RUBIN Alissa روبين ج. | Iraqi government officials on Sunday criticized the American military for two recent attacks in which soldiers killed people who the government said were civilians. | مسؤولون في الحكومة العراقية الاحد انتقادات لاثنين العسكرية الامريكية فى الهجمات التى وقعت مؤخرا والتى قتل جنود من الناس وقالت الحكومة كانوا من المدنيين.
One death occurred during a raid by American soldiers on Friday near Karbala; two days earlier, three people described by the Interior Ministry as bank employees on their way to work were shot and killed near the Baghdad airport when they tried to pass an American convoy. وفاة واحدة وقعت خلال اقتحام الجنود الامريكيين يوم الجمعة قرب كربلاء ؛ قبل يومين ، ثلاثة اشخاص وصفت من قبل وزارة الداخلية موظفى البنك فى طريقهم الى العمل واطلق الرصاص وقتل بالقرب من مطار بغداد عندما حاولوا اجتياز قافلة اميركية.
An Iraqi government statement demanded that the soldiers be held accountable in الحكومة العراقية وطالب البيان ان الجنود للمساءلة في Iraq العراق . The issue is particularly delicate now because the two countries are negotiating a long-term security agreement and among the chief points of disagreement are whether the American military will be free to conduct operations and detain suspects and whether, if its soldiers kill civilians, they will have immunity from Iraqi law. المساله الحساسة ولا سيما الان لان البلدين هي التفاوض على الامن على المدى الطويل الى اتفاق بين رئيس ونقاط الخلاف هي ما اذا كان العسكري الاميركي سيكون حرا في اجراء عمليات واحتجاز المشتبه بهم وعما اذا كان جنودها قتل المدنيين ، وسوف حصانة من القانون العراقي.
Currently soldiers can only be tried under American military law. في الوقت الراهن لا يمكن الا ان يكون جنديا حوكموا بموجب القانون العسكرى الامريكى. However, there have been many shootings of Iraqi civilians by American soldiers and contractors, prompting Iraqi politicians to demand that they have a right to prosecute soldiers and contractors in their courts. ومع ذلك ، فقد كان هناك كثير من عمليات اطلاق النار من المدنيين العراقيين على ايدى جنود امريكيين ومتعاقدين ، مما دفع السياسيين العراقيين الى الطلب ان لهم الحق في محاكمة الجنود والمتعاقدين في محاكمها.
The reaction to the latest deaths signals that the Iraqi government is likely to push hard on the issue in the negotiations. ان رد الفعل على وفاة اخر اشارات على ان الحكومة العراقية ومن المرجح ان يدفع من الصعب على هذه المساله في المفاوضات. These two shootings “are a violation of the law and an encroachment on Iraqi sovereignty,” said a statement from the General Command of the Iraqi armed forces. هذين اطلاق النار "تشكل انتهاكا للقانون وتعديا على السياده العراقية ،" وقال بيان من القيادة العامة للقوات المسلحه العراقية. “We demand the coalition force to arrest their employees and refer them to the judiciary because their crimes were committed in cold blood.” "اننا نطالب قوات التحالف لالقاء القبض على موظفيها واحالتهم الى القضاء بسبب ما ارتكبوه من جرائم ارتكبت بدم بارد."
Local officials in Karbala echoed those sentiments and the provincial police chief, Maj. Gen. Raad Shakir, said there had been no effort to inform Iraqi security officials about the raid. المسئولين المحليين فى كربلاء وردد تلك المشاعر ورئيس شرطة المقاطعه ، اللواء رعد شاكر ، وقال كان هناك اي جهد لابلاغ المسؤولين عن الامن العراقية الغاره. The American assault began at 12:15 am Friday in the Janaja area south of Karbala, he said, “without coordination with the Karbala military operations command or with the general commander of Iraqi armed forces.” الاعتداء الامريكى بدأ فى الساعة 12:15 صباحا الجمعة janaja في المنطقة الواقعة جنوب كربلاء ، وقال : "من دون التنسيق مع كربلاء قيادة العمليات العسكرية او مع القائد العام للقوات المسلحه العراقية."
