Ampleur des liens secrets du gouvernement IRA indiqués

La pleine ampleur d'un secret 20 ans « canal arrière » entre le gouvernement britannique et l'IRA est indiquée aujourd'hui par l'ancien chef de Tony Blair de personnel, qui déclare que le processus de paix pourrait ne jamais avoir été possible sans lien. Dans le premier compte bien fondé du lien par un fonctionnaire britannique, Jonathan Powell indique au gardien que les hommes d'affaires d'un Derry, le Brendan Duddy, et des séries de dirigeants MI5 et MI6 ont risqué leurs vies pour permettre au gouvernement britannique et à la conduite d'IRA de communiquer dans privé entre 1973 et 1993. Dans les derniers extraits de ses mémoires, arrangés en série dans le gardien cette semaine, Powell écrit : « Il est très difficile que les gouvernements démocratiques admettent à parler aux groupes de terroriste tandis que ces groupes sont les personnes immobiles d'innocent de massacre. « Heureusement pour ce processus, le canal arrière du gouvernement britannique à l'IRA temporaire avait été en existence lorsque requis à compter de 1973. » Le lien secret a été seulement employé à trois occasions principales : pour négocier un cessez-le-feu d'IRA au milieu des années 70 ; pendant la première grève de faim d'IRA en 1980 ; et aux parties du processus de paix dans les années 90. Mais Powell écrit que le fait simple qu'un lien a existé de la conduite d'IRA à la rue avalante - principalement par l'intermédiaire de Duddy et de son MI6 traiteur Michael Oatley - était d'importance énorme. Powell écrit : « Il a été métaphorique contenu dans une boîte verrouillée, la clef dans laquelle était dans la possession de Brendan Duddy et derrière ce qui, partout où il s'est avéré justement être dans le monde, était Oatley, connu de l'IRA en tant que grimpeur de montagne de `'. » Le lien a décomposé en 1993 où Martin McGuinness, négociateur en chef de Sinn Féin, réagi furieusement aux réclamations qu'il avait envoyé un message disant soi-disant que les IRA « conflit est excédent ». Duddy a indiqué Peter Taylor de la BBC, dans une entrevue éditée dans le gardien d'aujourd'hui, qu'il a été interrogé pendant quatre heures par quatre « Provisionals très aîné » après qu'il ait été incorrectement suspecté d'envoyer le message. Powell admet que le message est dans le conflit, mais il dit qu'il a étendu les raisons pour le processus de paix. « Ce que ce message réussi à faire, rectifient ou pas, était d'obtenir l'attention du gouvernement britannique. John Major a vraiment pensé : ‘Gosh, here is a chance that we can make a breakthrough in Northern Ireland’.” The DUP leader, Ian Paisley, condemned Major for the secret back channel when it was revealed in 1993. But Powell reveals in his memoirs that 10 years later the DUP established its own secret channel to Sinn Féin when Paisley’s party won the elections to the Northern Ireland assembly of 2003. The channel was kept secret because the DUP refused to meet Sinn Féin at the time on the grounds that the IRA was still active. Powell says: “They [the DUP] were no different from the British government at the time of John Major or Margaret Thatcher saying they never had contacts with the IRA - but actually [they were] doing so as well. It did play an important role in making possible that extraordinary meeting between Ian Paisley and Gerry Adams. They had never met, they had never spoken until they sat down for that photo-opportunity in March 2007.
