The British and United States governments are on a diplomatic collision course after the US Department of Justice (DoJ) decided to initiate a formal investigation into allegations of corruption at BAE Systems, the defence company. البريطانية والولايات المتحدة الحكومات على مسار تصادمي الدبلوماسية بعد الولايات المتحدة الأمريكية ، وزارة العدل (وزارة العدل) وقررت الشروع في اجراء تحقيق رسمي في مزاعم الفساد فى بي اي اي سيستمز ، وشركة الدفاع.
The DoJ investigation will scrutinise BAE’s dealings with Saudi Arabia and expose an account held by the Bank of England that is used to facilitate Saudi payments for arms. وزارة العدل التحقيق سوف فحص Bae تعامل مع المملكه العربية السعودية وفضح حساب يحوزه بنك انكلترا التي تستخدم لتسهيل المدفوعات السعودية للحد من التسلح. The British Government refuses to acknowledge the existence of this account. الحكومة البريطانية ترفض الاعتراف بوجود هذا الحساب.
Gordon Brown, who becomes Prime Minister today, could face a diplomatic crisis in the early days of his leadership if the DoJ demands information on the account. غوردون براون ، الذي اصبح رئيس الوزراء اليوم ، ويمكن ان تواجه دبلوماسي للازمة في الايام الاولى لقيادته اذا مطالب وزارة العدل معلومات عن الحساب. Turning down a DoJ request for help in a corruption inquiry could be embarrassing for Mr Brown and damage the reputation of the country. برفض اي طلب للمساعدة وزارة العدل في التحقيق الفساد يمكن محرجه للسيد براون والاضرار بسمعة البلاد.
Defence sources and government officials said yesterday that the Ministry of Defence (MoD), which runs the account, was seeking legal advice on how to proceed. مصادر الدفاع وقال مسؤولون حكوميون أمس ان وزارة الدفاع (وزارة الدفاع) ، الأمر الذي يتنافى مع الحساب ، وكان للحصول على مشوره قانونيه بشأن كيفية المضى قدما.
The decision by the DoJ to look into allegations of fraud and corruption against BAE is potentially devastating for the UK’s largest defence company. القرار الذي اتخذته وزارة العدل للنظر في ادعاءات الاحتيال والفساد هو ضد Bae بيلة لبريطانيا اكبر شركة دفاع. BAE gets 43 per cent of its business from the US and, if it is found guilty, the company could face enormous fines or be barred from winning new US defence contracts. Bae يحصل على 43 في المائة من الاعمال من الولايات المتحدة ، واذا تبين انهم مذنبون ، ان الشركة يمكن ان تواجه غرامات ضخمة أو يمنع من الفوز في عقود الدفاع الامريكى الجديد.
The company told the stock market that it had received notification of the DoJ investigation yesterday morning. الشركة ل سوق الاوراق المالية انها تلقت اخطارا من وزارة العدل التحقيق صباح أمس. Its share price fell 11 per cent in early trading and closed down 34½p at 407¾p, wiping £1.2 billion off its capitalisation. الأسعار انخفضت حصتها 11 فى المائة فى اوائل التجاري واغلقت 34 ونصف في 407 ف ¾ ف ، محو 1،2 مليار جنيه استرليني من اعماله كفاية رأس المال.
The Times reported last month that the DoJ was assessing whether it had jurisdiction to look into BAE’s dealings with Saudi Arabia after a similar investigation by the British Serious Fraud Office (SFO) was shut down for reasons of national security. العصر أفيد في الشهر الماضي ان وزارة العدل هو تقييم ما اذا كان لديها ولاية قضائية للنظر في Bae تعامل مع المملكه العربية السعودية بعد مماثلة التحقيق الذي يجريه مكتب الاحتيال الخطيره البريطاني (SFO) اغلقت لاسباب تتعلق بالامن القومي. Allegations of corruption have dogged the £43 billion al-Yamamah oil-for-arms deal, with BAE accused of running a $100 million slush fund to entertain Saudi royals and rumours of backhanders to middlemen and officials. مزاعم الفساد قد الدؤوب 43 مليار جنيه استرليني Al - yamamah النفط مقابل صفقة اسلحه ، مع Bae اتهم تدير 100 مليون دولار الثلوج الذاءبه الصندوق السعودي للترفيه royals واشاعات backhanders الى الوسطاء والمسؤولين. The DoJ is thought to be looking into payments of more than £1 billion made by BAE to Saudi officials, including Prince Bandar bin Sultan, a former Ambassador to the US. وزارة العدل ويعتقد ان تتطلع الى دفع اكثر من 1 بليون جنيه استرليني التي ادلى بها مسؤولون سعوديون لBae ، بما الامير بندر بن سلطان ، السفير السابق الى الولايات المتحدة.
However, these payments are understood to have originated from the escrow account held at the Bank of England and merely transferred through BAE’s financial system. بيد ان هذه المدفوعات قد تفهم على انها نابعه من حساب الضمان الذي عقد في مصرف انكلترا ومجرد تحويلها عن طريق Bae النظام المالي. Both BAE and Prince Bandar have denied that the payments were bribes and insist that the transactions were agreed by the Saudi and British governments. كلا Bae والامير بندر قد نفى ان المدفوعات كانت الرشاوى ويصر على ان المعاملات التي تم الاتفاق عليها من قبل الحكومات البريطانية والسعودية.
Disclosure of the investigation came three days after the US cleared BAE’s $4.5 billion (£2.2 billion) takeover of Armor Holdings. كشف التحقيق جاء بعد ثلاثة ايام من الولايات المتحدة اخلاء Bae 's4،5 مليار دولار (2،2 مليار جنيه استرليني) من الاستيلاء على درع المقتنيات. It also came within hours of Tony Blair and President Bush countersigning a treaty promising greater defence cooperation. وهي تاتي ايضا في غضون ساعات من توني بلير والرئيس بوش التوقيع على معاهدة التعاون الدفاعى اكبر الواعده.
