Allegations that the CIA held al-Qaida suspects for interrogation at a secret prison on sovereign British territory are to be investigated by MPs, the Guardian has learned. الادعاءات بان وكالة المخابرات المركزية الذى عقد تنظيم القاعده المشتبه بهم لاستجوابهم في سجن سري في السياده على الاراضي البريطانية يتم التحقيق فيها من جانب النواب ، وعلى الولي المستفاده. The all-party foreign affairs committee is to examine long-standing suspicions that the agency has operated one of its so-called “black site” prisons on Diego Garcia, the British overseas territory in the Indian Ocean that is home to a large US military base.Lawyers from Reprieve, a legal charity that represents a number of detainees at Guantánamo Bay, including several former British residents, are calling on the committee to question US and British officials about the allegations. جميع الأطراف لجنة الشئون الخارجية هو دراسة طويلة الامد الشكوك ان الوكالة قامت بتشغيل واحدة من ما يسمى ب "المواقع السوداء" على السجون دييغو غارسيا البريطانية ، اقليم ما وراء البحار في المحيط الهندي التي هي موطن كبير العسكرية الامريكية Base.lawyers من التنفيس ، قانوني الخيريه التي تمثل عددا من المحتجزين فى خليج غوانتانامو ، بما في ذلك عدة البريطانية السابقة المقيمين ، داعيا اللجنة الى مسألة الامريكى ومسؤولين بريطانيين ازاء الادعاءات. According to the organisation’s submission to the committee, the UK government is “potentially systematically complicit in the most serious crimes against humanity of disappearance, torture and prolonged incommunicado detention”. وطبقا لمنظمة 'sتقديمها الى اللجنة ، وحكومة المملكه المتحدة هو" يحتمل ان منهجيه الجرمي في اخطر الجرائم ضد الانسانيه ، من حالات الاختفاء والتعذيب والاحتجاز الانفرادي لمدد طويلة ".

Clive Stafford Smith, the charity’s legal director, said he was “absolutely and categorically certain” that prisoners have been held on the island. كلايف ستافرد سميث ، المدير القانوني للالخيريه ، وقال انه كان "مطلق وقاطع بعض" ان السجناء قد عقدت على ارض الجزيرة. “If the foreign affairs committee approaches this thoroughly, they will get to the bottom of it,” he said. A member of the foreign affairs committee said the committee would pursue the allegations as part of its inquiry into Britain’s overseas territories. عضو في لجنة الشؤون الخارجية وقالت اللجنة سيتابع هذه الادعاءات وكجزء من التحقيق في بريطانيا اقاليم ما وراء البحار. Although Diego Garcia is part of the British Indian Ocean Territory, it is unclear whether the British government knows whether the CIA has detained prisoners there or not. ورغم ان دييغو غارسيا هي جزء من اقليم المحيط الهندي البريطاني ، ومن غير الواضح ما اذا كانت الحكومة البريطانية يعرف ما إذا كانت وكالة الاستخبارات المركزية قد السجناء المحتجزين هناك أم لا.

UK officials are known to have questioned their American counterparts about the allegation several times over a period of more than three years, most recently last month. المسؤولون من المملكه المتحدة ومن المعروف ان استجوب الامريكى حول الادعاء عدة مرات على مدى فترة تزيد على ثلاث سنوات ، كان آخرها في الشهر الماضي. Whenever MPs have attempted to press ministers in the Commons, they have met with the same response: that the US authorities “have repeatedly given us assurances” that no terrorism suspects have been held there. النواب كلما حاولت الصحافة الوزراء في المشاعات ، فقد التقى نفس الرد : ان السلطات الامريكية "مرارا اعطانا تأكيدات" ان الارهاب لا المشتبه فيهم وقد عقدت هناك.

The existence of the CIA’s black site prisons was acknowledged by President George Bush in September last year. وجود وكالة المخابرات المركزية الاسود الموقع السجون وقد اعترف الرئيس جورج بوش في ايلول / سبتمبر من العام الماضي. He said al-Qaida suspects or members of the Taliban who “withhold information that could save American lives” have been taken “to an environment where they can be held secretly, questioned by experts”. وقال تنظيم القاعده المشتبه فيهم او من أعضاء حركة طالبان الذين "حجب المعلومات التي يمكن ان تنقذ ارواح الامريكيين" ، التي اتخذت "لبيئة حيث يمكن عقد سرا ، وشكك الخبراء".

