Wolfowitz ‘tried to censor World Bank on climate change’ وولفويتز 'حاولت ان الرقيب البنك الدولي بشأن تغير المناخ'

The Bush administration has consistently thwarted efforts by the World Bank to include global warming in its calculations when considering whether to approve major investments in industry and infrastructure, according to documents made public through a watchdog yesterday. ادارة بوش قد أحبط على الدوام الجهود التي يبذلها البنك الدولي ليشمل الاحترار العالمي في حساباته ، عند النظر فيما اذا كانت توافق على استثمارات كبيرة في الصناعة والبنية التحتية ، وطبقا للوثائق التي تقدم للجمهور عن طريق كلب الحراسه امس.
On one occasion, the White House’s pointman at the bank, the now disgraced Paul Wolfowitz, personally intervened to remove the words “climate change” from the title of a bank progress report and ordered changes to the text of the report to shift the focus away from global warming. وفي احدى المناسبات ، pointman البيت الابيض في والبنك الدولي ، بول وولفويتز الآن disgraced ، تدخلت شخصيا لازالة عبارة "تغير المناخ" من عنوان احد البنوك في التقرير المرحلي وامرت التغييرات التي ادخلت على النص من التقرير الى نقل التركيز بعيدا عن الاحترار العالمي.
But the issue predates Mr Wolfowitz’s appointment as president of the bank in June 2005. ولكن المساله يسبق تعيين السيد وولفويتز رئيسا للبنك في حزيران / يونية 2005. According to the Government Accountability Project (GAP), which has tracked efforts to censor debate on global warming, environmental specialists at the World Bank tried unsuccessfully to press for consideration of greenhouse- gas emissions in a paper written - but never published - in 2002. ووفقا لما ذكرته الحكومة مشروع المساءلة (جاب) ، الذي تتبع الجهود الراميه الى فرض رقابة على النقاش حول الاحترار العالمى ، واخصائيي البيئة في البنك الدولي حاولت الضغط من اجل النظر في انبعاثات غازات الدفيءه في ورقة مكتوبة -- ولكنها لم تنشر -- فى عام 2002.
It was politics that prevented the publication of that paper, according to one senior bank insider who spoke to the Los Angeles Times, and politics that has been the principal obstacle to progress since. انها السياسة التي حالت دون نشر تلك الورقه ، وفقا لاحد كبار المطلعين على الاسرار من البنك تحدث الى لوس انجلس تايمز ، والسياسة التي كانت العقبة الرئيسية امام احراز تقدم منذ ذلك الحين. Only now, with the Bush administration on the ropes politically and the scientific evidence for global warming reaching such critical mass that even President George Bush has been forced to acknowledge its reality, are those same bank officials trying again to put the issue on the agenda. الآن فقط ، مع إدارة بوش على الحبال سياسيا والادله العلميه عن الاحترار العالمي التوصل الى هذه الكتلة الحرجه حتى ان الرئيس جورج بوش قد اضطر الى الاعتراف حقيقته ، هي تلك التي يحاول مسؤولو بنوك نفسه مرة أخرى لطرح الموضوع على جدول الاعمال. “Our biggest obstacle has been that politically, [climate change] is very controversial,” Kristalina Georgieva, the bank’s strategy and operations director for sustainable development, told the LA Times. "لدينا اكبر عقبة تحول دون ذلك وقد سياسيا ، [تغير المناخ] جدا للجدل ،" kristalina georgieva ، استراتيجية البنك ومدير العمليات من اجل التنمية المستدامة ، وقال مرة مدينة لوس انجلوس.
She said that, even under the best of circumstances, it will be at least two years before the bank starts measuring the impact of fossil fuel-related projects on the planet’s health. وقالت انه حتى في ظل افضل الظروف ، سيكون من سنتين على الأقل قبل ان يبدأ البنك قياس تأثير الوقود الاحفوري المشاريع ذات الصلة على هذا الكوكب صحه. “We are not moving fast enough,” she added. "نحن لا تتحرك بالسرعه الكافية" ، واضافت. “It’s not possible to be moving fast enough.” "انه ليس من الممكن ان يتحرك بسرعة كافية."
