Extensão das ligações secretas de IRA do governo reveladas

A extensão cheia de um segredo 20 anos “canaleta traseira” entre o governo britânico e o IRA é revelada hoje pelo chefe dos empregados de Tony Blair anterior, que declara que o processo da paz pôde nunca ter sido possível sem a ligação. No primeiro cliente authoritative da ligação por um oficial britânico, Jonathan Powell diz ao Guardian que os homens de negócios de um Derry, Brendan Duddy, e uma série dos oficiais MI5 e MI6 arriscaram suas vidas para permitir que o governo britânico e a liderança de IRA se comuniquem em confidencial entre 1973 e 1993. Nos extratos os mais atrasados de seus memoirs, colocados em série no Guardian esta semana, Powell escreve: “É muito duro para governos democráticos admitir a falar aos grupos do terrorista quando aqueles grupos forem povos imóveis do innocent da matança. “Felizmente para este processo, a canaleta traseira do governo britânico ao IRA provisional tinha sido na existência sempre que requerido de 1973 avante.” A ligação secreta foi usada somente em três ocasiões principais: para negociar um ceasefire de IRA nos mid-1970s; durante a primeira batida de fome de IRA em 1980; e nos estágios adiantados do processo da paz nos 1990s. Mas Powell escreve que o fato simples que uma ligação existiu do IRA que a liderança à rua tragando - principalmente através de Duddy e de seu MI6 alimentador Michael Oatley - era do significado enorme. Powell escreve: “, Foi contido metaphorically em uma caixa locked, a chave a que estava na possessão de Brendan Duddy e atrás de qual, onde quer que aconteceu estar no mundo, fosse Oatley, conhecido ao IRA como o Climber da montanha do `'.” A ligação quebrou para baixo em 1993 em que Martin McGuinness, Sinn F? no negotiator principal, reagido furiously às reivindicações que tinha emitido uma mensagem que diz purportedly que os IRA “conflito são excesso”. Duddy disse o alfaiate de Peter do BBC, em uma entrevista publicada no Guardian de hoje, que interrogated por quatro horas por quatro “Provisionals muito sênior” depois que foi suspeitado errada de emitir a mensagem. Powell admite que a mensagem está na disputa, mas diz que colocou as terras para o processo da paz. “O que essa mensagem sucedeu em fazer, rectifique ou não, era começar a atenção do governo britânico. O major de John pensou realmente: ‘Gosh, here is a chance that we can make a breakthrough in Northern Ireland’.” The DUP leader, Ian Paisley, condemned Major for the secret back channel when it was revealed in 1993. But Powell reveals in his memoirs that 10 years later the DUP established its own secret channel to Sinn F?in when Paisley’s party won the elections to the Northern Ireland assembly of 2003. The channel was kept secret because the DUP refused to meet Sinn F?in at the time on the grounds that the IRA was still active. Powell says: “They [the DUP] were no different from the British government at the time of John Major or Margaret Thatcher saying they never had contacts with the IRA - but actually [they were] doing so as well. It did play an important role in making possible that extraordinary meeting between Ian Paisley and Gerry Adams. They had never met, they had never spoken until they sat down for that photo-opportunity in March 2007.
