Blackwater already has Federal Firearms Licenses to own fully automatic weapons (machine guns). What rational would there be to do any sort of work-around to avoid laws the company is already compying with? I suspect this is more like a deal worked out between the company and the Sheriff so Blackwater can use the guns on a limited basis in exchange for facilities use by the Sheriff's department.
