The last survey of Basra residents by BBC Newsnight indicated that 86 per cent believe British troops have had a negative effect on the Iraqi province since 2003. الدراسه الاستقصاءيه الاخيرة من سكان البصرة من قبل هيئة الاذاعة البريطانية newsnight اشارت الى ان 86 فى المائة يعتقدون القوات البريطانية كان لها اثر سلبي على الاقليم العراقي منذ عام 2003. More than half felt the troops presence had actually increased the overall level of militia violence over the past four years. ورأى اكثر من نصف القوات قد ازدادت في الواقع وجود المستوى العام للعنف الميليشيات على مدى السنوات الاربع الماضية. Twelve per cent believed that British troops had made no difference at all. اثنا عشر فى المائة منهم يعتقدون ان القوات البريطانية قد لا فرق على الاطلاق. Only two per cent believed British troops had had a positive effect. سوى اثنين في المائة تعتقد القوات البريطانية كان لها أثر ايجابي. And 83 per cent said they wanted British troops to leave Iraq without delay. وقال 83 فى المائة انهم يريدون مغادرة القوات البريطانية الى العراق دون تأخير. Hardly a ringing endorsement of the British role, carried out at great cost, including of many lives. لا يكاد رنين تأييد للدور البريطاني ، نفذت بتكلفة كبيرة ، بما فيها كثير من الارواح.
Soon after becoming Prime Minister, Gordon Brown promised to reduce British troops in Iraq from 4,500 to 2,500. وبعد ان تصبح في وقت قريب رئيس الوزراء ، غوردون براون وعد لخفض القوات البريطانية فى العراق فى الفترة من 4500 الى 2500. On 28 April, Defence Secretary Des Browne abandoned that promise in parliament. وفي 28 نيسان / ابريل ، براون وزير الدفاع des التخلي عن هذا الوعد في البرلمان.
The troops were also supposed to be no longer involved in day to day operations in the province and confined to their Basra airport base. كما كانت القوات ايضا من المفترض ان لم تعد متورطه في العمليات اليوميه في الاقليم ، ويقتصر الى قاعدة مطار البصرة. That implied non-engagement has been undermined, as the troops gave support to the forces of the Iraqi government in their offensive against the forces of Moqtadr al Sadr. وهذا يعني عدم المشاركة قد قوضت ، كما القى الجنود لدعم قوات الحكومة العراقية في هجومها ضد قوات moqtadr Al الصدر.
Patrick Cockburn, The Independent’s well-respected, non-embedded, journalist in Iraq, pointed out that elections are due in about six months time and the Shias of Prime Minister Maliki’s faction are trying to gain advantage over the popular Shia faction of al Sadr. باتريك cockburn ، مستقلة تحترم جيدا ، غير راسخه ، الصحفى فى العراق ، وأشار الى ان المقرر اجراء الانتخابات في وقت لمدة ستة اشهر تقريبا من الشيعه ورئيس الوزراء المالكي وفصيل يحاول كسب ميزة على الفصائل الشيعيه الشعبية شركة الصدر. They are using force to do this and want to draw in the British in Basra. انهم يستخدمون القوة للقيام بذلك ويريد أن يوجه فى البريطانية فى البصرة.
The US are also spoiling for a fight. الولايات المتحدة هي ايضا معركة من اجل افساد. They are in the middle of their ‘surge’ in troop numbers. وهي في منتصف من 'زيادة' في عدد القوات. Very sensibly, al Sadr calculated he could wait them out and called a cease-fire. معقول جدا د. الصدر وقال انه يمكن ان يحسب بها الانتظار ، ودعا الى وقف لاطلاق النار. He then extended it. ثم مددت. The US would like to goad him into a fight and are using the Maliki forces to do it. الولايات المتحدة تود ان المهماز له الى الكفاح وتستخدم قوات المالكي لتحقيق ذلك. US troops have moved into the Basra area and have goaded UK forces into taking part too. القوات الامريكية قد انتقلت الى منطقة البصرة وgoaded قوات المملكه المتحدة الى المشاركة ايضا. The weak British government has caved into this pressure, but even if for a short while they back up one faction over another, they will remain largely ineffective. ضعف الحكومة البريطانية caved إلى هذا الضغط ، ولكن حتى لو كان لفترة قصيرة في حين انها دعم فصيل واحد على الآخر ، من انها لا تزال غير فعالة الى حد كبير.
Of course, the US has no respect for any of the Shias, or Sunnis either, and an understandable reading of their strategy since they replaced the secular government of Iraq with a religious-based Shia one, is to keep them at each others throats. وبطبيعة الحال ، فقد فتحت الولايات المتحدة لا تحترم اي من الشيعه ، او السنة اما ، ومفهوم القراءة من استراتيجيتها لانها حلت محل حكومة علمانيه مع العراق على اساس ديني شيعي واحد ، هو ابقاء عليها في كل الحناجر الاخرى. The factions are well prepared to change alliances, at least temporarily according to circumstances. الفصائل جيدا على استعداد لتغيير التحالفات ، مؤقتا على الاقل وفقا للظروف. So the Sunnis too have quietened their opposition to the US. حتى السنة ايضا قد مهدا معارضتهم للولايات المتحدة.
