The US State Department has renewed its contract with Blackwater Worldwide to provide security for American diplomats in Baghdad. وزارة الخارجية الامريكية قد جددت عقدا مع Blackwater في جميع انحاء العالم لتوفير الامن للدبلوماسيين أمريكيين فى بغداد. The move comes as the FBI is still investigating an incident in September 2007 in which 17 Iraqi civilians were gunned down by guards from the security firm. كما يأتي هذا التحرك مكتب التحقيقات الفيديرالي لا يزال التحقيق في حادث وقع في ايلول / سبتمبر 2007 التي كان 17 مدنيا عراقيا اطلق حراس من انخفاض في الشركة الامنية.
Commenting on the contract renewal, Gregory Starr, acting assistant secretary of state for diplomatic security, said, “I’m not going to prejudge what the FBI is going to find in its investigation. وتعليقا على تجديد العقد ، وغريغوري ستار ، المساعد بالنيابة وزير الدولة للشؤون الدبلوماسية والامن ، وقال : "انني لا اؤيد الذهاب الى الحكم مسبقا على ما يجري مكتب التحقيقات الاتحادي ان نجد في التحقيق. Blackwater’s five-year contract, begun in 2006, must be renewed every year and was set to expire on May 7. State Department spokesman Sean McCormack dismissed Maliki’s remarks, and any concept of Iraqi authority to oversee the operations of the security firms. الناطق باسم وزارة الخارجية شون ماكورماك رفض المالكي وملاحظات ، واي مفهوم للسلطة العراقية للاشراف على عمليات من شركات الأمن. “First of all, it’s fundamentally a decision for us to take, about how we protect our people,” he said. This order has been utilized to shield US soldiers and officers involved in atrocities perpetrated against Iraqis—such as the November 2005 massacre of 24 civilians in Haditha—from prosecution in Iraqi courts. من اجل هذا وقد استخدم لحمايه الجنود الامريكيين والضباط الذين شاركوا في الاعمال الوحشية التي ارتكبت ضد العراقيين - مثل مجزرة تشرين الثاني / نوفمبر 2005 من 24 مدنيا في حديثه - من الملاحقه القضاءيه في المحاكم العراقية.
An Iraqi investigation as well as an American military report released in the aftermath of the Nisoor Square incident determined that the killings were unprovoked. عراقي التحقيق فضلا عن تقرير عسكري اميركي صدر في اعقاب nisoor مربع من الحادث ان اعمال القتل هذه كانت دون استفزاز. Numerous witnesses to the atrocity described a horrifying scene in which vehicles were shot up with bullets and victims were gunned down as they tried to run away. العديد من الشهود على فظاعه ووصف المشهد المروع الذى اطلق الرصاص على السيارات حتى بالرصاص وكانت الضحايا اطلق اسفل بينما كانوا يحاولون الفرار.
The FBI, which took over the investigation from Diplomatic Security investigators for the State Department, has yet to release its findings. مكتب التحقيقات الفيدرالى ، الذي تولى التحقيق من محققي الامن الدبلوماسي وزارة الخارجية الامريكية ل، لا يزال بحاجة الى الافراج عن النتائج التي توصل اليها. It was also revealed late last year that the State Department offered “limited” immunity to the mercenaries involved in the incident in the immediate aftermath of the shootings. وكشف ايضا عن انه فى اواخر العام الماضي ان عرضت وزارة الخارجية "محدودة" الحصانة الى المرتزقه الذين يشاركون في هذه الحادثه التي وقعت في اعقاب عمليات اطلاق النار. This means that any statements they may have made—and any evidence gathered as a result—cannot be used against them in any future prosecutions. وهذا يعني ان اي بيانات قد تكون متاحة لهم أي تقدم - والادله التي تم جمعها نتيجة الرطانه - تستخدم ضدها في المستقبل أي محاكمات. As a result, the Justice Department may decide not to charge the security guards, or may be unable to present the evidence needed to convict them. ونتيجة لذلك ، قد تقرر وزارة العدل لا لتوجيه الاتهام الى حراس الامن ، او قد لا تكون قادرة على تقديم الادله اللازمة لإدانة لهم.

In one of the interviews with the State Department’s Diplomatic Security Service in the aftermath of the shootings, obtained by ABCNews.com, agent “Paul,” a turret gunner, described numerous instances in which he opened fire and gunned down civilians. في واحدة من المقابلات مع وزارة الخارجية الدبلوماسية لجهاز الامن في اعقاب عمليات اطلاق النار التي حصلت عليها وabcnews.com ، وكيل "بول" برج المدفعي ، التي وصفها العديد من الحالات التي اطلق النار واطلق اسفل المدنيين. “I engaged the individuals and stopped the threat,” he recounted.
