Former Defense Secretary Donald H. Rumsfeld cannot be tried on allegations of torture in overseas military prisons, a federal judge said Tuesday in a case he described as “lamentable.”前美國國防部長拉姆斯菲爾德不能試圖對酷刑的指控在海外的軍事監獄，一名聯邦法官說，週二在一宗案件中，他形容為“可悲” 。

US District Judge Thomas F.
