Bush Allowed To Continue Violating Laws بوش يسمح لها بمواصلة انتهاك القوانين

On January 25th, I had a telephone conversation (40 mins +) with a legislative assistant in Conyers’ office regarding impeachment. وفي كانون الثاني / يناير 25th ، كان لي اتصال هاتفي (40 دقيقة +) مع مساعد تشريعي في Conyers 'مكتب بشأن الاقاله. Nothing in the Constitution says a President is subject to the law. لا شيء في الدستور يقول الرئيس يخضع للقانون. He finally conceded this remains an “unsettle” question in the courts. واعرب اخيرا تنازلات يبقى هذا "زعزع" قضية في المحاكم. (I insisted on documentation to support his statements, and he emailed me a Congressional report, 1978 “CRS Report for Congress” #98-186 A, on impeachment, about 30 pgs.) * Congress does not have an OBLIGATION or duty to investigate or take any action to prevent a President from breaking the law or abusing his powers. * الكونغرس ليس لديها التزام او واجب التحقيق فيها او اتخاذ اي اجراء لمنع الرئيس من خرق القانون أو استغلال سلطاته. It’s totally up to THEIR DISCRETION. انها تماما حتى يتراءي لها.
* It’s okay for their decision to be based on party politics rather than Constitutional considerations because the decision is solely theirs to make. * انه بخير لقرارهم الى ان تستند السياسات الحزبيه بدلا من الاعتبارات الدستورية لأن القرار هو فقط لجعل لهم.
* The courts can follow up with any illegal acts of the President or Vice-President AFTER they’re out of office, and all will be fine. * يجوز للمحاكم ان تتابع مع اي اعمال غير قانونيه من الرئيس او نائب الرئيس بعد يذهبون خارج المكتب ، وجميع سيكون على ما يرام.
* Correcting power-abuse really has no meaning because power is what it’s all about. * تصحيح اساءة استعمال السلطة - في الواقع لا معنى لأن السلطة ما هو كل ما يهم. They all abuse it. انهم جميعا الاساءه اليها. So what? ثم ماذا؟ It’s just politics. انه فقط السياسة.
We both agreed that according to what he was telling me, it boils down to the following: كلانا متفق عليها وفقا لذلك ما كان تخبرني ، فإنه يتلخص فيما يلي :
A sitting President is not subject to the law as long as he remains in office. أ يجلس الرئيس لا يخضع للقانون طالما انه لا يزال في منصبه. He can CONTINUE to break laws as long as he remains in office. وقال انه يمكن ان يستمر الى كسر القوانين طالما انه لا يزال في منصبه. He can only be removed DURING his term of office (and therefore become subject to the law) through impeachment. وقال انه لا يمكن الا ان تكون ازيلت خلال وجوده في منصبه (وبالتالي تصبح خاضعه للقانون) خلال الاقاله. Only Congress can impeach, and it’s solely up to their DISCRETION. ألا يمكن اتهام الكونغرس ، وانها وحدها تصل الى يرونه مناسبا. So, as long as Congress successfully blocks the impeachment process, they are willfully allowing the President to remain completely outside the law, condoning that principle, and, in effect, shielding him from being removed from office so that he will be subject to the law and can be prosecuted. ذلك ، ما دامت الكتل الكونغرس بنجاح عملية الاقاله ، وهي السماح للرئيس بملء ارادته البقاء خارجة تماما عن القانون ، وقبول هذا المبدأ ، و، في الواقع ، حمايه له من عزله من منصبه حتى انه سوف يكون خاضعا للقانون ويمكن ان يحاكم. Congress has no OBLIGATION to intervene. المؤتمر ليست ملزمة بالتدخل.
The aide seemed not the least bit disturbed by the gravity or import of my conclusions. وقد بدأ المعاون ليس اقلها بت منزعج من خطورة استيراد أو استنتاجاتي. It is, after all, just politics. وهو ، بعد كل شيء ، مجرد سياسة.