The GAP has uncovered evidence of one striking instance of Bush administration censorship. وقد كشفت الفجوه دليل واحد ضرب مثلا في ادارة بوش للرقابة. In 2006, the bank’s vice presidents responded to a request from the Group of Eight industrialised countries and commissioned a draft report entitled Climate Change, Energy and Sustainable Development: Towards an Investment Framework. وفي عام 2006 ، نائب رئيس البنك استجابت لطلب من مجموعة الثمانيه والبلدان الصناعية بتكليف من مشروع تقرير بعنوان تغير المناخ والطاقة والتنمية المستدامة : نحو اطار للاستثمار. They endorsed the report, according to the minutes of a meeting obtained by the GAP. وايدت التقرير ، وفقا لمحضر اجتماع الفجوه التي حصلت عليها.
Subsequently, however, Mr Wolfowitz’s office put out a memo asking the team to rework the paper, “shifting from a climate lens mainly to a clean-energy lens”. وفي وقت لاحق ، غير ان مكتب السيد وولفويتز وضعت مذكرة تطلب من فريق لاعادة صياغه هذه الورقه ، "يتحول من مناخ عدسه اساسا الى الطاقة النظيفه عدسه". The edited paper issued a few months later was eventually called Clean Energy and Development: Towards an Investment Framework. المحرره ورقة صدرت بعد اشهر قليلة ، في نهاية المطاف دعا الى الطاقة النظيفه والتنمية : نحو اطار للاستثمار.
The World Bank has come under fire from environmental groups for a number of decisions, including a recent grant to develop lignite mining and power plants in Kosovo. البنك الدولي قد حان لاطلاق نار من الجماعات البيءيه لعدد من القرارات ، بما فيها مؤخرا منحة لتطوير الفحم والتعدين ومحطات توليد الطاقة في كوسوفو. Lignite - or brown coal - pollutes the air heavily when burnt and is generally regarded as one of the dirtiest fuel sources on the planet. الفحم -- او الفحم البنى -- يلوث الهواء بشدة عندما احرقت وبصفة عامة تعتبر واحدة من اقذر مصادر الوقود على هذا الكوكب.
The investment appears to go against the bank’s own policy, from 2001, whereby it decided to try to phase out oil and gas investments by 2008 and to extend an existing moratorium on investments in coal mining. الاستثمار ويبدو ان هذا يتعارض مع السياسة العامة للبنك ، في الفترة من عام 2001 ، الذي قررت بموجبه لمحاولة التخلص التدريجي من النفط والغاز والاستثمارات بحلول عام 2008 على تقديم الوقف الاختياري القائم على الاستثمارات في تعدين الفحم.
The GAP put out a report in March detailing similar problems at other agencies, most notably the National Oceanic and Atmospheric Administration which, among other duties, tracks hurricanes and other extreme weather phenomena. الفجوه وضعت تقريرا في آذار / مارس بالتفصيل مشاكل مماثلة في الوكالات الاخرى ، وابرزها الوطنية لدراسة المحيطات والغلاف الجوي والذي ، من بين مهام اخرى ، مسارات الاعاصير وغيرها من الظواهر الجوية الشديدة. The report cited “objectionable and possibly illegal restrictions on the communication of scientific information to the media” - including censorship of interviews and press releases. واستشهد التقرير "غير القانونية للاعتراض ، وربما فرض قيود على الاتصالات من المعلومات العلميه الى وسائل الاعلام" -- بما فيها الرقابة من المقابلات والبيانات الصحفيه.
More recently, the GAP has reported the Bush administration’s refusal to consider climate change as it prepares to expand the national air transport system threefold over the next 20 years. وفي الاونة الاخيرة ، فان الفجوه قد ابلغت ادارة الرئيس جورج بوش رفض للنظر في تغير المناخ ، وهو يستعد لتوسيع نظام النقل الجوى الوطنى ثلاثة اضعاف على مدى السنوات ال 20 القادمة. A multi-agency group called the Next Generation Air Transportation System has simply ignored global warming in its past two annual reports. وكالات متعددة ودعت المجموعة الجيل القادم لنظام النقل الجوى ببساطة تجاهل الاحترار العالمى الماضيين فى التقارير السنويه.
Mr Wolfowitz was forced to step down in June after it emerged that he had given a lucrative sinecure to his girlfriend and offered her excessive pay rises. السيد وولفويتز أجبر على التنحي في حزيران / يونية بعد ان ظهر انه اعطى مربحه الوظيفة السهلة لصديقته ، وقدم لها الافراط في ارتفاع الاجور.
