FUEL protesters rarely have difficulty grabbing the headlines or gaining public sympathy. الوقود المحتجين ونادرا ما تجد صعوبة الاستيلاء على العناوين او كسب تعاطف الجمهور. After all, who wouldn’t rather pay less to fill up their car? على كل حال ، لا بل من شأنه ان ادفع أقل لملء حتى سيارتهم؟
It seems quite likely that the Government will again back down from its planned increase in petrol tax this autumn. ويبدو من المحتمل جدا ان تقوم الحكومة مرة اخرى عن التراجع عن الزياده المقررة في ضريبة البنزين فى خريف هذا العام. But the way the price of oil has been going, who is going to notice an extra 2p a litre? ولكن الطريقة اسعار النفط ظلت مستمرة ، من هو الذهاب الى اشعار اضافي 2p لتر؟
Surely it can’t keep on going up and up? ومن المؤكد انه لا يستطيع ان يحافظ على الصعود و؟ Ten years ago the price of oil was trading at $13 a barrel. ومنذ عشر سنوات وكان سعر النفط عند 13 دولارا للالتجاري للبرميل. Five years ago it had doubled to $25. قبل خمس سنوات وكان من الضعف الى 25 دولارا. It hit nearly $140 last week. بلغت ما يقرب من 140 دولارا في الاسبوع الماضي. And we haven’t heard the last of it. واننا لم نسمع من الاخيرة.
Most forecasters think the price of oil is going to stay high, and some even predict it will reach $200 a barrel by the end of the year. اعتقد ان معظم التنبؤات أسعار النفط سوف تبقى مرتفعة ، وحتى بعض التنبؤ انها ستصل الى 200 دولار للبرميل بحلول نهاية السنة.
Of course, it is not just the price of petrol that is affected. وبطبيعة الحال ، وليست مجرد سعر البنزين هو ان تتأثر. Our economy is heavily dependent on oil. اقتصادنا يعتمد اعتمادا كبيرا على النفط. The price of gas and the price of steel are all closely linked to the black stuff – so the cost of building and heating homes is going up. أسعار الغاز وأسعار الصلب كلها مرتبطة ارتباطا وثيقا الاسود الاشياء -- حتى من تكلفة بناء المنازل للتدفئة ويجري.
And so too is food. وذلك أيضا هو الغذاء. The rising price of our weekly shop is closely linked to the rising price of fertiliser and animal feed – all of which rely on oil for their production. ارتفاع سعر الاسبوعي لدينا متجر يرتبط ارتباطا وثيقا لارتفاع اسعار الاسمدة والاعلاف الحيوانيه -- وهي جميعها تعتمد على النفط لانتاجها. And of course there’s the cost of moving goods around. وبطبيعة الحال هناك تكاليف نقل السلع في جميع انحاء.
Around 95% of our transport system is dependent on oil. حوالي 95 ٪ من نظام النقل يعتمد على النفط. But not everyone can. ولكن لا يمكن للجميع. In communities like Blaenau Gwent and Merthyr, where 35% of families are car-less, many low-income families feel forced to “invest” in a car to access jobs and services. في المجتمعات المحلية مثل blaenau Gwent وmerthyr ، حيث 35 ٪ من الاسر السيارات اقل ، وكثير من الاسر ذات الدخل المنخفض تشعر اضطر الى "الاستثمار" في سيارة للوصول الى الوظائف والخدمات. Buying and running a car is already a major cause of people getting into trouble with debts, and those on low wages who do have cars spend nearly a quarter of their income on the cost of motoring. شراء وتشغيل السياره هي بالفعل سببا رئيسيا من الناس الدخول في متاعب مع الديون ، وتلك على انخفاض الاجور من السيارات لديها ما يقرب من ربع تنفق من دخلها على تكلفة السيارات.
As seductive as it seems, trying to match increases in oil with tax cuts is a road to nowhere. كما seductive على ما يبدو ، محاولة لمواكبة الزياده في النفط مع التخفيضات الضريبيه هي الطريق الى لا مكان.
