الشعب الفلسطيني. We(’ve)….seen the bloody toll this Occupation exacts from both sides. ونحن ( 'هاء)…. الدمويه ينظر الى حصيله هذا الاحتلال ينتزع من كلا الجانبين.

….the commands issued to us in the Territories (have) destroy(ed) all the values (we learned) growing up in this country. …. الاوامر الصادرة لنا في الاقاليم (قد) تدمير (اد) كل القيم (وعلمنا) يشبون في هذا البلد.

….the (way) the Occupation (undermines the) IDF’s human character and (exposes) the corruption of the entire Israeli society. …. (الطريقة) الأحتلال (يقوض (جيش الدفاع الاسرائيلي لحقوق الطابع و(يفضح) افساد المجتمع الاسرائيلي بأسره.

We….know that the Territories are not Israel, and that all settlements are bound to be evacuated in the end. ونحن…. نعلم ان الأراضي ليست اسرائيل ، وعلى ان جميع المستوطنات لا بد أن يتم الجلاء عنها في النهاية.

We hereby declare that we shall not continue to fight this War of the Settlements. ونحن هنا نعلن اننا لا يجوز ان نواصل الكفاح لهذه الحرب من المستوطنات.

We shall not continue to fight beyond the 1967 borders to dominate, expel, starve and humiliate an entire people. ونحن لا يجوز ان نواصل الكفاح بعد للسيطره على حدود عام 1967 ، طرد ، وتجويع واذلال شعب باكمله.

We hereby declare that we shall continue serving the Israel Defense Forces in any mission that serves Israel’s defense. ونحن هنا نعلن اننا سنواصل خدمة فى قوات الدفاع الاسرائيلية اى بعثة ان يخدم اسرائيل للدفاع.

The missions of occupation and oppression do not serve this purpose - and we shall take no part in them.” البعثات من الاحتلال والقمع لا تخدم هذا الغرض -- ونحن لا تتخذ في جزء منها ".

These are courageous men and some women, hundreds of them. وهذه هي شجاعة الرجال وبعض النساء ، مئات منهم. Their “Courage to Refuse - Combatant’s Letter” web site lists 550 by name. Yesh Gvul (There is A Limit) Yesh gvul (هناك حد)

Yesh Gvul combats the “misuse of the IDF for unworthy ends” that includes the occupation of Palestine. Yesh gvul المعارك "اساءة استخدام جيش الدفاع الاسرائيلي لغايات غير جدير" الذي يضم احتلال فلسطين. It was established during Israel’s 1982 Lebanon invasion that they denounced as a “naked (act of) aggression in which they wanted no part.” It supports imprisoned members and their families, holds vigils where they’re held, informs the public of their status, and embraces a peace agenda. وقد أنشئت اسرائيل في 1982 خلال غزو لبنان ان نددوا بانها "عارية (قانون) في العدوان الذي أرادوا أن اي جزء منه." ويؤيد اعضاء المسجونين وأسرهم ، حيث تتولى السهر انهم عقدت ، يحيط الجمهور وضعهم ، ويشتمل جدول اعمال السلام. They state that “as responsible citizens (they) declare that (they) will take no part in the continued oppression of the Palestinian people (nor will they) participate in policing actions or in guarding the settlements.” وهي الدولة التي "كمواطنين مسؤولين (أنهم) ان تعلن (انها) لن تتخذ اي دور في استمرار قمع الشعب الفلسطيني (ولن) المشاركة في اجراءات الشرطة أو في حراسة المستوطنات".

They further say that as “an Israeli peace group” they oppose the occupation and support soldiers who refuse to be part of it. واكدوا ايضا ان اقول ان "فريق سلام اسرائيلي" ويعارضون الاحتلال ودعم من الجنود نرفض ان نكون جزءا منها. They call the Israeli army’s role “brutal” and “subjugating.” It places servicemen “in a grave and moral and political dilemma (because it requires them) to enforce policies they deem illegal, immoral and ultimately harmful to Israeli interests.” Many of their members are combat officers, they’ve served with distinction, and they rank from sergeant to major. انها دعوة للجيش الاسرائيلي على دور "وحشية" و "اخضاع". يضع الجنود "في الانتهاكات الخطيره والمعضله الاخلاقيه والسياسية (لأنها تتطلب منهم) لانفاذ السياسات التي تراها غير قانونيه وغير اخلاقي وغير الضاره في نهاية المطاف الى المصالح الإسرائيلية." العديد من اعضائها من ضباط مكافحة ، لقد خدم بامتياز ، وأنها من رتبة رقيب الرئيسية. The Shministim وقد shministim

