Save allows you to save a work in progress while publish allows you to send it for live publication on the site.

The rest are advanced functions which you do not need to use.

But if you want to use them you can:

Tags are sub-sections of the site which you can send posts to. 

RS Event is an events management system, enter in the time, date and some infomation about your event and hit publish. It will then appear in the events section.

Custom Fields are for custom scripts, for example if you want to link directly to a web page on another site, without creating a RINF page (so the headline in the newswire links eleswhere) this is the place to do that.