We need to wean ourselves off oil or face a serious economic slump – that’s on top of the dramatic threat to our prosperity we face from climate change. ونحن بحاجة الى افطم انفسنا من النفط او مواجهة الركود الاقتصادي خطيرة -- وهذا على رأس الهاءله تهديدا لرخائنا ونحن نواجه من تغير المناخ. Last year’s Stern report on the economic impact of climate change warned that unless we take urgent action on cutting carbon emissions we face a downturn greater than the combined effects of both World Wars and the Great Depression. ستيرن في العام الماضي تقريرا عن الاثر الاقتصادي لتغير المناخ وحذر من انه ما لم تتخذ اجراءات عاجلة بشأن خفض انبعاثات الكربون ونحن نواجه انخفاضا اكبر من مجموع الآثار المترتبة على كل من الحربين العالميتين والكساد الكبير.
What’s to be done? ما الذي ينبغي القيام به؟ There is a different way forward, which will have a wide range of benefits not just for our economy but also for the stability of our climate. ان هناك طريقة مختلفة الى الامام ، التي سيكون لها مجموعة واسعة من الفوائد وليس فقط لاقتصادنا ولكن ايضا بالنسبة لاستقرار المناخ. But it’s going to require some decisive leadership to make it happen. بل انها تحتاج الى الذهاب الى بعض قيادة حاسمة لتحقيق ذلك.
A transport system that’s resilient to rising fuel prices needs to remove our over-dependence on oil. نظام نقل هذا الصمود أمام ارتفاع أسعار الوقود ونحن بحاجة الى ازالة الافراط في الاعتماد على النفط. By far the majority of our daily journeys are under three miles long, yet the current built environment makes walking, cycling or catching public transport a challenging, sometimes impossible option. حتى الآن معظم الرحلات اليوميه ويجري ثلاثة اميال طويلة ، ومع ذلك فان البيئة العمرانيه الحالية يجعل المشي ، وركوب الدراجات او صيد وسائل النقل العام تمثل تحديا ، واحيانا من المستحيل الخيار. But with a number of small changes accompanied by a big vision for a new approach to transport and the planning system, it’s quite possible to make these active and public travel choices the easier, more pleasant and more direct way to get to our everyday destinations. ولكن مع عدد من التغييرات الصغيرة يرافقه رؤية كبيرة لنهج جديد لوالنقل ونظام التخطيط ، انه من الممكن تماما لجعل هذه نشطة العامة السفر والخيارات الاسهل ، لطيفا اكثر واكثر وسيلة مباشرة للوصول الى اعمالنا اليوميه الوجهات.
Sustainable transport charity Sustrans has been working for 30 years on practical projects to enable anyone to walk and cycle right across the UK. النقل المستدام الخيريه sustrans ظلت تعمل لمدة 30 عاما على المشاريع العملية لتمكين أي شخص على المشي ودوره في جميع ارجاء المملكه المتحدة. And we know that this vision, of a different, more active way to get around, is what people want too – just six months ago, the public voted in their thousands for the Big Lottery Fund to give Sustrans £50m for “Connect2”, a scheme which will build walking and cycling connections across 79 communities throughout the UK, including 10 schemes in Wales. ونحن نعرف ان هذه الرءيه ، من مختلف ، وبصورة أكثر فاعلية للحصول على نحو ، هو ما يريده الناس جدا -- فقط قبل ستة اشهر ، صوت الجمهور بالآلاف لصندوق اليانصيب الكبرى لاعطاء sustrans £ 50m "connect2" ، مخطط الذي سيبنى المشي وركوب الدراجات عبر وصلات 79 المجتمعات المحلية فى جميع انحاء المملكه المتحدة ، بما فى ذلك 10 مخططات في ويلز.
What is clear from the rising price of oil is that we cannot carry on building a transport system which assumes everyone can jump in a car. ما هو واضح من ارتفاع اسعار النفط هو انه لا يمكننا المضي في بناء نظام النقل الذي يفترض ويمكن لأي شخص ان أذهب في سيارة. Not only is this likely to be unaffordable but it is contributing to a catastrophic shift in our climate. وليس هذا من المرجح ان تكون بأسعار معقولة ولكنه يسهم في التحول الى كارثه في مناخنا. Change is coming. التغيير القادمة. We can either anticipate it and set Wales up as a leader in sustainable travel, or we can continue in a state of denial and delude ourselves that fuel tax cuts will save the day. يمكننا اما توقع وتحديد ويلز حتى بوصفه قائدا في مجال السفر المستدامة ، او يمكننا ان نستمر في حالة من انكار ونخدع أنفسنا أن التخفيضات الضريبيه والوقود سيوفر اليوم.