Also perhaps it is unfair to call the British completely ineffective. وربما ايضا انه من الظلم البريطاني دعوة غير فعالة تماما. In March, in Kuwait, the Basra Development Commission was launched. في آذار / مارس ، في الكويت ، والبصرة اطلقت لجنة التنمية. This is a ‘joint initiative’ of the Iraqi Deputy Prime Minister, Dr Barham Saleh, and British Prime Minister, Gordon Brown. هذا هو 'مبادره مشتركة' من نائب رئيس الوزراء العراقي ، الدكتور برهم صالح ، ورئيس الوزراء البريطاني ، غوردون براون. As Basra province holds 80 per cent of Iraq’s oil reserves and is home to the country’s only deep sea port and trade routes to the Gulf, the private sector is likely to be primarily US or US allies and not Iraqi. محافظة البصرة كما يحمل 80 فى المائة من احتياطى النفط فى العراق وعلى الصفحه الاولى هو البلد الوحيد في اعماق البحار والموانئ وطرق التجارة الى الخليج ، والقطاع الخاص ، ومن المرجح ان يكون في المقام الأول في الولايات المتحدة ، او حلفاء الولايات المتحدة وليس العراقي. The British helped with the drafting of the new oil law, and with this commission are moving along the take over of Iraq’s assets and the long-term expropriation of massive profits from them. البريطانية ساعدت في صياغه القانون الجديد للنفط ، ومع هذه اللجنة تتحرك على طول العراق للاستيلاء على أصول وعلى المدى الطويل والاستيلاء على الارباح الضخمه منها. In this way we are doing our bit for our US allies. وبهذه الطريقة ونحن نعمل قليلا لدينا حلفاء الولايات المتحدة.
Britain’s Labour government, in effect, has one last chance to get out with a modicum of reason. حكومة حزب العمال في بريطانيا ، في الواقع ، فرصة واحدة اخيرة للخروج مع شيء من العقل. The United Nations mandate, which currently authorises the US and British presence in Iraq, runs out at the end of this year. ولاية الامم المتحدة ، التي تخول الولايات المتحدة في الوقت الراهن والوجود البريطاني في العراق ، وتنفد فى نهاية هذا العام. The commitment to leave should be required of the Labour government at every opportunity, and not just by the end of the year. الالتزام ينبغي ان يطلب اجازة من حكومة حزب العمال في كل مناسبة ، وليس فقط بحلول نهاية العام. Our presence serves no national or international interest. وجودنا لا يخدم أي مصلحة وطنية او دولية. We do not want to fight for one side in a civil war or to try to give advantage to one side in Iraqi elections. نحن لا نريد ان الكفاح من اجل طرف واحد في الحرب الاهليه او محاولة لاعطاء ميزة لجانب واحد في الانتخابات العراقية. Those purposes are not worth the life or health of another British soldier. هذه الاغراض لا تساوي حياة او صحه من آخر جندي بريطاني.
However the US has no intention of leaving when their UN mandate runs out. بيد ان الولايات المتحدة ليس لديها نية للمغادرة ولاية الامم المتحدة عندما تنفد. They are already negotiating a bilateral contract with their puppet, dependent government in Baghdad, to ‘supply security’. وهي بالفعل التفاوض على العقود الثنائية مع دميه ، تعتمد الحكومة في بغداد ، ل'امن الامدادات'. The US will, in effect, turn itself into a mercenary army of occupation. الولايات المتحدة سوف ، في الواقع ، وتحويل نفسها الى جيش من المرتزقه من الاحتلال. They will be securing their pay out by robbing Iraq of its resources. وسيتم تامين الدفع بها العراق من سرقة مواردها. Nobel Prize Winner for Economics, Joseph Stiglitz, recently published his new book The Three Trillion Dollar War: The true cost of the Iraq conflict. الحائز على جائزة نوبل للاقتصاد ، وجوزيف ستيغليتز ، الذي نشر مؤخرا كتابه الجديد الثلاثة تريليون دولار الحرب : التكلفه الحقيقية للصراع في العراق. At a meeting in Parliament he described it as a ‘war totally financed on the credit card’. وفي اجتماع عقد في البرلمان وقال انه وصفتها بانها حرب تمويلها بالكامل على بطاقه ائتمان '. It has been a factor in the current global economic crisis, he said. لقد كان عاملا في الأزمة الإقتصادية العالمية الراهنة ، كما قال. The high price of oil also owes its genesis to the Iraq war and its aftermath. ارتفاع اسعار النفط يعود ايضا الى تكوين حرب العراق وتداعياتها. The US has created this crisis and is calculating it will, over time, be in a powerful position by grabbing control of Iraq’s oil. الولايات المتحدة انشأت هذه الازمة هو حساب وسوف ، على مر الزمن ، ان تكون في موقف قوي من قبل انتزاع السيطرة على نفط العراق. In their letter to MPs the IRC state ‘The US led invasion of Iraq five years ago and its violent aftermath have produced one of the largest humanitarian crises of our time, yet the “Coalition of the Willing” has been mostly unwilling to own up to it and provide aid for the innocent bystanders’. في رسالة الى النواب لجنة الانقاذ الدولية الدولة 'التى تقودها الولايات المتحدة من غزو العراق قبل خمس سنوات واسفرت عن العنف أعقاب واحدة من اكبر الازمات الانسانيه في عصرنا ، ومع ذلك فان" تحالف الراغبين "ولقد كانت في معظمها غير راغبة في امتلاك ما يصل الى وانها تقدم مساعدات للالمارة الابرياء '. It is of fundamental importance to get this matter discussed in parliament. ومما له اهمية اساسية للحصول على هذه المساله نوقشت في البرلمان.
