Omvang van geheime IRA van de Overheid geopenbaarde verbindingen

De volledige omvang van een geheim 20-jarig „achterkanaal“ tussen de Britse overheid en IRA wordt geopenbaard vandaag door de vroegere leider van Tony Blair van personeel, die verklaart dat het vredesproces nooit mogelijk zonder de verbinding zou kunnen geweest zijn. In de eerste gebiedende rekening van de verbinding door een Britse ambtenaar, vertelt Jonathan Powell de Beschermer dat de zakenlieden een Derry, Brendan Duddy, en een reeks van MI5 en MI6 ambtenaren hun leven riskeerden om de Britse overheid en de IRA leiding toe te staan om in privé tussen 1973 en 1993 te communiceren. In de recentste uittreksels van zijn gedenkschriften, die in de Beschermer in series worden vervaardigd schrijft deze week, Powell: „Het is zeer moeilijk voor democratische overheden om aan het spreken aan terroristengroepen toe te laten terwijl die groepen nog onschuldige mensen doden. „Gelukkig voor dit proces, had het achterkanaal van de Britse overheid aan Voorlopige IRA wanneer vereist vanaf 1973.“ bestaan De geheime verbinding werd slechts gebruikt drie belangrijke maal: om IRA ceasefire in de medio-jaren '70 te bespreken; tijdens de eerste IRA hongerstaking in 1980; en in de vroege stadia van het vredesproces in de jaren '90. Maar Powell schrijft dat was het eenvoudige feit dat een verbinding van de IRA leiding aan het Verslaan van Straat bestond - hoofdzakelijk via Duddy en zijn MI6 manager Michael Oatley - van reusachtige betekenis. Powell schrijft: „Het was, metaphorically bevat in een gesloten doos, de sleutel waartot in het bezit van Brendan Duddy en waarachter was, waar hij om in de wereld gebeurde te zijn, was Oatley, die aan IRA als Climber van de Berg `' wordt gekend.“ De verbinding splitste in 1993 op toen Martin McGuinness, Sinn F? in belangrijkste onderhandelaar, reageerde woedend aan eisen dat hij een bericht ogenschijnlijk zeggend had verzonden dat het IRA „conflict over“ is. Duddy vertelde BBC Peter Taylor, in een gesprek dat in de Beschermer van vandaag wordt gepubliceerd, dat hij vier uren door vier „zeer hogere Provisionals“ werd ondervraagd nadat hij verkeerd van het verzenden van het bericht werd verdacht. Powell geeft toe dat het bericht in geschil is, maar hij zegt het de gronden voor het vredesproces legde. „Wat dat bericht in waar doen slaagde, of niet, moest de aandacht van de Britse overheid krijgen. John Major dacht werkelijk: ‘Gosh, here is a chance that we can make a breakthrough in Northern Ireland’.” The DUP leader, Ian Paisley, condemned Major for the secret back channel when it was revealed in 1993. But Powell reveals in his memoirs that 10 years later the DUP established its own secret channel to Sinn F?in when Paisley’s party won the elections to the Northern Ireland assembly of 2003. The channel was kept secret because the DUP refused to meet Sinn F?in at the time on the grounds that the IRA was still active. Powell says: “They [the DUP] were no different from the British government at the time of John Major or Margaret Thatcher saying they never had contacts with the IRA - but actually [they were] doing so as well. It did play an important role in making possible that extraordinary meeting between Ian Paisley and Gerry Adams. They had never met, they had never spoken until they sat down for that photo-opportunity in March 2007.