The Shministim is made up of high school seniors approaching age 18 after which Jewish and Druze men and women face mandatory military service, except for exemptions on religious, health and other accepted grounds. وقد shministim يتكون من المدارس الثانويه الكبار يقترب من العمر 18 عاما وبعد ذلك اليهود والدروز الرجل والمراه تواجه الخدمة العسكرية الالزاميه ، فيما عدا استثناءات الدينية والصحية وغيرها لأسباب مقبولة. Courage to Refuse (The Combatants Letter) شجاعة الرفض (المقاتلين رسالة)

The organization was founded in 2002 by a group of 50 combat officers and soldiers after its members realized that their missions had nothing to do with defending Israel. تأسست المنظمه في عام 2002 من قبل مجموعة من 50 من الضباط والجنود مكافحة اعضائها بعد ان ادركت ان مهمتها ليست له علاقة بالدفاع عن اسرائيل. They’re to colonize Palestine and oppress its people. انهم لاستعمار فلسطين وتضطهد شعبها. They further believe that many commands issued them harm Israel’s strategic interests and they refuse to obey them. كذلك نرى ان العديد من الأوامر الصادرة لهم الضرر المصالح الاستراتيجيه لاسرائيل وترفض الانصياع لها.

They’ve served their country and support it, but they determined that “fighting in Gaza and….West Bank (was counterproductive): by obeying orders they would not be protecting the lives of their dear ones.” They believe “the Occupation poses a threat to the security of Israel.” They stated their beliefs openly in “The Combatant’s Letter.” Hundreds of IDF members signed it and joined “Courage to Refuse.” New members join weekly, and Yaffee Center for Strategic Studies surveys show that over 25% of Israelis sympathize with their struggle. لقد خدمت أنها بلدهم والدعم ، ولكنها مصممة على أن "القتال في غزة و…. الضفة الغربية (وكأن عكسيه) : اطاعة اوامر من قبل على انها لن تكون حمايه ارواح ذويها." يعتقدون "ان الاحتلال يشكل تهديدا لامن اسرائيل ". معتقداتهم وذكرت صراحة في" رسالة المقاتله. They continue to perform reserve duty, but won’t serve in the Occupied Territories. انها لا تزال لاداء الخدمة الاحتياطيه ، ولكن لن يخدم في الاراضي المحتلة. He said that refusing the occupation is not just a moral act, it’s the purest form of patriotism in Israel today. وقال ان رفض الاحتلال ليست مجرد قانون اخلاقي ، انه آصفي شكل من اشكال الوطنية فى اسرائيل اليوم. Their reasons for not serving are stated above. ان الاسباب التي لا تخدم هي المذكورة اعلاه.

The Pilots Group فريق الطيارين

The Pilots Group maintains a web site in Hebrew only, so it can’t be monitored by non-Hebrew readers. وتحتفظ مجموعة الطيارين موقع على شبكة الانترنت باللغه العبرية فقط ، لذلك لا يمكن رصدها من جانب المنظمات غير قراء العبرية. In September 2003, 27 of their members (including reserve Brigadier General Yiftah Spector) published their statement for the first time. في ايلول / سبتمبر 2003 ، 27 من اعضائها (بما فيها الاحتياطي العميد yiftah سبيكتور) بنشر بيان لاول مرة. We refuse to continue harming innocent civilians.” ونحن نرفض الاستمرار في ايذاء المدنيين الابرياء ".

They knew they could be punished for their stance and for their “illegitimate” and “forbidden” statement, according to Israel’s chief of army staff, Moshe Ya’alon. كانوا يعلمون انهم يمكن ان تعاقب لموقفهم وعنها انها "غير شرعيه" و "ممنوع" البيان ، وفقا لاسرائيل لرئيس أركان الجيش ، موشيه يعالون. Israeli Air Force (IAF) chief Dan Halutz downplayed their action, said announcing it on national television was “inappropriate,” and called it “the mother of all dangers to our people.” سلاح الجو الاسرائيلي (الاتحاد الدولي للملاحة الفضاءيه (دان حالوتس رئيس التقليل من عملها ، وقال انه اعلن على التلفزيون الوطني "غير ملائم" ، ويحمل اسم "ام كل الاخطار التي يتعرض لها شعبنا".

