John Bolton first made the demand for a war against Iraq as a signatory of an open letter sent to President Clinton by the جون بولتون لاول مرة الطلب على اى حرب ضد العراق بوصفها من الموقعين على رسالة مفتوحة ارسلت الى الرئيس كلينتون من قبل Project for a New American Century لمشروع القرن الاميركي الجديد in 1998. فى عام 1998. In 2001 he joined the Bush administration as the hilariously-titled Under-Secretary of State for Arms Control in the State Department. في عام 2001 وانضم الى ادارة بوش كما بفرح شديد - تحت عنوان وكيل وزير الدولة للحد من التسلح في وزارة الخارجية. He appears to have been imposed on the department by Dick Cheney, to play the role of Colin Powell’s minder. وقال انه يبدو ان فرضت على الادارة من قبل ديك تشيني ، للعب دور كولن باول مايندر.

1. That ‘internation law’ is anything more than rhetoric. ان 'القانون الدولي' أي شيء أكثر من مجرد كلام. While nations do engage in treaties and agreements, the UN is not an international government. وفي حين ان الدخول في القيام المتحدة والمعاهدات والاتفاقات الدولية ، والأمم المتحدة ليست حكومة دولية. Treaties made at the UN only have the force of law in so far as the individual signatories codify them into their own laws. المعاهدات التي قدمت في الامم المتحدة الا ان تكون لها قوة القانون بقدر ما الفرديه الموقعة تدوينها في قوانينها الخاصة. This includes either way offences. وهذا يشمل الجرائم في اي من الاتجاهين. It is thus permissible for any person to arrest: ومن ثم يجوز القبض على اي شخص :
* Anyone who is without doubt in the act of committing an offence, or whom the arrestor has reasonable grounds for suspecting to be in the act of committing an offence * أي شخص من دون شك في هذا القانون لارتكابه جريمه ، او الذين الموقف لديها اسباب وجيهه للاشتباه في ان يكون لهذا القانون لارتكابه جريمه
* Where an offence has been committed without doubt.., anyone who is without doubt guilty of that offence or whom the arrestor has reasonable grounds for suspecting to be guilty of it * يكون فيها للجرم قد ارتكب من دون شك.. ، اي شخص من دون شك ، ان مذنبا بارتكاب جريمه او الذين الموقف لديها اسباب وجيهه للاشتباه في ان يكون مذنبا لانه
In order for the arrest to be lawful, the following two conditions must also be satisfied: من اجل لالقاء القبض على انه مشروع ، ما يلي شرطين يجب تلبيته ايضا :
* It is not reasonably practicable for a constable to make the arrest instead * ومن غير المعقول عمليا لشرطي لجعل بدلا من القاء القبض على
* The arrestor has reasonable grounds for believing that the arrest is necessary to prevent one of the following: * الموقف لديها اسباب معقولة للاعتقاد بان القاء القبض على المتهم اللازمة لمنع واحد مما يلي :
o The person causing physical injury to himself or others س الشخص احداث اصابات بدنيه لنفسه أو لآخرين
o The person suffering physical injury س للشخص يعانون اصابات بدنيه
o The person causing loss of or damage to property س الشخص الذي تسبب في خسارة او اضرار في الممتلكات
o The person absconding before a constable can assume responsibility for him س الشخص الهروب قبل شرطي يمكن ان تحمل مسؤولية لهUse of the second power above is rather risky, since it relies upon the person carrying out the arrest knowing that an indictable or either way offence has been committed. استخدام السلطة الثانية اعلاه بل هي محفوفه بالمخاطر ، نظرا لأنه يعتمد على الشخص الذي ينفذ القاء القبض على معرفة ان للاتهام ، او بأي طريقة ارتكاب الجرم. If, for example, the arrested person is later acquitted in court then it could be concluded that no offence has been committed; thus the arrest would be unlawful. اذا ، على سبيل المثال ، القي القبض في وقت لاحق من شخص برئ في المحكمه ومن ثم يمكن استنتاج ان هناك جريمه قد ارتكبت ؛ ومن ثم القاء القبض سيكون امرا غير قانونى. The Act therefore gives a constable three additional powers, to arrest: ولذلك فإن القانون يعطي صلاحيات اضافية ثلاثة شرطي ، للقبض على :
* Anyone who is (without doubt) about to commit an offence, or whom the constable has reasonable grounds for suspecting to be about to commit an offence * أي شخص من هو (دون شك) على وشك ارتكاب جريمه من الجرائم ، او الذين شرطي لديها اسباب وجيهه للاشتباه في ان تكون على وشك ارتكاب جريمه من الجرائم
* Anyone whom the constable has reasonable grounds for suspecting to be guilty of an offence which is merely suspected to have taken place * اي شخص الذين شرطي لديها اسباب وجيهه للاشتباه في ان يكون مرتكبا لجريمه هو مجرد التي يشتبه في انها قد وقعتA constable’s arrest power is not limited to indictable offences, and conditions different from the above apply. القاء القبض على اى شرطى السلطة لا تقتصر على الجرائم الخطيره ، وظروف تختلف عن المذكورة اعلاه تنطبق.