Mr Bush did not disclose the location of any prison, but suspicion that one may have been located on Diego Garcia, some 1,000 miles off Sri Lanka’s southern coast, has been building for years. السيد بوش ولم يكشف اي مكان من السجن ، للاشتباه في ان واحد ولكن ربما كانت تقع على دييغو غارسيا ، نحو 1000 ميلا من سري لانكا والساحل الجنوبي ، وقد تم بناء لسنوات. Barry McCaffrey, a retired four-star US general who is professor of international security studies at the West Point military academy, has twice spoken publicly about the use of Diego Garcia to detain suspects. باري مكافري ، متقاعد اربع نجوم الامريكى العام الذي هو استاذ دراسات الامن الدولي في الاكاديميه العسكرية في وست بوينت ، وقد تحدثت علنا مرتين عن استخدام دييغو غارسيا فى احتجاز المشتبه بهم. In May 2004 he said: “We’re probably holding around 3,000 people, you know, Bagram air field, Diego Garcia, Guantánamo, 16 camps throughout Iraq.” In December last year he repeated the claim: “They’re behind bars…we’ve got them on Diego Garcia, in Bagram air field, in Guantánamo.” في ايار / مايو 2004 وقال : "نحن على الارجح عقد حوالى 3000 شخص ، وانت تعرف ، بغرام الجوية الميدانيه ، دييغو غارسيا ، غوانتانامو ، 16 مخيمات في جميع انحاء العراق." في كانون الاول / ديسمبر من العام الماضي وكرر المطالبة : "يذهبون وراء القضبان… جاءتنا منهم على دييغو غارسيا ، في باغرام الجوية الميدانيه ، في غوانتنامو. MPs on the committee may inquire into a Gulfstream executive jet which has been linked by its registration number to several CIA prisoner operations - known as extraordinary renditions - and which flew from Washington to Diego Garcia, via Athens, on September 11 2002, soon after the capture of Ramzi Binalshibh, a suspected planner of the September 11 attacks the previous year. النواب على لجنة التحقيق في ايار / مايو ا غالف ستريم طائرة النفاثه التي ارتبط بها رقم تسجيله لعدة عمليات وكالة الاستخبارات المركزية السجين -- المعروفة باسم الترحيل الاستثنائي -- والتي طارت من واشنطن الى دييغو غارسيا ، عبر اثينا ، في 11 ايلول / سبتمبر 2002 ، بعد فترة وجيزة القاء القبض على رمزي binalshibh ، يشتبه في المخطط من اعتداءات 11 ايلول / سبتمبر في العام السابق.

‘Confirmation’ 'تأكيد'

Last June Dick Marty, a Swiss senator who investigated the CIA’s use of European territory and air space during prisoner operations, concluded in a report to the Council of Europe that prisoners had been held on the island. في حزيران / يونيو الماضي ديك مارتي ، عضو مجلس الشيوخ السويسري الذين حققوا في استخدام وكالة المخابرات المركزية الاوروبية والاقليم الجوي خلال عمليات السجين ، وخلص في تقرير قدمه الى مجلس اوروبا ان السجناء كانت قد اقيمت على ارض الجزيرة.

One possibility which the foreign affairs committee may explore is that suspects have been held on a prison ship off the coast of Diego Garcia. احدى الامكانيات التي لجنة الشؤون الخارجية قد بحث هو ان المشتبه فيهم تم عقد على سجن سفينة قبالة ساحل دييغو غارسيا. The UN special rapporteur on torture, Manfred Nowak, has said that he has heard from reliable sources that the US has held prisoners on ships in the Indian Ocean. مقرر الامم المتحدة الخاص المعني بالتعذيب ، مانفريد نواك ، لم يقل انه قد سمع من مصادر موثوق بها ان تكون الولايات المتحدة قد احتجزت اسرى على متن السفن فى المحيط الهندى. There have also been second-hand accounts from detainees at Guantánamo of prisoners being held on US naval vessels. كما كانت هناك مستعمل الحسابات من المعتقلين في غوانتانامو للسجناء محتجزين على سفينة تابعة للبحرية الاميركية.

One detainee told a researcher from Reprieve: “One of my fellow prisoners in Guantánamo was at sea on an American ship with about 50 others before coming to Guantánamo. أحد المعتقلين ل الباحث عن التنفيس : "واحد من زملائي المعتقلين في غوانتانامو كان في البحر على السفينة الاميركية مع حوالى 50 اخرين قبل القدوم الى غوانتانامو. He told me that there were about 50 other people on the ship; they were all closed off in the bottom. واخبرني انه كان هناك ما يقرب من 50 اشخاص اخرين على السفينة ؛ انها كلها كانت اغلقت في القاع. The people detained on the ship were beaten even more severely than in Guantánamo.” الناس على السفينة المحتجزين تعرضوا للضرب حتى يكون اكثر حدة في غوانتانامو. "
