The latest audit report to Congress on Iraq reconstruction says corruption in the country, including fraud, theft and skimming amounts to a “second insurgency” is hindering the rebuilding effort. أحدث تقرير المراجعه الى الكونغرس لاعادة اعمار العراق ويقول على الفساد في البلاد ، بما في ذلك الغش والسرقه والقشط المبالغ الى "التمرد الثاني" هي التي تعرقل جهود اعادة البناء.

Stuart Bowen, who wrote the quarterly report, tells The Associated Press that except for security, corruption is the biggest challenge for the Iraqi government to overcome. ستيوارت بوين ، الذي كتب التقرير الفصلي ، وتقول وكالة اسوشيتد برس ان ما عدا الامن ، والفساد هو التحدي الاكبر للحكومة العراقية للتغلب علي.

Failure to maintain projects, once transferred to the Baghdad government, also figures in the report. عدم المحافظة على المشاريع ، وبمجرد ان ينقل الى حكومة بغداد ، كما ان الارقام الواردة في التقرير. As an example, an Iraqi power plant in Dora rebuilt with tens of millions of US dollars fell into disrepair once transferred to the Baghdad government. وكمثال على ذلك ، عراقي لتوليد الطاقة دورا في اعادة بنائها مع عشرات الملايين من دولارات الولايات المتحدة انخفض الى العطب مرة نقلت الى حكومة بغداد.

Bowen also notes bright spots like increased oil production. بوين كما تلاحظ النقاط المضيءه مثل زيادة انتاج النفط. And Iraq is generating more electricity despite problems at the Dora plant. والعراق هو توليد المزيد من الكهرباء على الرغم من المشاكل فى درة النباتية.

Bowen says it’s still too early to say whether the rebuilding effort will produce lasting results. بوين يقول انه ما زال من السابق لأوانه القول ما اذا كانت جهود اعادة البناء سوف تسفر عن نتائج دائمة.