A single incident changed them. تغيير حادث واحد منهم. It was the bombing of Hamas military leader Salah Shehade’s home that killed him and 14 members of his family, nine of whom were children. وكان قصف القائد العسكري لحماس صلاح shehade منزل له والذي أدى الى مقتل 14 من أفراد اسرته ، بينهم تسعة اطفال. The pilots’ action and statements shook Israeli society. الطيارون 'العمل والبيانات هزت المجتمع الاسرائيلي. Sayeret Matkal Sayeret matkal

Members of this commando group carried out the 1976 Entebbe, Uganda airport raid that rescued 100 hostages on an Air France hijacked plane. المغوار اعضاء هذه المجموعة نفذت عام 1976 ، عنتيبي ، اوغندا مطار انقاذ 100 غارة جوية على الرهائن فرنسا خطفت الطائرة. He noted that Israelis don’t know what goes on in the Territories, so it’s up to soldiers to “lift this screen….The Palestinians aren’t believed, the Israeli press (keeps) its distance from the Territories and the international press is perceived as hostile. واشار الى ان الاسرائيليين لا يعرفون ما يجري في الاراضي المحتلة ، لذا فإنه يصل الى الجنود الى "رفع هذه الشاشه…. الفلسطينيين من غير المعتقد ، الصحافة الاسرائيلية (يبقى) بعده عن الاقاليم والدولية الصحافة تعتبر معاديه. Only the soldiers can break the vicious circle….No one (can) deny their accounts….it’s time (for them) to stand up and speak out….how they killed and jailed and humiliated for no good reason.” الا ان الجنود يمكن كسر الحلقه المفرغه… ولا أحد (يمكن) أن ينكر حساباتهم…. حان الوقت (بالنسبة لها) على الوقوف والكلام…. كيف قتلوا وسجنوا واهينوا لا لسبب وجيه. "

Excerpts From Soldiers Breaking the Silence مقتطفات من الجنود كسر جدار الصمت

Breaking the Silence (Shovrim Shtika) dedicates itself to two purposes: كسر جدار الصمت (shovrim shtika) يكرس نفسه لتحقيق غرضين :

– exposing IDF oppression in occupied Palestine; and -- فضح الظلم جيش الدفاع الاسرائيلي في فلسطين المحتلة ؛ و

– providing discharged Israeli soldiers and reservists a platform to explain what they were ordered to do on the ground. -- تقديم اخلاء الجنود الاسرائيليين وجنود الاحتياط منبرا لشرح ما أمروا أن تفعل على ارض الواقع.

In their own words, hundreds of their testimonies tell shocking stories - the ordeal they faced, its moral price, and the corrupting erosion it had on their values. الكلمات في حد ذاتها ، مئات من شهاداتهم اخبر قصص مروعه -- المحنه التي واجهتها ، السعر الاخلاقيه ، وافساد تأكل وكان على قيمهم. It goes on everywhere in occupied Palestine with Hebron a prominent example because it’s the only Palestinian city with an Israeli settlement in its center. وغني عن كل مكان في فلسطين المحتلة مع الخليل مثالا بارزا لانها المدينة الفلسطينية الوحيدة مع مستوطنة اسرائيلية في مركزها. The settlers….rioted, occupied houses, and confronted the police and army….The constant curfew made Hebron into a ghost town….The school in Jebl Ju’ar has been an army post….We asked ourselves why an army platoon prevents children from going to school. المستوطنون…. بأعمال شغب ، واحتلت المنازل ، وتواجه قوات الشرطة والجيش…. حظر التجول المستمر الذي ادلى الخليل الى مدينة اشباح…. You see things that couldn’t possibly happen in your own home and shouldn’t happen. هل ترى ان الامور لا يمكن ان يحصل في منزلك وينبغي الا يحدث. Any time of day or night, whenever we feel like it, we pick a house, any house, and we go in. We move all the men into one room, the women in another, and place them under guard. أي وقت من النهار او الليل ، وكلما ونحن نرى مثلها ، ونحن اختيار منزل ، اي منزل ، ونحن نذهب ونحن نتحرك فيه جميع الرجال في غرفة واحدة ، واخر في المراه ، ووضعها تحت الحراسه. Then there are the settlers. ثم هناك المستوطنون. They run wild. وهي تتناقض مع البرية. There’s no law. لا يوجد قانون. They do what they please. انهم يفعلون ما يرجى. If someone’s caught breaking curfew, we can let them have it aggressively. واذا ضبط احدهم كسر حظر التجول ، يمكننا أن نسمح لهم بذلك انه قد عدواني. New Profile is a pluralistic feminist organization that includes men and women. الصورة الجديدة هي التعدديه النساءيه المنظمه التي تضم الرجال والنساء. It’s goal is to transform Israel from a militaristic to a civil society. وهو الهدف هو تحويل اسرائيل من النزعه العسكرية على المجتمع المدني. It opposes occupation and supports all conscientious objectors - from pacifists opposed to war to refuseniks who won’t serve in occupied Palestine. انها تعارض الاحتلال وتدعم جميع المستنكفين ضميريا -- من المتسالمون الرافضه للحرب من لrefuseniks لن يخدم في فلسطين المحتلة. Israeli law doesn’t recognize conscientious objection. القانون الإسرائيلي لا يعترف الاستنكاف الضميري. “We regard Israeli conscription law as discriminatory and non-democratic, and call for” recognizing every person’s right to act according to his or her conscience. "نعتبر ان قانون التجنيد الاسرائيلية التمييزيه وغير الديمقراطيه ، وتدعو الى" الاعتراف بحق كل شخص وفقا للقانون ، ذكرا كان أو انثى والضمير. The Refuser Solidarity Network (RSN) وقد الرافض شبكة التضامن (rsn)

