MPs to demand inquiry into abuse of prisoners in Iraq النواب الطلب الى التحقيق في اساءة معاملة السجناء فى العراق

An influential committee of MPs meets tomorrow to decide on holding a full inquiry into whether the Attorney General’s office or the MoD gave soldiers the green light to abuse detainees in Iraq. مؤثر اللجنة من النواب تجتمع غدا لاتخاذ قرار بشأن اجراء تحقيق شامل في ما اذا كان مكتب النائب العام او وزارة الدفاع أعطت الضوء الاخضر للجنود الاساءه الى المحتجزين في العراق.
Last Tuesday, Lord Goldsmith, the outgoing Attorney General, was asked by Parliament’s Joint Select Committee on Human Rights whether he gave the go-ahead for torture techniques used by British soldiers on Iraqi prisoners. ويوم الثلاثاء الماضي ، اللورد Goldsmith ، المنتهيه ولايته والنائب العام ، طلبت من المجلس النيابي اختيار اللجنة المشتركة بشأن حقوق الانسان ما اذا كان اعطى اشارة البدء لاساليب التعذيب التي يستخدمها جنود بريطانيين على السجناء العراقيين.
Baha Mousa, an innocent hotel worker, was beaten to death in military custody in 2003, despite warnings that the techniques breached the Geneva Convention, the European Convention on Human Rights and the Human Rights Act. بهاء موسى ، وهو عامل فندق الابرياء ، للضرب حتى الموت في الحجز العسكري في 2003 ، على الرغم من التحذيرات بان تقنيات خرق اتفاقيه جنيف ، والاتفاقية الأوروبية لحقوق الإنسان وقانون حقوق الانسان.
Lord Goldsmith denied any knowledge of the torture until after Mr Mousa, 26, died. اللورد Goldsmith نفى أي علم للتعذيب حتى بعد السيد موسى ، 26 ، توفي. Lt-Col Mercer had seen about 40 hooded prisoners kneeling in the hot sun with their hands cuffed behind their backs in March 2003, six months before Baha Mousa died. لت - العمود بزاز شهدت حوالى 40 سجينا مقنعين الركوع الساخنه في الشمس وأيديهم خلف ظهورهم مكبل في اذار / مارس 2003 ، وقبل ستة اشهر توفي بهاء موسى. He considered what he saw illegal and told his superiors. واعتبر ما رآه غير المشروعة وأخبر رؤساءه. He got an email from Ms Quick saying the Human Rights Act did not apply in Iraq and referred to advice given by the Attorney General. وقال انه حصل على رسالة بريد الكتروني من السيدة سريعه بالقول ان قانون حقوق الانسان لا تنطبق في العراق واشار الى المشوره التي قدمها المدعي العام. But Lord Goldsmith denied this, saying he had always believed the Human Rights Act did apply and called for a full inquiry, which the committee will consider. ولكن اللورد Goldsmith نفى ذلك ، قائلا انه كان دائما يعتقد أن حقوق الانسان لم تطبق القانون ، ودعت الى اجراء تحقيق كامل ، والتي ستنظر فيها اللجنة.
In April 2003, the Red Cross made representations to Britain about its treatment of detainees in Iraq. في نيسان / ابريل 2003 ، والصليب الأحمر قدم الى بريطانيا التأكيدات حول معاملة المعتقلين فى العراق. Then Major-General Robin Brims, commander of the UK ground forces in Iraq, ordered hooding to be stop-ped. ثم اللواء روبن الحافات ، قائد القوات البرية في المملكه المتحدة في العراق ، وتغطية الرأس وأمرت أن توقف - ped. These were banned by the government in 1972. هذه كانت محظوره من قبل الحكومة فى عام 1972.
Mr Mousa’s father and nine former detainees are to sue the MoD after the Law Lords ruled that the Human Rights Act applies to areas abroad under British occupation, paving the way for the legal challenge by human rights solicitor Phil Shiner, of Birmingham’s Public Interest Lawyers. السيد موسى تسع والد المعتقلين السابقين هي رفع دعوى ضد وزارة الدفاع بعد لوردات القانون في حكمها ان قانون حقوق الإنسان ينطبق على مناطق في الخارج تحت الاحتلال البريطاني ، مما يمهد الطريق للطعن قانوني من جانب حقوق الانسان المحامي فل البراق ، برمنغهام 's المصلحه العامة والمحامين.
Mr Shiner is seeking a judicial review in an effort to secure the release of documents referred to during the court martial of seven soldiers, which resulted in six acquittals and one soldier being jailed for a year. السيد البراق هو السعي الى اعادة النظر القضاءيه في محاولة لتامين الافراج عن الوثائق المشار اليها خلال محكمة عسكرية من سبعة جنود ، والتي اسفرت عن ستة احكام بالبراءه وجندي واحد في السجون لمدة عام.
He said: “Exactly what did Goldsmith advise at the time as to whether the higher standards should be applied in detention facilities or not? وقال : "ماذا فعلت بالضبط Goldsmith المشوره في ذلك الوقت ما إذا كان أعلى المعايير ينبغي ان تطبق في مرافق الاحتجاز ام لا؟ When Lt-Col Mercer blew the whistle, was he ever told of this, and if not, why not? - عندما لت العمود بزاز فجر الصافره ، وقال انه كان ابلغ من اي وقت مضى من هذا ، واذا كان الجواب بالنفي ، فما هو السبب؟
“It is not good enough for [Lord Goldsmith] to blithely tell us that although he accepts these banned techniques were reintroduced as a matter of policy - and Iraqis died as a result - it is nothing to do with him. "انها ليست جيدة بما فيه الكفايه ل[اللورد Goldsmith] بابتهاج لتخبرنا انه بالرغم من انه يقبل هذه التقنيات كانت ممنوعه من جديد كمساله سياسة -- والعراقيين لقوا حتفهم نتيجة -- ومن لا علاقة له. I for one do not accept that.” لانني واحد لا نقبل ذلك ".