An American military spokesman said that in the Karbala raid, in which the Americans were hunting for Shiite militants, soldiers were acting in self-defense when they killed a local security guard who was holding an AK-47 against his shoulder as if to fire. عسكري اميركي وقال المتحدث ان الغاره في كربلاء ، الذي الامريكيين الصيد للمقاتلين الشيعه ، الجنود كانوا في حالة دفاع عن النفس عندما قتل حارس أمن محلية وكان من عقد آك - 47 ضد عاتقه ، وكان لاطلاق النار. “Coalition forces deeply regret the loss of life and are conducting an investigation,” said the spokesman, Cmdr. In the shooting near the Baghdad airport, the American military disputed the Interior Ministry’s account and described the three people who were killed as “criminals” who had fired on the convoy. في اطلاق النار بالقرب من مطار بغداد ، العسكرية الامريكية المتنازع عليها وزارة الداخلية والحساب ووصف ثلاثة اشخاص قتلوا من "المجرمين" من اطلق النار على القافلة.
Elsewhere in Iraq, a car bomb in Salahuddin Province on Sunday killed seven policemen, and in Diyala Province the police shot a female suicide bomber. وفي اماكن اخرى في العراق ، انفجار سيارة مفخخة في محافظة صلاح الدين يوم الاحد وقتل سبعة من رجال الشرطة ، في محافظة ديالى والشرطة اطلقت النار على الانتحاري الاناث.
The car bomb exploded in Dhuluiya, a town 45 miles north of Baghdad that has been the scene of fighting between the Iraqi security forces and the Islamic State of Iraq, one of the most extremist Sunni insurgent groups. وقد انفجرت سيارة مفخخة في dhuluiya ، وهي مدينة تقع 45 ميلا الى الشمال من بغداد التي كانت مسرحا للقتال بين قوات الامن العراقية والدولة الاسلامية في العراق ، واحدة من أكثر الجماعات المتمرده السنيه المتطرفة.
The police had been in a nearby rural area of farms and orchards conducting an operation. كانت الشرطة فى منطقة ريفية قريبة من المزارع والبساتين واجراء العملية. As they finished, they saw the vehicle, a small pickup truck, parked by the side of the road, said Maj. Maahadi Al-Jubori of the Dhuluiya police. لأنها انتهت ، ورأوا سيارة شاحنة صغيرة بيك آب ، من جانب واقفة على جانب الطريق ، وقال اللواء maahadi Al - jubori من dhuluiya الشرطة.

Six people died at the scene, a seventh died on his way to the hospital and three others were severely injured. توفى ستة اشخاص فى مكان الحادث ، والسابعه وتوفي وهو في طريقه الى المستشفى وان ثلاثة اخرين بجروح شديدة.
In the Diyala shooting, police officers saw a woman walking toward security barriers near the town council building in Wajihiya district, a few miles north of the provincial capital, Baquba. اطلاق النار في ديالى ، وضباط الشرطة وشهدت امرأة سيرا على الاقدام في اتجاه الحواجز الامنية بالقرب من مدينة في مبنى المجلس wajihiya المقاطعه ، على بعد بضعة اميال الى الشمال من عاصمة المقاطعه ، وبعقوبة. They shouted at her to stop, but she continued walking. فقال لهم في لوقف لها ، ولكنها واصلت المشي. Fearing she was a suicide bomber, the police shot her. واعربت عن خشية انتحاري ، فإن الشرطة اطلقت النار على بلدها. In Diwaniya Province in southern Iraq, American military officials on Monday will hand over control of security to Iraqi forces, said Hussein al-Budayiri, a provincial council member. في محافظة الديوانيه في جنوب العراق ، مسؤولون عسكريون امريكيون يوم الاثنين وستسلم السيطرة على الامن الى القوات العراقية ، وقال الدكتور حسين budayiri ، وهو عضو في مجلس المقاطعه.
Diwaniya will be the 10th province to be transferred to Iraqi control, joining Muthanna, Karbala, Najaf, Dhi Qar, Maysan, Basra, Dahuk, Erbil and Sulaimaniya. الديوانيه ستكون المقاطعه العاشرة على أن يتم تحويلها الى السيطرة العراقية ، الانضمام الى والمثنى وكربلاء والنجف وذي قار وميسان والبصرة ودهوك واربيل والسليمانية. All of the provinces that have been transferred are either in Kurdistan, to the north, or in southern of Iraq. جميع المقاطعات التي نقلت أما في كردستان ، الى الشمال ، أو في جنوب العراق.
The intelligence commander for Basra, Brigadier Jabar Mujhed, was assassinated by gunmen while visiting Baghdad on Saturday, according to an Interior Ministry official, who asked not to be identified since he was not authorized to talk to the press. لقائد الاستخبارات البصرة ، العميد jabar mujhed ، اغتيل على ايدي مسلحين اثناء زيارته لبغداد يوم السبت ، وفقا لمسؤول في وزارة الداخلية ، من طلب عدم تحديد نظرا لانه لم يكن مخولا للحديث الى الصحافة.