It was founded in 2002 to support Israel’s growing “Refuser Movement.” RSN supports Courage to Refuse, Combatants for Peace, Yesh G’vul, the Shiministim, New Profile and other Israeli organizations advocating peaceful conflict resolution in Occupied Palestine. وقد أسست في عام 2002 لدعم اسرائيل المتزايد "الرافض لحركة". They hold meetings, conduct educational lectures and public forums, undertake joint projects, have bi-national media teams to get out their message, and participate in non-violent demonstrations against the occupation. وهي تعقد اجتماعات ، ومحاضرات واجراء للتربية والمنتديات العامة ، مشاريع مشتركة ، وقد بين الطائفتين وسائل الاعلام الوطنية للخروج فرق رسالتهم ، وعدم المشاركة فى المظاهرات العنيفه ضد الاحتلال. It’s motto reads: “Only by joining forces, will we be able to end the cycle of violence.” وهو شعار ما يلي : "الا من خلال الانضمام الى القوات ، هل سنكون قادرين على وضع حد لدورة العنف".

Israeli Laws Affecting Conscientious Objection and Refuseniks القوانين الاسرائيلية التي تؤثر في الاستنكاف الضميري وrefuseniks

Conscription existed since Israel became a state in 1948. تجنيد موجودة منذ اصبحت دولة اسرائيل في عام 1948. Today, its legal basis comes under the country’s 1986 National Defence Service Law. واليوم ، يأتي في اطار الاساس القانوني للبلد 1986 للدفاع الوطني قانون الخدمة. It requires all Israeli citizens and permanent residents (men and women) to serve. انها تتطلب من جميع المواطنين الاسرائيليين والمقيمين الدائمين (من الرجال والنساء) ليعمل. – other considerations at the Ministry of Defence’s discretion. -- اعتبارات اخرى في وزارة الدفاع التقديريه.

Israeli law rejects conscientious objection rights for men and only partly accepts them for women on the basis of religion. القانون الاسرائيلي يرفض الاستنكاف الضميري في الحقوق بين الرجل ويقبل عليها الا جزئيا بالنسبة للمرأة على أساس الدين. Those who cite it and refuse to serve are in trouble. انها من تلك الاشارة ، وترفض لخدمة هي في مأزق. Its Article 18 guarantees everyone “the right to freedom of thought, conscience and religion.” So does the Universal Declaration of Human Rights under Article 18 where it repeats that “Everyone has the right to freedom of thought, conscience and religion…” By denying refuseniks this right, Israel violates international law and a fundamental human right afforded everyone under it. المادة 18 تضمن لكل فرد "الحق في حرية الفكر والوجدان والدين"... فهل الاعلان العالمي لحقوق الانسان بموجب المادة 18 حيث يكرر على ان "لكل فرد الحق في حرية الفكر والوجدان والدين…" من خلال رفض refuseniks هذا الحق ، واسرائيل تنتهك القانون الدولي وحقوق الانسان الاساسية للجميع في ظل المعطاه له.

No official figures exist, but refusenik numbers have grown since the Second Intifada began in September 2000. لا توجد أرقام رسمية ، ولكن refusenik تزايد عددهم منذ اندلاع الانتفاضة الثانية بدأت في ايلول / سبتمبر 2000. – refusing to perform reserve duties calls for up to a 56 day sentence that’s renewable if the objector refuses repeatedly; -- رفضه تأدية واجبات ويدعو الاحتياطي لمدة تصل الى 56 يوما قابلة للتجديد هذا الحكم اذا كان المعترض ترفض مرارا وتكرارا ؛

– helping someone avoid military service is punishable by a fine and up to two years in prison; -- مساعدة شخص تجنب الخدمة العسكرية يعاقب عليها بالغرامه وتصل الى سنتين في السجن ؛

– disobeying call-up orders means facing up to five years imprisonment, although most often sentences rarely exceed 12 months. -- - الدعوة الى عصيان الاوامر حتى وسائل مواجهة السجن لمدة خمس سنوات ، على الرغم من ان معظم الاحكام في كثير من الاحيان نادرا ما تتجاوز 12 شهرا.

Refuseniks are generally sentenced on one of the following charges: Refuseniks بصفة عامة وحكم على كل واحد من الرسوم التالية :

– refusing to obey an order; -- رفض الانصياع لأمر ؛

– absence without leave; -- عدم وجود دون الحصول على إذن بذلك ؛

– desertion; or -- الهجر ؛ او

– refusing to be mobilized. -- رفض تعبئة.

Where exemption applications are denied, individuals are ordered to perform military or reserve duty. حيث يحرمون من طلبات الاعفاء ، وأمرت الافراد او العسكرية لاداء الخدمة الاحتياطيه. Continued refusal can mean discipline or court-martial, and repeat offenders face re-imprisonment in violation of Article 14, paragraph 7 of the International Covenant on Civil and Political Rights. يمكن ان يعني استمرار رفض الانضباط او المحكمه العسكرية ، وتكرار اعادة مواجهة المجرمين في السجن مما يشكل انتهاكا للمادة 14 ، الفقره 7 من العهد الدولي الخاص بالحقوق المدنيه والسياسية. It states: “No one shall be liable to be tried or punished again for an offence for which he (or she) has already been finally convicted or acquitted in accordance with the law and penal procedure of each country.” وهو ينص على : "لا يجوز تعريض احد للمحاكمة او للعقاب مرة اخرى عن جريمه وهو (أو هي) سبق ان ادين او برئ منها وفقا للقانون والاجراءات الجزاءيه في كل بلد."

Peace activists, people of conscience and most notably Israeli refuseniks are in the front lines of a valiant struggle: نشطاء السلام ، من ضمير الشعب وعلى الأخص refuseniks الاسرائيلية في الخطوط الاماميه للنضال الباسل :

– to free Palestinians from 41 illegal occupation years, -- لتحرير الفلسطينيين من الاحتلال غير المشروع 41 سنوات ،

– end decades of abuse, -- انهاء عقود من سوء المعامله ،

– achieve a just and lasting peace, and -- تحقيق سلام عادل ودائم ، و

– protect everyone’s fundamental human rights and freedoms that are guaranteed by the Universal Declaration of Human Rights for “all members of the human family….” -- الجميع حمايه حقوق الانسان والحريات الاساسية التي يكفلها الاعلان العالمي لحقوق الانسان "لجميع اعضاء الأسرة البشريه…."

Israel must no longer be exempted from international law, from being allowed to flaunt it brazenly, from ignoring over five dozen UN Resolutions going back decades. ويجب على اسرائيل ان لم يعد يتم اعفاؤها من القانون الدولي ، من ان يسمح لهم المباهاه انه بوقاحه ، من اكثر من خمسة عشر تجاهل قرارات الامم المتحدة ، للعودة الى الوراء ، على مدى عقود. Peace activists and refuseniks condemn the Jewish state for its actions, deplore it for committing them, and demand, call on and insist Israeli governments end them. Refuseniks ونشطاء السلام وادانة الدولة العبرية للاجراءات التي تتخذها ، نأسف لارتكابها ، والطلب ، ويصر على دعوة الحكومات الاسرائيلية وضع حد لها. Its lawlessness must end, and collective resistance can achieve it. عن الفوضى يجب ان تنتهي ، والمقاومة الجماعيه يمكن تحقيق ذلك. It’s no longer an option. انه لم يعد خيارا. It’s an obligation to assure that everyone has equal dignity and the right to life, liberty, security and freedom under universal international law. ومن واجب التأكد من أن الجميع على قدم المساواة والكرامة والحق في الحياة والحرية والامن والحرية في اطار القانون الدولي والعالمي.

May 14 is the 60th anniversary of Israel’s founding. 14 ايار / مايو هو الذكرى الستين لتأسيس اسرائيل. Commemorations there and in the West will celebrate it. وهناك احياء في الغرب ستحتفل. People of conscience won’t participate. من ضمير الشعب لن تشارك. Refuseniks may not either. Refuseniks لا يجوز لأي منهما. Use this time to demand an illegal occupation end and that Israel no longer be allowed a pass on the international law it disdains. استخدام هذا الوقت لنطالب بوضع نهاية للاحتلال غير المشروع وان اسرائيل لم يعد يسمح تمريرة على القانون الدولي انه الاستنكاف.
